It occured to Hachiman that kidnappers might not appreciate being lectured about how human traffickers are the lowest form of working adult as he leapt to the side to avoid the impact of a bullet. Two middle aged men stood outside a car with shredded tires. A young blonde girl barely out of middle school sat dazed by a man wrapped in webs.
"Woah, that was scary. I know that getting a real job is basically giving up on your personal autonomy but please consider it anyway." He said as he adjusted the trajectory of his fall. Giving him enough momentum to launch himself off the pavement into a flying kick the man with a gun. Hachiman watched with muted interest as the man's mohawk flattened against the rough asphalt.
"Non! Arrêtez, éloignez-vous de moi!" The girl shouted as Hachiman landed a fairly impressive back somersault. Ah, he got too caught up in congratulating himself and let the bald creep make the foreign girl his hostage. Really, why did he keep putting himself into these situations? He looked into the girl's eyes. He really couldn't say no to the silent plea for help.
"--Now. Or I'll slit her throat." The man shouted, his bare scalp reflected the glow from the streetlight.
"Sorry, I didn't catch that." Hachiman waved his left hand dismissively, as he connected silk to the man's knife with his right. A quick tug sent the knife clattering across the street. A faint trail of blood ran down the girl's throat where the tip had grazed tender flesh.
Shock crossed Baldy's face, hesitating a moment. Hachiman rushed forward, bare feet gaining traction against the wall. Hard carapace extended over his fingers forming claws.
The man could barely react when Hachiman landed behind him. Forming a tight clawed grasp around the bald kidnappers neck, pulling him from his hostage. Tears ran down his face as he looked at Hachiman's matted spider silk mask.
"I'm really not the monster here." He turned to the girl after taking a moment to tie both men down. She was backing away slowly, about to bolt any second. Well, spiders were scary who could blame her.
Hachiman reached inside the man's pocket withdrawing a wallet and a flip phone with a cute anime strap. He recognized the character as an oneesan from a particularly depressing anime. Very existential, and a little too into itself for its own good.
He dialed 1-1-0 into the flip phone and waited for the phone to connect. He hardly waited for the woman on the other end of the line to finish asking for the nature of her emergency before bombarding her with information.
"So three kidnappers kidnapped a tourist's daughter and were attacked by a human shaped spider off 1 Chrome imai, Chou-ku Chiba-shi, chiba-ken 260-08."
"Basically."
"I'd hang up and tell you not to screw with the police, but somehow having a freak like you dressing up in a spider costume and tying up people in silly string helps crime here. Do us a favor and drop the kid off here" He hadn't realized this type of cosplay made him creepy but at least they believed his call this time. It might be time to retire his M.O. of reporting crimes to the police on criminal phones. After a couple years, even an idiot would catch on.
He turned to the tourist and tossed her the phone and sweeping her over his shoulder while she was distracted. There was a mild discomfort in his abdomen as he zipped off the ground with a screaming passenger.

Update Notes.
Changed some stuff from emergency interaction on a little bit to better establish the events of the story now that I've figured out where it's heading. I was struggling a little bit to wrap my head around how to convert the world of Oregairu into a functional comic book superhero setting. After a rewatch of SM:ItSV and reading some Spider-Man 2099 comics I think I came up with a solution. I currently have 800 words of chapter 2 written, with two or three scenes still left to cover.
