(Marty enters the alternate 1986/1986B courthouse square and Somebody's Watching Me by Rockwell plays)
Marty: This place sure looks clean. I'm sure Edna and Doc are at the courthouse right now.
Linda: Marty. You're here but without your uniform?
Marty: I know but do you know where Edna and Doc are?
Linda: Where she usually is.. in there (points to the courthouse). And who's Doc?
Marty: Emmett Brown.
Linda: Oh you mean Citizen Brown. He's in there as well. Do you need to talk to them about something?
Marty: Yeah about what's going on here.
Linda: Well you're gonna have to make an appointment with them and it will likely be a long wait. (Linda's watch beeps) Gotta go do my other duty. See you around.
(Marty looks around and watches Biff get out of the car)
Biff: Thank you Citizen Brown for the lift.
Doc: Anytime Biff.
Marty: Doc? Doc!
Biff: Marty, it's good to see you but not in your uniform.
Marty: Yeah Biff I know and I was running over to see Citizen Brown.
Biff: Well Citizen Brown is busy as usual and you gotta see him and Edna Strickland by appointment.
Marty: No Biff! I gotta talk to them immediately!
Biff: Sorry kid but that's the rule here in Hill Valley. Or else you get sent to prison.
Marty: What?
Biff: There are tons of laws here in Hill Valley such as no drinking, no smoking, no partying, no sex before marriage, no making out, no stealing, no murdering, no destructive things, no dancing, no drugs, no living with each other before marriage, and no sinful activities.
Marty: Holy…
Biff: Yeah but if you're struggling with anything, you can join the Citizen Plus Program.
Marty: What's that?
Biff: It's when they turn you into a person who doesn't go around doing bad things nor get tempted into doing bad things. I used to party, drink booze, smoke, read porn magazines, watch porno movies, and cheat with other woman but the Citizen Plus Program turned me into a much better and morally strict person.
Marty: Wow!
Biff: As President of the Citizen Plus Program i will tell you that it's successful.
Marty: I'll talk to you later Biff. (Walks away)
Biff: Ok Marty.
(Marty walks over towards the courthouse and sees his mom)
Marty: Mom!
Lorraine: Marty! Good to see you!
Marty: What are you doing out here?
Lorraine: Doing my civic duties. What about you?
Marty: Trying to get in to see Edna Strickland and Citizen Brown.
Lorraine: Well good luck with that.
Marty: Where's dad?
Lorraine: At home doing his duties.
Marty: What duties would he be doing at home?
Lorraine: Watching over Hill Valley to make sure it's a crime free area and that the citizens are doing their assigned jobs.
Marty: Really?
Lorraine: Yes.
Marty: I'm gonna head over there now. (Walks to his home)
Lorraine: Ok sweetie!
