2 WEEKS LATER:
WASHINGTON DC
It has been 2 weeks since Unity Day, since the heroes had failed to protect the citizens of San Francisco. Tony Stark was currently in a debate with Senator Lee.
SENATOR LEE: YOU SO CALLED HEROES TRANSFORMED SAN FRANCISCO, INTO AN INHABITABLE, TOXIC FILLED, QUARANTINE ZONE. WHERE THOUSANDS OF LIVES WERE LOST. SO I ASK YOU MR. STARK, DO THE UNITED HEROES POSE A THREAT TO SOCIETY?
TONY: No. I can say with full confidence that we don't pose any threat.
This debate went on for hours on end and could not be settled today, although this has been going on ever since the San Francisco incident. As everyone was heading home waiting for tomorrow's events, the senator was troubled. He believed that super humans were dangerous and needed to be put in check, but he had no way of achieving his goal. That is until a limousine rolled up to the senator. The window rolled down and a man spoke from the car.
?: Senator Lee, may we talk?
SENATOR LEE: Who are you?
?: The answer to your prayers.
The senator was intrigued by this stranger and decided to enter the limousine. Once he had entered he was greeted by Monica and a man in the shadows.
SENATOR LEE: If we are gonna talk, I wanna see your face.
The man obliged and revealed himself to be none other than George Tarleton, but he was mutated, his head had increased in size and he had a little spider drone in his hand and was controlling it with his mind. The senator was startled by this.
GEORGE: My apologies. I haven't been the same since the incident.
SENATOR LEE: Dr. Tarleton?
GEORGE: In the flesh, heh heh heh *cough* *cough* *cough*
George then pulls out an oxygen mask and takes a deep breath.
SENATOR LEE: How are you alive? You were in the Helicarrier when it exploded.
GEORGE: Dr. Rappaccini found me washed up on the shoreline, barely breathing. She concocted a regenerative formula that nursed me back to health. Though my overexposure to the Terrigen gas mutated me, as you can see.
SENATOR LEE: What do you want?
GEORGE: To help.
SENATOR LEE: Help?
MONICA: Yes, I work for an organization called Advanced Idea Mechanics or better known as…
SENATOR LEE: A.I.M the criminal organisation that conducts experiments on superhumans, why should I accept your type of help?
GEORGE: Because we have the answer to your problems.
George then handed the senator a bill with the name The Registration Act. This shocked the senator.
SENATOR LEE: Where did this come from?
GEORGE: That's not important. What is important is that you get that bill passed and in exchange, we will provide our goods and services for your use.
The senator had to think about this. If he got caught making deals with the likes of A.I.M, it could ruin him.
SENATOR LEE: Why are you doing this?
GEORGE: Mr. Senator, A.I.M only wants to free us from being at the mercy of the powerful. In a subjectivity, unlimited power, that's dangerous, it's lethal. Unity day was a prime example, I am lucky to be alive. Others however, are not. They deserve justice, and you can give it to them.
SENATOR LEE: Stop the limousine. I have made my decision.
The limo stopped.
SENATOR LEE: If I do this, this conversation never happened. Understand?
GEORGE: Completely.
And with that, the senator walked home.
UNITED HEROES COMPOUND
[At the United Heroes Compound. Steve catches Sonic watching a news report on the SAN Francisco attack and how they blame the heroes for it.]
News Anchor #1: 11 Wakandans were among those killed during a confrontation between the United heroes and a group of mercenaries in San Francisco,2 weeks ago. The traditionally reclusive Wakandans were on an outreach mission in San Francisco when the attack occurred.
King T'Chaka: Our people's blood is spilled on the soil. Not only because of the actions of criminals, but by the indifference of those pledged to stop them. Victory at the expense of the innocent, is no victory at all.
News Anchor #1: The Wakanda king went on to . . .
[Steve, who was watching the news, turns his computer off, but sound drifts toward him from another room.]
News anchor #2: They are operating outside and above the international law. Because that's the reality, if we don't respond to acts like these.
[Sonic is sitting on his bed, watching the news on his TV.]
News Anchor #2 What legal authority does an enhanced individual like for example Sonic the hedgehog have to operate in...
[The TV turns off. Steve sets the remote down and leans on the door frame.]
SONIC: It's my fault.
STEVE ROGERS: That's not true.
SONIC: Turn the TV back on. They're being very specific.
STEVE ROGERS: I should've realised their plan before I fought Venom.
[He walks over.]
Steve Rogers: And people died. It's on me.
Sonic: It's on both of us.
Steve Rogers: This job . . . we try to save as many people as we can. Sometimes that doesn't mean everybody. But if we can't find a way to live with that, next time . . . maybe nobody gets saved.
[Vision materializes through the wall. Sonic starts.]
[Vision interrupts Sonic and Steve by walking through the wall into Wanda's room]
Sonic: Vis! My man, We talked about this.
Vision: Yes, but the door was open so I assumed that . . .
[He gestures at the door and stops.]
Vision: Captain Rogers wished to know when Mr. Stark was arriving.
Steve Rogers: Thank you. We'll be right down.
Vision: I'll . . . use the door. Oh, and apparently, he's brought a guest.
Steve Rogers: We know who it is?
Vision: The Secretary of State.
