MANTLE WALL GARRISON INCIDENT REPORT
Report # MAN-3014-9888
Reporting Unit: 1-3 Atlas Home Defense Brigade, 5-13 Mech. (Paladin), B Company
(Augmenting Mantle City Guard per Council Order 1056.09.012a)
Reporting Officer: LT Azure, John
Incident Priority: Routine
Incident Category: Huntsman/Huntress Contact, Skirmish (Grimm) (Non-Breach)
Time of Incident: 16OCT1056, 0100 Local
Time of Report: 16OCT1056, 0600 Local, End of Shift Report
Location: Quadrant 4, Sector 7, Wall Breach "47A", Static Position "Archer"
Service Members Involved: CG2 Arth, Killian; GD1 Ourse, Felicity; GDM Orso, Phillipe
Incident Description:
Chief Guardsman Second Class (CG2) Arth (Paladin Pilot) was on post at approximately 0100 on 16OCT1056. Guardsman First Class (GD1) Ourse (Gunner) and Guardsman (GDM) Orso (Assistant Gunner) were asleep, in accordance with Company Standard Operating Procedures. Arth, while scanning his primary sector of fire, heard "giggling, like a couple of schoolgirls" through his Paladin's directional microphone and woke the others to investigate. Ourse and Orso responded within 10 minutes, and they advanced to the wall's perimeter, staying within the interior of the wall breach.
It was at this time, approx. 0110, that a pack of Sabyrs attacked Breach 47A, marking the tenth attack on Sector 7 this week. Ourse reports the Sabyrs numbered at least 15.
This report is labeled "Skirmish" because, or perhaps even though, AHDB personnel did not become engaged with the Grimm. Huntresses Xiao Long, Yang (63600-13592-88610, Atlas) and Belladonna, Blake (63600-23412-56709, Atlas) moved from an assumed position near the wall's exterior and made first contact with the pack.
Arth reports "I had the short range rocket pods ready, it's what we've done before, targets are preplanned, but Ourse radioed that Huntresses were already engaging, and I didn't want to risk friendly fire. I was pretty hands off the whole time, Pal's [Paladins] ain't supposed to leave 'Archer' like that."
Ourse confirms this: "Orso and I posted up at the wall, we were close enough already, and we heard shotgun blasts and yelling. We set in our gun on tripod, and we saw two Huntresses out there already fighting. We radioed Chief Arth so he didn't initiate with the SRRPs, and then we just… observed, really."
Orso continues: "It was like they were dancing, not even trying. I'm pretty sure I heard the fire girl laugh more than once. They were having fun, I think, and honestly that terrifies me more than the Grimm.
The shadowy one was everywhere at once; seemed like she could just blink in and out. The longest she stayed in one place was when she swung the yellow one around on this, like, ribbon-thing. Anyway, the yellow chick, I think she could punch out a Paladin, I swear. She yeeted this one Sabyr like 50 meters, no shit."
GDM Orso has been assigned a scroll-based, remote-learning refresher course on proper military reporting conduct, as well as three extra shifts in the next pay period.
Ourse offers that "the pair worked very well in tandem, and reminded me of our own Paladin doctrine in a way. The blonde fought headstrong and almost reckless, while the other wove in and out, striking on the Grimm's flanks but also protecting her partner's own. If either didn't trust the other completely, their style might never work."
Misses Xiao Long and Belladonna eliminated the Sabyr pack without major incident, and returned to the exterior of the wall, though Ourse and Orso did not have direct interaction with the team. HQ was able to trace the Huntresses' ID's though an Atlas scroll ping; it seems they carry Atlas issued scrolls with tracking enabled.
The gun team stayed at the wall for another 10 minutes. When no more Grimm appeared to follow up, they broke down their position and returned to Arth, who provided closing comments: "I've been in fights with Sabyrs before, even before I transferred to the AHDB, but nothing beats a few good Huntsmen or Huntresses out there. I know it's not a hugely popular opinion around here, but I am glad we've got [un-affiliated Huntresses] on our side."
CG2 Arth has not shown other behavior indicative of sympathy to non-affiliated Huntress/Huntsman. No action is recommended at this time.
Sector 7 remained uneventful for the rest of shift. Post-Incident Interview comments have been included in their entirety for clarity.

Specialists Schnee and Ebi,
I've attached a report from our embedded Mantle Wall Guards that may be of use, now or later.
It concerns the activities of the newcomers, namely that they still operate off the grid. Despite us giving them licenses and access to a moderated Mission Board. I get that they aren't Operatives (they obviously aren't good enough for that, anyway), but why can't we put a leash on them?
I just don't have a good feeling about them, especially Yang and Blake.

Harriet, I know you have your reservations about Team RWBY. But we have been through this already. We gave them Atlas licenses and Atlas scrolls so we can keep tabs on them. That is how we know it was Blake and Yang in this report, after all. We are tracking them. Have a little faith in us.
