As the helicopter flies back to CTU Washington Jack savors the view. It's less than half an hour before sunrise, he hopes this helicopter takes it's time. Jack is well aware that this is the last time he'll be able to watch the sun rise over the city, he hopes to be able to see it one last time.

At CTU Chloe sees Hellar go over to Audrey, with two men in suits. She assumes they're coming to take Audrey into custody, and herself before long. Nina Myers got herself a pardon, Courtney Cofell, Behrooz Araz, Adaeze, all got immunity. Chloe knew she wouldn't be so lucky, the government had no reason to not prosecute her or her friends. Chloe wondered if she should commit suicide before they took her into custody. Either way, her life as a free woman was just about over. Before she could decide, George Mason came over to her, it was too late now.

Santos: Sir, I can understand amnesty for taliban foot soldiers. But according to this document you're also giving amnesty to Tony Almeida's group, as well as Jack Bauer's group.
Donovan: Conditional upon them laying down their arms and swearing to never take up arms against America again. Even with no hope of reward they risked their lives to save this country, I'd say that earns them one last chance. Anyway, the time has come for a new beginning. If we want peace in the future, we need to forgive the past.
