Haffley weighs his options. With vice-president Brady dead Haffey is next in the line of succession. President Donovan needs to retaliate militarily, but some of Haffley's sources inform him that Donovan is still concentrating on peace talks with that taliban leader. Haffley had always been oppossed to negotiating with this terrorist. If Donovan is unwilling even now, Haffley considers his options. Under the 25th amendment the president can be removed if the vice-president and the majority of the cabinet feels he is unable to fulfill his duties. Presumably Hafley could now take the role of vice-president, and acting president, and do what must be done. Still, there's always the possibility that Donovan is strong enough to make the difficult choices now, Haffley will have to watch the president's address in a few minutes.

Curtis goes to see Marcus, the mercenary who was going to help Jack and Audrey flee the country. CTU is waiting outside in case things go south.

Marcus: You're Jack's friend?

Curtis: Yes, you have their documents?

Marcus: More than just documents. I have IDs that look like their pictures, but will fool any computer retenal scanner. I have work histories going back to the Palmer administration, showing they were out of the country when the incident happenned last year. So, do you have my money?

Curtis: Ofcourse. Speaking of, I have certain other "friends" who might want your skills.

Marcus: Would that have anything to do with what happenned an hour ago?

Curtis: Let's just say they need your services quicky.

Marcus: I can help, if they're done.

Curtis: What do you mean?

Marcus: If they're fugitives who need to escape, I won't judge. But I won't be an accessory to any terrorist attack.

Curtis: Technically, you might be an accessory after the fact, depending on who else you're helping.

Marcus: I don't discuss other clients with you, nor will I discuss you with them. But who do you really represent.

Mike Doyle feared Marcus had figured it out and ordered his men to move in and arrest Marcus. Marcus barely changed the expression on his face.

Marcus: I think you know who I work with, time to make a deal. Maybe I could be considered an accessory after the fact, so I want full immunity, and a guarantee that my assets will be left untouched. Deal?

President Donovan begins his address to the nation.

Donovan: My fellow americans. One hour ago terrorist bombs were detonated at eight different civilian targets. We estimate that over three hundred of our countrymen have been killed, and that number may very well rise. Among those killed were vice-president Wallace Brady. America has lost a giant, and I have lost a friend. We will find those who are responsible for this, and they will face justice. But we cannot let our anger consume us. Any vigilantie acts of retaliation will be prosecuted. Although our intel is still being gathered, we believe this attack was done to derail peace talks with afghan leaders. We cannot let the terrorists win, we must continue to persue a negotiated peace, so that this war does not continue, that more innocents are not murdered.

Split screens show the president's address, speaker Haffley visibly dissapointed, Kim Bauer with her gun, contemplating what exactly to do with it, Marcus waiting for his official immunity agreement, Mason questioning Gary Miller. Mason does not believe Gary was involved in the terrorist attack, but he wants to be sure.

Willow watches the news with her parents. They are still talking about her ex-boyfriend Gary, how he saved many lives at Camden Yards. But suddenly the tone changes. This reporter shares a new piece of the story, that Gary Miller has been brought to CTU for questioning. Willow has a bad feeling, she begins scanning the internet on her smartphone. Suddenly they are accusing Gary of planting the bomb himself. In less than one hour he had gone from being regarded as a hero, to being regarded as a terrorist.
