Scenes show people quickly packing their belongings and trying to flee the area. The highways are already jammed. Some desperately abandon their cars in the middle of the highway and try to run on foot. It's foolish, but they are panicking.

George Mason observes as Carrie Turner quietly takes her sidearm from her desk and quietly tries to leave the building. He confronts her in the hall.

Mason: You trying to flee?
Carrie: What if I am? Many people are fleeing the potential radiation.
Mason: Those people depend on us to protect them.
Carrie: We're suppossed to stop bombings in advance, but this could happen any minute.
Mason: So we better get back to work to stop them.
Carrie: The raid will be successful, or not, regardless of what we do. Look, a few of us have acces to a plane, it has special clearence. You can come with us and save yourself.
Mason; No, I can't. I guess I can't stop you, but I'm staying.

President Donovan goes to Hekmetyar's cabin. His bodyguards wake him up for this conversation.

Hekmetyar: What is going on?
Donovan: Terrorists have taken over a nuclear power plant in Virginia.
Hekmetyar: Are we safe here?
Donovan: If it is melted down we can go to the bunker. I'd like for you to issue a statement, asking them to stand down.
Hekmetyar: Ofcourse. I'm not sure they will listen to me.
Donovan: I know, but I'm willing to try anything. And if nothing else, I want it clear that you stand against this.
Hekmetyar: Understood. The world must see that we are still dedicated to peace.

Ella continues to make her way to the reactor, trying to avoid the masked terrorists. She knows that her life is in danger by her staying, but she does her duty. She knows that there are potentially millions of lives who are relying on her to protect them, even if they don't know it yet.
