They were the ones in charge of the time stream. Their word was law; their every order must be obeyed to the letter, even if the shape shifter knew what consequences their actions would have. There wasn't much he could do to go against them, even if he decided to step out of his passive role and become active for once in history.
They saw everything that had happened, was happening, or would happen.
They were eyeballs, for heaven's sake.
They knew everything, or so they said.
So it seemed quite odd to Clockwork that they had not seen this.
I really have no clue what this is... but...
