With the bomb ready Sabzi called his ally Mandy.

Mandy: Is it ready?
Sabzi: Yes. Can you contact the right people?
Mandy: Yes, but they'll need proof that you really have a nuclear bomb. We'll make sure they know.

Tony and Audrey pace nervously in their cell. They make a plan to attack the guards once they come back. This planning is better than just waiting around to be executed. But they realize that these people are not incompetant, the only reason they're still alive is because they're bait. Once they have Jack, they're all dead, this room will likely pump poisonous gas into this room before long.

CTU prepares for the sting operation. Hopefully Jack can convince them that they've really kidnapped Chloe Obrien. A dummy with a hood over it's face is going to be used for Chloe.

Nina: This won't fool anyone who gets too close, but hopefully we can avoid them getting too close. As for her not moving, I can claim I drugged her, she wouldn't exactly be a fan of the idea.
Mason: Good idea. Jack, call them.

Jack used the corrupt security guard's phone to call his superiors. Kevin Carroll answers. Carrol was also once a cop, albeit a corrupt one. He took bribes, forced prostitutes to have sex with him, and was now working as a mercenary. His orders were to eliminate all four once he had the opportunity. His voice was encrypted when Jack called him.

Jack: This is Jack Bauer. I have Chloe Obrien and am willing to turn her and myself over to secure Tony Almeida and Audrey Raines' life.
Kevin: Good. Where is my friend?
Jack: He kidnapped two people who meant a lot to me. I lost my temper and I murdered him.
Kevin: Pity, still he was expendable. I won't be so careless. Bring her to this address by 9pm.
Jack: Understood.

At Camp David agent Hunter recieves an unexpected call on his cellphone, used exclusively for work.

Hunter: Yes?
Mandy: You should know that the terrorists have control of a nuclear bomb.
Hunter: Who is this?
Mandy: Not important. What is important is that you can stop them from detonating it, save as many as 100,000 american lives.
Hunter: How?
Mandy: Allow my team to enter Camp David, they will abduct Hekmetyar and president Donovan, and execute them later. Your choice, two politicians, or 100,000 civilians.
