Jack Bauer and Tony Almeida arrive at the power plant and are brought to the man in charge, major Blanchard. Blanchard brings them to his tent.

Blanchard: Ella is near the reactor. She's using her cellphone to transmit this live. Hopefully this reactor will be unguarded. If it is, my men can take the plant in less than ten minutes without fear that they'll melt down early.

President Donovan is brought to the bunker to watch the operation. He sees as Ella makes it to the reactor. A masked terrorist stands guard, Ella avoids being seen. She has a silencer on her gun, she can shoot him without being heard. But if she misses he will call for backup. Ella knows she only has one shot, she needs to make it count. Ella takes her shot, and shoots the terrorist in the head, killing him instantly. Ella then makes her way to the reactor, and sees the explosive charge tied to it. She relays this intel to the others outside.

Ella: We have a problem. I can't cut this off alone. We have to assume that the other reactor also has an explosive charge, and will likely go off when this one does.
Jack: Okay. I'll go in and help her dismantle this, then Blanchard can lead the raid.
Blanchard: Sounds like a plan.

Ella then shows CTU the dead terrorists, hoping they can identify him. While Jack begins sneaking into the plant the terrorists find Leo and the technicians. Leo tries to stop them but the terrorists quickly shoot him dead. The terrorists then gesture for the technicians to follow him.
