Haffley arrives at Camp David. The reporters are a little unclear why he's here. But with Brady dead Haffley is a heartbeat away from the Oval Office, most likely president Donovan wants to keep him uprised of any developments, should it become neccessary. The president't entire cabinet has already been brought to the relative safety of Camp David.

Mike Doyle began questioning Ira Gaines. Gaines stonewalled, wanting full immunity.

Gaines: You want me to say who hired me, who ordered me to murder Dubaku, I want immunity and guaranteed protection.
Doyle: We will protect you, if you cooperate. Otherwise, we'll make you talk it will just take longer, and be more painful.
Gaines: Like you said, it will take longer, time you might not have.
Doyle: What does that mean?
Gaines: You think they asked me to murder Dubaku for fun? They're covering their tracks, the longer you wait the more successful they'll be.
Doyle: Fine, I'll call my superiors and tell them your demands. But first you need to show some good faith.
Gaines: What do you want?
Doyle: Jamey Farrell. Was she a willing particiapant?
Gaines: No. When she caught me trying to break into her laptop she kicked me out and broke up with me. That's when I kidnapped Kyle.
Doyle: Navi Araz says she was always a willing participant.
Gaines: He's lying, giving false intel to his enemies.
Doyle: Maybe you're lying to protect a woman you might actually care about.
Gaines: Then give me immunity, make it in my best interest to be completely honest.

Kimberly continues to hold her gun on Behrooz, neither seems sure what she's going to do. Finally she makes her decision.

Kimberly: Go, get out of here.
Behrooz: Thank you.

Behrooz begins getting out of the car, when the angry mob returns. How exactly they found Behrooz again, they didn't know. Kim decided she couldn't murder Behrooz, or let him be murdered. She told him to get back in, and she once again drove him to safety.

Split screens show Kim driving away, Gary and Willow getting to her father's house, Doyle trying to persuade Mason to get Gaines immunity, and Haffley reaching the bunker at Camp David. The entire cabinet is already assembled.

Donovan: Thank you all for coming. As you know, our country has been attacked. Some of you agree with Haffley and feel we should retaliate militarily. Others agree with me that we should hunt down only the extremists responsible, and use diplomacy with the moderates. Here is where you can decide whether I should continue doing the job that the american people elected me to do, or to cast me aside and choose war for another generation.
