Hekmetyar is brought to the bunker at president Donovan's request.

Hekmetyar: You wanted to see me mr president?
Donovan: Yes, does the name Patrick Wilson sound familiar?
Hekmetyar: No.
Donovan: Here's his picture, if that helps.

Hekmetyar looks at the picture, but it doesn't seem to help.
.
Hekmetyar: I don't remember him. I recognize his uniform as belonging to your military, but no his face does not seem familiar.
Donovan: He was one of the terrorists at the power plant. Can you think of any reason why he would turn on his own country?
Hekmetyar: Perhaps. Five years ago Sabzi and I concieved of the idea of capturing american soldiers and turning them against their own country. We captured some, with no success. I ended the program two years ago, when we began putting out feelers to each other. It is possible that Sabzi continued it, with more success it seems.
Donovan: Who else was involved?
Hekmetyar: I can reach out to my old sources, ask for their help in reasoning with those still in control of the plant.
Donovan: Tell them they'll get amnesty if they cooperate on this.
Hekmetyar: Thank you. Was Patrick Wilson an orphan, raised in your foster system?
Donovan: How did you know that?
Hekmetyar: As we planned this operation, we decided that the ideal candidates would be orphans, those with no real family. If they already felt abandoned by their natural family, and we made them believe that America abandoned them, it would be easier to convince them to join our side.

While Jack Bauer sneaks through the plant major Blanchard and Tony Almeida discuss the situation.

Blanchard: You think it's unusual, that the president trusts Jack Bauer with this, after all he's done?
Tony: We need all hands on deck. And for better or worse he's the best.
Blanchard: But I'm guessing he doesn't have a 1000% batting average.
Tony: What's your point?
Blanchard: We should move now, not take stupid chances that the terrorists will gain control of the other reactor. And yes I know it will likely mean death for the hostages. But if they melt down the reactors the hostages die anyway, and so will millions of others.
Tony: I won't back your play. We should give Jack a chance to save their lives. He can get it done.

Mason goes to see Chapelle in his holding cell.

Mason: One of the dead terrorists was an american soldier named Patrick Wilson.
Chapelle: I'm not saying anything until I get full immunity.
Mason: That's not going to happen. You cooperate, maybe you'll avoid the death penalty. Given that the terrorists have control of a nucler power plant, and how close we are, if you know anything that can stop them, now is the time to talk.
Chapelle: So I can spend the rest of my life in Super Max? I'd rather die.
Mason: You'll probably be in Nina Myers' old cell. Now that I think about it, you're probably the one who destroyed evidence that her daughter was kidnapped.
Chapelle: I needed a scapegoat, told my friends that they could force her to give up secrets.
Mason: You knew they'd kill her child.
Chapelle: I had a feeling.
Mason: If those reactors melt down, I'm going to give Nina Myers a choice, about whether or not to put you out of your misery, or let you die in agony.
