Rick was deep in thought on his way to the Morty daycare center. This was the 10th time he had gotten a thought alert. Every time a Morty had a smart independent thought or idea the chip in his head that was implanted into every Morty by citadel law shot out an alert to his phone that had the whole thing flashing bright red and blared out "Your Morty's starting to get cocky take care of it or we will." It was a more annoying and cruel version of an amber alert telling everyone within earshot that he was a bad Rick to his Morty and was letting him walk all over him.

But that was what they wanted the shame and anger the alarm produced almost made it guaranteed that the troublesome Morty would be handed over to the council of Ricks for them to choose whether to send him to Morty school for him to learn his place or put him in the reprogramming chair which would set him back to his default Morty state. The school option was the worst of the two by far as it was a slow long form of having his spirit broken from the inside out and by the time they graduated they became a husk of themselves just like regular school. But the reprogramming chair left many feeling unsettled after it's use many Ricks storming up to the council in a blind rage eyes only seeing red to demand their old Morty back only to be arrested for not listening to the council and taken to live in a new dimension without a portal gun for months at a time till it was deemed they learned their lesson. The Morty's who went through the process were eventually passed from Rick to Rick each returning them till it became obvious he was on every Ricks blacklist and left to fend for themselves in Mortytown.

Neither situation was something that this Rick would do to any Morty. He was already pushing the envelope by not reporting his Morty after the fifth time he got an alert but there was nothing he could do to keep his Morty's very identity from being erased. Unless. Not all Mortys had a chip in their heads many were completely off the grid along with their Ricks both having renounced the citadel and all it stood for. But he couldn't just leave not without any consequences at least. If you abandoned the citadel without any warning or fill out the right paperwork and have your request approved they would send a squad of risks to hunt you and your Morty down once they caught you then you would be chained to the citadel never able to leave for the rest of their lives and considering how long Ricks live thanks to self-made body enhancements they would only be free by taking their own life as to Ricks a life of conformity with no way to climb to the top is a fate worse than death.

Mortys however while more docile than Ricks would also be miserable but in a quiet hidden way. They would internalize the feelings and only being aware of them in their subconscious mind. They would begin to try and escape their lives through any means necessary whether through crime, drugs, and anything they could get their hands on. Only a handful of Mortys escaped the slums of mortytown a number that was slowly dwindling year by year.

No Rick decided the risks were too damn high. But if he just sent out his Morty he wouldn't be involved and would save Morty from a soul wipe. Yes that's it I'll start packing up his shit tomorrow and send him off to one of the rouge Ricks and there won't be any repercussions. In a citadel of the same two people they wouldn't be able to pick out one specific Rick that looked exactly like all the other Ricks so revenge wouldn't be an option. The plan was set as Rick landed in front of the building waiting on his Morty he grinned this would show those fuckers at the top.
