"A Zibalian?" Janeway said. "How did a Zibalian get to the Delta Quadrant?" Paris said. "Check Federation computer records for any Zibalians whose whereabouts are unknown, Tuvok," Chakotay said. "Aye, Commander," Tuvok said, and pressed some buttons on his console. "I found a match in Federation records. A Kivas Fajo. He was supposed to be in a penal colony on one of Jupiter's moons, Europa, serving life without parole. He escaped from the penal colony on Stardate 46179 after he stole a shuttlepod and managed to evade every effort to recapture him. The colony's warden reported his escape immediately," Tuvok said. "What was he serving life without parole for?" Chakotay said. "It says here that a jury in a Federation court of law convicted Fajo of kidnapping, unlawful restraint, aggravated murder, and possession of a prohibited weapon. The charges stemmed from Fajo's effort to add a sentient gynoid to his collection of rare and valuable items," Tuvok said. "The gynoid would have been Lieutenant Commander Data from the starship Enterprise," Torres said. "Is it known how Fajo kidnapped Commander Data?" Kim said. "According to this record, on Stardate 43872, the water supply at the Federation colony on Beta Agni II was found tainted with tricyanate, to which the only counteragent is hytritium. The Enterprise met up with Fajo's freighter, the Jovis, to obtain some 108 kilos of hytritium, some of which Commander Data had shuttled to the Enterprise," Tuvok said. "Why'd the Enterprise not use its transporters?" Chakotay said. "Because pure hytritium was too unstable for a transporter," Torres said. "After the last 27 kilos were loaded into Commander Data's shuttle, Fajo's crew disabled Commander Data, and her component elements were put aboard the shuttlepod in just the right amounts. After the shuttlepod was sent on its way, it blew up, and the Enterprise, whose crew had been led to think Commander Data had been destroyed in the explosion, left for the Beta Agni system, unwittingly leaving her to Fajo's mercy in the process," Tuvok said. "How did the Enterprise crew come to suspect Commander Data had actually been abducted?" Kim said. "When the Enterprise reached Beta Agni II, it launched a probe with the 81 kilos the crew did obtain at the source of the contamination. And when the hytritium neutralized the tricyanate faster than normal, three of the Enterprise crew beamed down to investigate. They learned the tricyanate contamination was artificial," Tuvok said. "Meaning that it was sabotage," Janeway said. "Exactly, and when the crew of the Enterprise opened the computer's biographical file on Fajo, they learned he was a collector of rare and valuable items, raising suspicions that Commander Data was kidnapped. The Enterprise began to look for the Jovis, starting with the site of the shuttlepod explosion they had thought destroyed Commander Data," Tuvok said. "Did the Enterprise crew find evidence to back up their suspicions?" Paris said. "Yes. When the Enterprise caught up with the Jovis, a transporter operator aboard the Enterprise found Commander Data, locked onto her signal, and energized the transporter. And when Commander Data materialized in the chamber, she had a Varon-T disruptor. She reported that Fajo used another Varon-T disruptor in a murder aboard the Jovis. When Commander Data asked for the making of arrangements to arrest Fajo, she learned the arrangements for his arrest had already been made," Tuvok said. Janeway turned to Chakotay. "Mr. Chakotay, take an undercover away team down to investigate. Find out if this Zibalian is the fugitive escaped convict whose biographical file Mr. Tuvok just read. If it's Kivas Fajo, your away team is to chat with him and then beam back up for further orders. Is that clear?" Janeway said. "Understood. Mr. Tuvok, you're with me," Chakotay said, and he and Tuvok got in a turbolift.

In a Transporter Room some time later, Chakotay, Tuvok, and four other crew members, all dressed in civilian attire, were preparing to beam down, with Torres at the controls. "If that is Fajo, we are under orders to chat with him, and then beam back for further orders. Is that clear?" Chakotay said. They all nodded. "Destination coordinates are locked in, Chakotay. Your party will rematerialize in a residential area," Torres said. The away team got into the Transporter chamber. "Energize," Chakotay said, and the Away Team dematerialized.

Three seconds later, the Away Team rematerialized in a residential area on the surface of Spreltonius V. They took out their tricorders and began to scan the district. "We are nearing the Zibalian's position, Commander. Five hundred meters to the east," Tuvok said. "Come on, let's move," Chakotay said, and the Away Team began walking.

After some time, they got close to the Zibalian's position. It was a home they were reaching. "The Zibalian is in the blue house, Commander," Tuvok said. "You stay here, and put your tricorders away," Chakotay said, and he walked up to the door of the blue house and knocked while the Away Team put their tricorders away. A Zibalian man answered the door. "Hello, would you happen to have anything you are looking to sell?" Chakotay said. "No, sorry," the man replied, and he closed the door. Chakotay then rejoined the Away Team. "That Zibalian man is definitely our escaped convict Kivas Fajo, Commander," Tuvok said. Chakotay reached into his jacket and tapped his Starfleet combadge. "Chakotay to Voyager," Chakotay said. "Janeway here," Janeway said. "We've identified the Zibalian we detected, Captain. It is definitely Kivas Fajo. Six to beam up," Chakotay said. "Understood. Janeway out," Janeway said. Seconds later, they dematerialized.
