President Donovan is being briefed on the situation by Nicole Duncan.

Nicole: There are two ways to melt down the power plant. One they would need either the cooperation of the technicians, or their own expert.
Donovan: Security guards are keeping the technicians safe, but we haven't been able to get them out of the plant yet. What's the other way to melt down the plant?
Nicole: They would have to blow up both reactors simultaneously. Blowing up one would make the other shut down immediately.
Donovan: They've been in control for five minutes, why haven't they?
Nicole: My best guess is that they're waiting for the winds to change. The optimal time, based on current meterological projections, would be between 4:55 and 5;05 am. At that point they would get maximum casualties even with so many people fleeing.
Donovan: It's 2am in Virginia, many people are asleep. This will make any evacuation take longer.

Maureen Kinglsey is reporting from outside the power plant. A perimeter has been set up. Raiding the plant could risk them blowing up the reactors early, but they have to stop this in less than three hours.

Two security guards, Leo and Ella, are trying to keep the gurds safe. Ella then recieves a call from George Mason.
.
Mason: My name is George Mason, CTU. We need your help.
Ella: What can I do?
Mason: Can you make your way to one of the reactors?
Ella: Possibly.
Mason: The president is getting ready to order an assault on the plant. We'd prefer at least one of the reactors be secure when that happens.
Ella: Okay, I'll see what I can do.

As Ella leaves the secure room for this mission Jack and Tony are on their way to Virginia. Some agents have fled from the danger, they need all the help they can get. And these two have much less to lose.

Tony: I heard you talking to Hekmetyar.
Jack: He was just thanking us for saving his life.
Tony: Never thought we'd be protecting him back in the day.
Jack: Yeah, time was we would have kille him or he would have killed us.
Tony: His buddy Sabzi nearly did. I know that, when Sabzi kidnapped us, that you were the one who broke protocol, got Hekmetyar freed.
Jack: You would have done the same for me. At least back then you would have.
Tony: Yes, I would have.
