Jane and Mahmoud recieve a call, it's from the number that Audrey gave them for Jack Bauer.

Jane: Jack Bauer?
Jack: Yes.
Jane: You know we have your friends.
Jack: Yes. Let them go, and I'll turn myself over to you.
Jane: How do we know you'll honor your end?
Jack: How do I know you won't just kill us all?
Jane: As a sign of good faith, we'll release Chloe first. But the deadline stands, if you're not here by 11:05, we kill Audrey and Tony.
Jack: Understood.

They release Chloe, and she leaves. Jack fears this is the best he could do, that they would kill Audrey and Tony regardless of what he did next.

Navi Araz arrives at the address that Chloe sent him. He sneaks inside, and hears the television on in one room, and the shower going in the bathroom. Most likely Courtney was in the shower, but Navi knows he must eliminate the agent first. But once he gets in this room, Mike Doyle and several CTU agents surround Navi and tell him to freeze. Navi tries to shoot his way out, but is quickly shot and incapacitated. They place him under arrest, and call for an ambulance to prevent him from bleeding to death before he can give useful intel.

Chloe walks out of her house, and Jack Bauer quickly brings her into his car. Courtney Cofell and little Ted are in the back seat.

Jack: Are you okay?
Chloe: Yeah, but Tony and Audrey are still inside.
Jack: Is Tony still with them?
Chloe: I don't think so, it looks like he broke ranks to stop Dubaku, but those two still just want revenge.
Jack: If I turn myself over, will they let Audren and Tony go?
Chloe: No, they'll still kill them both.
