President Donovan is on the phone with the pakistani embassy, specifically with Hekmetyar. Hekmetyar and Sabzi fought together for decades, Donovan is hoping he can be a source of intel right now.

Donovan: Some of our intel suggests that Sabzi might be in America to personally lead an attack. Do you think that's accurate?
Hekmetyar: Yes, he is dying of kidney failure, and he wants to die in battle. Sabzi believes it's the only way for a man like him to achieve paradise.
Donovan: Any idea what he might target?
Hekmetyar: He wants large fatalities, but he'll likely attack specific targets. American leaders, anything that tries to foster cooperation between muslims jews and christians. Baseball games would liekly be targets, they would mean a lot of casualties and they are your country's national game.
Donovan: Yeah, that does correspond with our intel. Our sources say you'll likely be a target.
Hekmetyar: I knew the risks when I agreed to these peace talks. Hopefully, if you would agree to amnesty for my soldiers, we can lessen the danger.
Donovan: You wish me to give amnesty to all terrorist groups?
Hekmetyar: If you don't, they have little reason to surrender. You want me to keep the peace in Afghanistan and prevent further attacks against America, this is how it goes.

President Donovan hated to admit it, but Hekmetyar had a valid point. Amnesty would at least reduce the number of terrorists plotting against America. If they refused amnesty, or took it and later fought against America, it would help America's credibility. It would show that these specific terrorists were the true fanatics. Still, he didn't want to give amnesty to everyone, there were a few who he felt deserved to be tried as war criminals. This was an issue that Donovan and Hekmetyar could talk about later today.

Tony Almeida is still with Bashir. He knows of some of the attrocities that Dubaku was accussed of. When his rebels took control of a specific village, they seperated the Bawa and Askari ethnic groups, and slaughtered every Bawa person. Some had hidden in the homes of sympathizers, or those who just couldn't see innocents slaughtered. When it was over Dubaku proclaimed an amnesty for those who had survived. They slowly came out of hiding. When they did, Dubaku's men slaughtered them and those who'd given them sanctuary. Tony hated to admit it, but he feared Jack was telling the truth about this guy. He quietly began looking up what he could on Dubaku on his smartphone, particularly Dubaku's image.

Curtis: Nina Myers says she needs to come to CTU to help us.
Mason: I understand why president Donovan pardoned her, but I'm not about to give her access to classified intel. She stays there as a source of intel, she gets released only when this is over.
Curtis: She claims she can be of more use here.
Mason: She could also do more damage here. The answer is "No."

Benson continues torturing Mila for information. Mila knows she's going to die soon, she doesn;t want her last act to be condemning Courtney and little Ted to death. But there's only so much pain she cna take before she breaks.

Chloe Obrien watches the news of the upcoming peace talks. Time was Chloe worked at CTU, tried to bring down Hekmetyar and other taliban leaders. But Chloe later became somewhat dissillusioned with the government, felt that drone strikes and Guantanamo made them no better than the terrorists. After Chloe's husband and daughter were killed in a car crash, by some idiot who texted while driving, Chloe was recruited by Adrian Cross and his group Open Cell, she gave them classified intel and they posted it online. Chloe spent three years in prison for this, then got out and created a software company. Chloe became rich, but her life lacked purpose, so she joined Jack and Audrey's plot to force the world to disarm their nuclear stockpile. Chloe covered her tracks well and was never arrested for this. Jack had hoped to keep her out of this, but now he saw little choice. Jack called Chloe for help.

Jack: Chloe, is this line secure?
Chloe: Yes, do you and Audrey need help fleeing?
Jack: Not yet. Tony's working with Dubaku.
Chloe: Tony wouldn't do that.
Jack: He thinks this guy is just a footsoldier. But Dubaku wouldn't show himself in this country unless he were involved in something big. I told CTU but they don't seem to believe me.
Chloe: You want my help in finding Dubaku?
Jack: Yes. But I'm not going to lie to you. If you get involved they could send you back to prison, probably for life.
Chloe: I'll take my chances.
