It was late afternoon on the Yagami Family Estate, and the Fourth Elder was enjoying his daily pot of hot tea in his office. There was a stiff breeze rattling the carefully manicured bamboo framing the window, and the rustling was exceedingly calming. The old man raised a teacup to his lips and gazed out the open air-window and watched the dragonflies flitting over the quiet estate pond.
*zzt*
*Sir, The American is on the phone for you.*
His silence was broken. It was time to do business.
The old man - who despite his age, retained the robustness of his former years - sighed and pressed the button on his (rather antiquated) comms system. His appearance was deceptively frail, but his voice was strong and authoritative.
"Patch him through."
*Right away sir.*

(Hello, Yagami Clan?)
A translator parroted the line cheerfully, issuing a rather unfriendly opening to the conversation. Expected.
The Fourth recognized the American's voice, and smiled very slightly. The man's tone was slightly nervous. Also Expected. There was hardly a person on earth who spoke to Yagami Clan's Esteemed Fourth Elder as an equal.
The old man took his time to relish his tea, and after a long moment, placed it down to address the man he had requested an audience with.
"This is he."
All the pieces were in place. Everything had been carefully maneuvered and positioned for this very conversation. The Yagami family only had several more years to spread their influence as far as they could and cement themselves as the premier crime organization over the world. There was no telling how strong the next heir would be - so while the clan still wielded the overwhelming power granted by the current heir, they would either infiltrate or quash all opposition.
NESTS is the dream… we have three years to attain that sort of domination...
All he needed was a foothold. Shanghai had fallen, and soon the rest of China would follow. The Fourth just needed a single foothold to spread the Yagami Clan's influence into the rest of the United States - and Geese was going to give him one.
Mr. Big appeared to be getting impatient over the line. His translator conveyed the stinging message with cheerfulness. The Fourth smirked.
(Well, have you got something to say? I haven't got all day to entertain you, old man.)
"Business."
(... HCon has no business to do with the Yakuza. I have nothing more to sa-)
"Be quiet, dog. Listen to me."
Big - evidently not used to spoken to in this way, choked into silence. Once he had quieted down, the Fourth sighed and began his proposal.
"The Yagami family is already well aware of the troubles Geese Howard is having with law enforcement. The CIA specifically."

Silence. Good.
"As a gesture of goodwill, the Yagami family is willing to solve this issue for you - to have this entire case dismissed at a federal level, and send the order down for local police to cease activity against you… for a small price, of course."
(...What price?)
"San Francisco. Your connections. Routes. Everything. We want the city... a small price to pay to preserve the organization. Consider it. But consider quickly… because if I've decided HCon no has the power to stand… well..."

The Fourth didn't expect an immediate affirmative, but he certainly didn't expect a rejection. He frowned. This was not expected. It made the elder think he lacked some key piece of information… but of course, he wouldn't show his uncertainty.
"Perhaps not... but concerning this matter, know that I'm open for business."
FOurth elder talks to Mr. Big. telling him he's willing to get the CIA off HCon's back in exchange for San Francisco.
4th also says the goal is to gain worldwide domination while the Yagami clan is still strong. He needs a foothold in America to try and conquor the area.
What could it be that mr. Big is so confident in?
