President Donovan asseses the situation while Santos looks up their demands on Sylvia Imports.

Donovan: What are their demands?
Santos: They want us out of Afghanistan, but with no strings attatched. They also want to end our support for the governments of Israel, Russia, India, Pakistan, Turkey, Sangala.
Donovan: I get the point. But they must know that we can't do all of this in less than three hours.
Santos: I supposse they want the world to think they gave us a choice, when they hit us. Id dr Duncan is right about the wind conditions, they plan to melt down the plant in less than two hours. They likely want us to base our attack on this timeline.
Donovan: I see your point. Hopefully Jack Bauer and Ella can disarm the explosive in time. By the way, have there been any fatalities from the people fleeing?
Santos: So far, just one. Two people got into a fight over some food. One shot and killed the other.
Donovan: People are desperate, panicky. There will be other deaths, even if we stop the meltdown.
Santos: I'm afraid that's very likely sir.

Jack Bauer carefully makes his way through the power plant. Unfortunately the security cameras have all been disabled, which prevents the bad guys from seeing him, but prevents CTU from being able to determine where the terrorists are. Jack hears footsteps, at least two sets. He hides as two terrorists, both wearing masks, silently walk by. Jack fears that even if he can kill both of them, there is the chance they'll be missed. Still, if he's spotted, he won't hesitate to take them out. But these two just silently pass. Jack is safe, for now.

Mason: You're certain that the dead terrorist is this man?
Nina: Unfortunately yes. There's no doubt.
Mason: I better alert the president.
