On the highway a young woman with a baby searches in vain for the formula for her son. She sees another woman feeding her baby. This other woman is giving her the same brand of formula. In her desperate and angry state she believes this other woman stole her formula, and she gets her gun. The two women are Laura and Zoya.

Laura: You stole my baby's formula.
Zoya: This is my baby's formula.
Laura: Give it back now!
Zoya: I'm not giving you anything. Get out of my face.
.
Laura takes out her gun and, in her state, accidentally shoots Zoya in the shoulder. This causes much of the crowd to panic. Laura also panics and takes Zoya hostage.

Hekmetyar gives president Donovan the files that Aakrama e-mailed to him.
.
Donovan: What is this?
Hekmetyar: These are the american soldiers that Sabzi kidnapped after I tried to shut down the program. They were sent to America to await Sabzi's orders regarding a target.
Donovan: And there's no other names you or your friend might be holding back?
Hekmetyar: These are all the names my friend had.

Donovan checks the files, Patrick Wilson's name is indeed on this list. But Santos comes to tell them of another update.

Santos: There's a situation on the highway.
Donovan: What happenned?
Santos: Two women got into a fight over some food. One got desperate, pulled a gun, she's now holding the other woman hostage.
Donovan: I take it they're both just desperate and panicky.
Santos: So it would seem. But it might not be a coincidence that the hostage is of middle eastern descent. Much of the violence has been directed at muslims and those of middle eastern descent.
Donovan: How much violence has there been thus far?
Santos: Our best estimate is six deaths so far, but that could rise.
Donovan: We need to retake the plant, soon.

Blanchard's men are ready to retake the plant the second he gives the order. Blanchard wants to give the order now, but he has his orders from the president.

The terrorists bring an unconsciouss Jack Bauer to their masked leader. They tie Bauer up, then the leader nods for them to leave so he can have a private conversation.

Split screens show the terrorist leader silently observing his old friend, president Donovan working with Hekmetyar to try and stop the meltdown, Laura desperately holding Zoya hostage, CTU trying to find what they can about the terrorists at the plant, Blanchard's team getting ready for the assault.

The terrorist leader wakes Jack up with smelling salts.

Leader: My friends wanted me to kill you, but I owe you for how you saved my life.
.
Jack is shocked because he recognizes the terrorist's voice. He confirms this by taking his mask off. This is Jack's old friend and mentor Christopher Henderson.
