HMS Lionheart was one of the most powerful warships ever put to sea in the early twentieth century with five batteries bearing modified BL 12-inch Gun Mark X. Normally the launching of a warship was a minor affair in international politics even of the warship was a dreadnought yet Lionheart sent a message to every nation that had considered challenging the British Empire. The weapons that she bore were the fruit of the researchers of Nobel working for ten months non-stop, but their hard work paid off, for she bore the largest human plasma weapons constructed for the next ten years.
The effect is said to have been the final death knell of the belief that Britain was a power that could be challenged while some argued that if enough ships were tasked with sinking her the rest of the fleet could be dealt with in time, the revelation that all ships commissioned in the Royal Navy after Lionheart would be equipped with plasma weapons killed that hope. Kaiser Wilhelm used the revelation to convince the Reichstag that it was better to ally with Britain then to be her rival and so the German empire sent out diplomats led by one Karl Max, Prince Lichnowsky to negotiate the terms of the 1911 Anglo-German alliance.

The completion of Lionheart alongside the equipping of the Grenadier Division with plasma weapons proved vital to the researchers of Nobel their funding was tripled and they were given explicit orders to find anything else that Naquadah could do for the empire. As the Naquadah mine expanded and began to produce more and more of the vital mineral the scientists were able to give more of the work producing the plasma rifles to the men sent to work for them by the government. The work of the people of Nobel single-handily kickstarted the Industrial Development of New Windsor as the plasma weapons needed to be built somewhere secure.

The town of Nobel while originally designed for research on plasma weapons would cement its place as the scientific capital of Humanity with the research on the Death Glider that had been found by Winston Churchill in 1907. The technology while advanced was relatively simple to build as it had been designed to be built on pre-industrial worlds as they comprised the vast majority of the Goa'uld empire. The fighter flew by using an inertial propulsion that propelled the Death Glider forward at incredibly fast speeds that was faster than anything a human had made up to that point. The researchers were completely baffled at the technology used and instead of attempting to replicate it choose to look at how it was powered and to see if they could use this in powering and propelling other vessels.

The seeds of the Balkan war were planted at the end of the Greek War for Independence for it showed the beginning of the weakness of the Ottoman Empire and the many ethnicities of the Balkans began to rumble with discontent. After the rise of nationalism in the latter half of the nineteenth century within the Balkans the Ottoman Empire began to enter its death spiral as they lost more and more territory in Europe. Yet their death truly began with the Italian invasion of Libya in early 1912 after securing that the United Kingdom would not enter the war The Kingdom of Italy issued an ultimatum to the Ottomans, the Ottomans refused, and war officially began.

Really, I read somewhere that the Stargate stopped a great European war from breaking out because Britain was entrenched as the world leader so without the Stargate could we see a war break out in the early twentieth century?

The Ottoman empire was a broken ruin of the empire it once was the Balkan war was the death blow, but they had been dying for a long time.

The constitutional convention of 1910 was the second convention held on the road to the United Empire. While it covered fewer topics then the first the topics it covered where more important and influential than the first as this covered the duties and powers of the Commonwealths and the exact power of the Imperial parliament. The Commonwealths would have power over taxes that only effect the people of the commonwealth in question. Australia and New Zealand managed to secure the rights of the Commonwealth's to control their own borders in order to protect the unique environment of those two nations.
The second decision was both how the Imperial Parliament would be formed and how much power to would hold. The Parliament would be made up of two houses the lower house the House of Representatives would be formed from the Westminster system with seats made up of 100'000 people per seat each electing a member. The upper house the House of Consuls would have half of their members elected while the other half would be major nobles, native chieftains, and other positions of authority within the empire. Imperial Parliament would have the ability to control taxes that dealt with the entire nation, international diplomacy, defence, interstellar affairs, and internal disputes.
The 1910 constitutional convention in retrospect was the one of the more important in the constitution that forms the bedrock of the United Empire as it enforced the parliamentary government that defined the United Kingdom and the British Empire and enforced the idea that this would be a union of equals between the United Kingdom and the Dominions.
