The explosion at the port of Baltimore attracts attention, 911 is called. Dubaku is in great pain, he wishes he were dead. Very likely he will be soon, but he has one last thing to do before then.

Haffley is on the phone with another member of the cabinet, trying to lobby for support in the upcoming vote. Very likely president Donovan is doing the same thing, neither can be sure exactly how the cabinet will vote.

Burke arrives at CTU. He is an expert on one thing, torture, making suspected terrorists reveal secrets, or causing them so much pain that they say whatever their captors wanted them to say. George Mason has a pretty good idea why he's here and goes to talk to him in private.

Burke: Chapelle thinks that your methods have proven too slow, that my expertise are needed.
Mason: Hopefully they won't be. But if they are, you should be ready.
Burke: How do you plan to make her talk?
Mason: Threaten to send her back to prison for life.
Burke: That threat works best on those who've never been to prison. Someone who's already been there is much less afraid of prison, they already know what it's like, they know they can survive in there.
Mason: I can also threaten her friend Kristen with prison, threaten to send Kristen's daughter Lily back to a prison where she's not likely to survive.
Burke: That might work, threatening the only two people that she cares about.

The paramedics work to save Dubaku, it's already too late for his bodyguards. It soon becomes clear that it's too late for Dubaku as well.

Paramedic: I'm sorry sir, but you won't last much longer. If there's anyone you want to say goodbye to, now would be the time.
Dubaku May I please borrow your cellphone?
Paramedic: Ofcourse.

Dubaku called Tony Almeida's cellphone. CTU acted quickly and Mason authorized giving the phone back to Tony so they could trace Dubaku's location.

Tony: Bashir? Or is it Dubaku?
Dubaku: It's Dubaku. I just wanted to warn you about Ira Gaines.
Tony: The mercenary?
Dubaku: Yes. He told me he could get me out of the country, but he lied. His employers tried to blow me up, I won't last more than another few minutes.
Tony: Why would Gaines want you dead?
Dubaku: His employers must have ordered it.
Tony: Who are they?
Dubaku: I don't know. It's someone who wanted to strike a blow against America, helped provide me and Sabzi with funds and weapons. They're powerful, and tying up loose ends.
Tony: Who did you recruit, maybe I can protect them.
Dubaku: I was only able to recruit two people, if they didn't follow through with their plans to blow themselves up I won't endanger their cover. I'm sorry for how things ended with us Tony. For what it's worth, you were my friend.

Then Dubaku died. He hadn't given them much, but Mason came up with a plan. Gaines likely wasn't certain that he had killed Dubaku. If he thought that Dubaku was still alive, he'd try to kill him again and expose himself. That might be their best lead yet.
