You kinda need to read this all in one shot to understand exactly what is happening. Here's a small summary of what happened previous. I wanna make sure you guys know what's goin on in this chap haha. lots of politics sorry:

1) Howard Connection began with this huge issue on thier hands about the CIA investigating them. If the Gov't really finds some evidence and bears down on HCon - it's a really bad look for the organization. Also both business partners and competitors will begin to attack the organization. Biggest problem is Yakzua - who is expanding territory aggressively. Geese needs to wipe this all under the rug asap. New Sheriff gets fired at Geese's request after Mary isuspects that HCon killed the CIA agents. A dirty cop pulled the file and shared it with HCON. Warrent is served after Heinlein blows up a warehouse, and now Hein is fighting that warrent.

2) Heinlein get's anon call telling him about CIA investigating Geese. He goes up to take revenge and recuirts Rock Howard and his Rich boss to fund his operation. He blows up Geese's chief shipping warehouse. Rock get's caught on camera. Kain is trying to eventually pin all the blame on Rock so he lets him leave fingerprints and shit for the police to pick up on in the future. Unfortunately, Geese also picks up on Rock - and deduces that Rock doesn't have the funds to wage war. Calls & Bribes Chizuru, who tells him most likely Iori is the one funding.

3) 4th catches wind of HCon trouble and schemes how he's going to take over USA. Offers to get CIA off Geese's back with favor from Chiz to have SF.

So these three things together are pretty much enough to destroy Geese's entire operation. It's time for counterattack.

"Interesting… so the 4th doesn't know?"

*No sir. He seemed quite surprised when I didn't accept his offer. He doesn't know where Kain's funding is coming from either. He possibly doesn't know about Kain at all… otherwise he would never let Iori remain in our territory.*

"Sloppy. Amazing they haven't run their organization into the ground already..."

Mr. Big chuckled over the phone. Geese sneered and rolled his eyes. He propped his heels on his tabletop and flipped through the transcript of Big's conversation with the Yakuza's top executive - colloquially called the '4th Elder'.

The old man - despite his age and eccentricity - was normally an exceedingly sharp tactician. It had only been 2 days since the CIA incident, and obviously the Yakuza had caught wind of HCon's legal troubles. As expected, they were swooping in in an attempt to capture territory and market share. According to Big - they had the appropriate connections within the CIA to get the case entirely dismissed… and had demanded San Francisco in return.

*Well sir… Allow me to propose something.*

"Hmm?"

*I know the 4th quite well. The old man didn't seem like he was trying to bluff us out. He was just trying to strike a deal - clean. I'd say with a 90% certainty that he really does have a way to make the CIA drop our case… In case Hein screws shit up with this warrant - we can always fall back on this. I'm sure we can even contact them to take care of Heinlein...*

Geese nodded, then shrugged.

The Yakuza was offering them a get-out-of jail free card. There were three big issues facing HCon at the moment, and the fourth could solve all three of them in one fell swoop. Price was negotiable.

The foremost threat Geese was facing was Kain and Rock Howard running around blowing up HCon assets. The security arm - led by Billy Kane - had already cut off the little vigilante group's funding, and were hunting them down to the base of operations. They had all been given orders to kill anyone associated with Kain on sight - including Geese's estranged biological son. In the event that Billy couldn't do it - then surely some Yagami assassin would be willing to take care of the issue as part of the deal.

Next - the local Sheriff's attempt to raid Geese's offices also needed to be dealt with. Geese had received reports that the CIA had focused on him… however, at this point even the mighty federal arm was inconsequential. There was absolutely no evidence remaining for the murder of Agents Rian and DiBrando, and there was no way in hell the courts could prosecute him on miscellaneous rumors. It didn't matter how many helicopters they had circling PortTown, or how many agents were flooding the street… the only thing they could do was provide support for the local police effort - and effort that would absolutely be quashed by the Firm Lawyer - Hein.

"Hein won't lose."

*Of course sir.*

But if he did lose, and Geese Howard was always about setting up backup plans for backup plans, then the Yakuza could crush the effort from the top. And… if Geese needed to call on the Yakuza's services, he wasn't about to hand over San Francisco.

Geese Howard had something… or rather someone much more precious to the Yagami Clan than San Francisco.

The 4th elder, sharp as he was, failed to realize the Yagami Family's insane nutjob heir and literal power source had gotten himself into trouble he had no business sticking his head in. Geese had always wondered how the boy had managed to convince his clan to let him live in some foreign land with no security detail whatsoever, but here he was - ripe for the picking. It wasn't very easy holding him hostage, but as of now - Iori Yagami was currently in time-out under HCon's jurisdiction.

So, as far as Geese Howard could tell, things were coming together quite nicely for Howard Connection.

Kain and Rock would fall in due time. They had been cut off from their income source, and thereby would eventually slip up. Maybe spring an information leak… Geese would have them dressed in body bags soon. He didn't need anyone's help.

The Sheriff's effort to raid Geese Tower was going to be dismissed in a few days due to Hein's efforts. So far, the Firm's lawyer seemed to be making good progress. Once the Sheriff was off their backs - so was the CIA, and Geese was free to rebuild his exploded warehouses and continue business as usual. There was no need for outside intervention.

And Lastly, Geese Howard had the entire Yagami Clan Organization by the balls, and the 4th elder didn't even know it. In the event anything went wrong, the 4th was going to be called in for assistance - but if things were going to continue as is, then…

"Big… I want you to draft a deal. You can communicate it to the 4th in a couple of days once Hein gives us clearance. That damn bastard thinks Howard Connection is about to lose everything? Well flip the table on him. If he wants his heir back, he's giving us Hong Kong."
