Based on what Henderson told Jack, and the documents that Hekmetyar handed over, it seemed likely that Mary Mitchell was leader of the remaining terrorists. She had been abandoned as a newborn in a hospital, bounced around the foster system without ever being adopted. Mary aged out and joined the military at 18. She became a fighter pilot, served in Afghanistan. What she saw, the civilians killed in the air raids, caused Mary to turn to drugs. She was given a dishonarable discharge, involved in prostitution for awhile. Aarash saw potential in her, convinced her she could atone for her sins by embracing their extremist version of islam. Mary and the other seven infiltrated Henderson's insane plot, planning to detonate their explosives and melt down the reactors at the optimal time. That window was fast approaching, if they were planning to strike it would be in less than 20 minutes.

At CTU Nadia Yassir arrives. She used to work at CTU, was undercover with an Alqueda cell for over a year. Now Nadia was in the State Department, had actually helped resolve two hostage situations without bloodshed. Mason speaks with Nadia.

Mason: Thank you for coming ms Yassir.
Nadia: I'm happy to help, but I'm not sure I can be of much use.
Mason: You helped talk down the terrorist at that movie theatre last year.
Nadia: He wasn't a hardened terrorist, he was just angry and frustrated with the police for failing to arrest the man who murdered his son. Mary Mitchell and her comrades however, they took the time to infiltrate Henderson;s group, and have gone out of their way to achieve maximum casualties.
Mason: I know it's a long shot, but you've seen both worlds, just like them. And I'm willing to try anything right now.
Nadia: If you get in contact with them I'll do what I can.

In the hospital the staff watches the news nervously. If it gets melted down, they'll have to choose whether to stay and help, or flee. Some have already fled. Those who have remained, they like to think they've already chosen. But if there are explosions at the plant, they don't know. Nobody notices as Kimberly Bauer opens her eyes. She looks around, she remembers being shot by those racists, and it seems she's alive. But she then hears the news footage of the nuclear power plant. She might not be alive for long.

Jack Bauer and Tony Almeida, along with others, guard one of the reactors. Ella and major Blanchard are with the team at the original. Both sides have set up their smartphones so that, if somehow the terrorists recapture the reactors, the president and CTU will know. Jack and Tony talk during this.

Tony: This is the end, isn't it?
Jack: Don't be so pessimistic. Mary and the others will soon be captured. If they get here, we'll take them out.
Tony: Yeah, but then we go to prison. Either way this is our last mission for CTU.
Jack: Isn't that a cliche, we die before the end of the final mission.
Tony: That's more for african-americans who are "Three days from retirement." At any rate, whatever happens, I just want you to know, that I forgive you.
Jack: Thank you Tony. I can't tell you how much that means to me.
Tony: We were friends once. If this is the end, might as well make peace with each other.
