Chapter 14

Three months later, Harry John Howlett sat in the conference room in the British branch of alchemical solutions.

Muscles bulged beneath the folds of his rolled-up button-down shirt as he eyed the rooms, the other four occupants.

Eyeing each of them, he laid his hands on the long mahogany table in the center of the room.

"So, how are things going?"

Calisto cleared her throat, and Harry nodded towards her.

"The Morlocks have integrated well, for the first few days we were standoffish of the other races." She looked around the room, "but those who have a connection to nature, or animals quickly gravitated towards the elves. Somehow, this has strengthened their abilities and opened relations between the factions. My people are learning about the balance of nature how important it is to their abilities and how to use those abilities in combat better than they have before."

"I have to say I didn't expect you to gravitate towards each other so quickly, but you are all offshoots of your race, shunned by those who sired you."

He looked at the leader of the elf faction, "What say you Whisper?"

Whisper rose to his feet, his long silver hair flowing down his tanned 6'2" frame. Lean muscles relaxed as he looked around the room before his purple eyes finally settled on Harry.

"Those who can manipulate nature, have benefited by meeting us. The earth mother has strengthened her connection to them, causing their abilities to grow stronger. While we have taught them the importance of balance, they have shown us interesting ways to use our abilities in combat. Working together, we have been able to increase food production."

"Thankfully, Ms. Clearwater and the dwarfs," he nodded at Penelope and Strong Jaw, "have built and enchanted respectably a building that keeps food in stasis until it is needed so nothing goes to waste. If we can continue to work together, I see a bright future for our planet."

"Thank you Whisper."

"Ms. Clearwater, what does the magic faction have to say?"

Releasing Strong jaw's hand, Penelope Clearwater rose to her feet, her long blonde hair draped over her shoulder in a braided ponytail. Her silver-rimmed glasses highlighted the freckles spread out across her cheeks, but the blue eyes behind her square frame silver glasses are what drew people in.

Running long arms down her thin waist, she cleared her throat.

"With the success of the dwarves, other curious mutants have begun to work with us. Those that have magical potential are learning to use that gift. Others who can manipulate technology, or have enhanced intelligence are showing us what is possible, all are teaching us new ways of thinking. Thanks to this, we've been able to develop new technology. Which we have sent to earth for a prophet.

On the other hand, we have had to import the pieces needed for this new technology, but to supplement those costs, we have been buying up outdated technology at a cheap price, and our people have been using the pieces to create our products."

"What have you developed so far?"

"Our first and biggest success is a device that transforms cancer cells into healthy cells. As of right now depending on the severity of the case, the device has to be worn for six months to a year before the individual is completely healed."

"What kind of security measures have been put in place to prevent an outside entity from copying your work?"

"Beyond it being some type of techno-magical hybrid, anyone that is not of Gaia trying to take it apart will cause the device to release a pulse that will fry its inner workings.

Other developments are that telepaths have become our police division. So far it is small, but all have been willing to sign a contract to work for the betterment of Gaia as long as the factions do not go to war."

She glanced around the room, "I personally think this is been our biggest success, and that is thanks to Kevin also known as Brain Cell"

Calisto spoke up.

"I have to admit, I never expected the scared man who use to shy away from everyone in the sewers would become so forceful and influential."

She glanced at Harry, "Whatever you did to help him really boosted his confidence, it is because of him and the other telepaths that there is trust between our factions. It is because of his experience personally with both the wizarding world and mutants that have made him a trusted ambassador between the factions."

"Good, let it be known that anyone who refuses to cooperate with a telepath in a matter of law will deal with me personally," his eyes filled with sea-green light, "I have not spent the past half-century building this safe haven for those abandoned by their race for it to be destroyed by infighting."

The occupants of the room nodded, and Harry turned his attention to Strong jaw, leader of the dwarf faction.

"How are things going on your end Strong jaw?"

It was weird for Harry to look at the dwarf, knowing that he once lived a life where he was only thirty years old as opposed to the altered reality life he lives now where he had over 250 years of life experience.

Strong jaw's stocky 3-foot frame stayed seated; it was easier for everyone to see him that way. A large hand rose to his chin, and thick fingers combed to his thick red beard.

"As the others have said, things are going well, those mutants with mechanical know-how have been teaching us, while we teach them how to use the forging technology you provided. Things are going well right now, something I feel that needs to be addressed is how are we supposed to govern this new planet?"

All the room's occupants turned to look at Harry.

The man in question pushed back from the table and rose to his feet.

Moving to a bar in the corner of the room, he poured himself a glass of water before returning to the table. Sitting down, he took a sip before looking back at all of them.

"Ultimately, Gaia will be the final authority. If she says something, it would be wise to obey, but you are under no compulsion to do so, just remember it is by her power that the planet was terraformed. However, Gaia does not care about the day-to-day running of the planet, so long as your actions do not destroy her work."

"To that end, all major decisions will be settled by a council that will be elected by the people. Before they take power, the members will have their minds read by an independent telepath to make sure that their motives for taking office are for the betterment of Gaia's people as a whole."

"If in the future a new faction takes up residence on Gaia, that faction will be allowed, one representative. To make sure the Council does what is best for Gaia's people each elected official will sign a magical contract that will compel them to do so."

"How does that stop the Council from deciding on decisions like sacrificing the few to save the many?" Calisto asked.

Penelope spoke next, "Is a magically binding contract really needed after a telepath verifies their intentions?"

Focusing on the easiest question first, Harry replied, "The magically binding contract is to ensure that the elected individuals will not be controlled by an outside entity, be it cosmic beings, magic, potion, blackmail, etc. I am not naïve enough to believe there will not be criminal activity in this new world."

Turning to Calisto, Harry interlaced his fingers beneath his chin.

"For an incident like you are talking about, the entire Council would have to agree on that action. In cases like that, I would like to say that the people would be informed and a vote would be called, but I'm assuming in a situation like you describe, there would not be time for that."

Harry ran a hand through his hair, "I honestly don't have an answer for you."

The occupants of the table looked at each other as the silence stretched on.

Finally, Harry cleared his throat, "Is there anything else we need to discuss?"

Whisper leaned forward, "The elves would like to move the shining city to Gaia. We will continue to clean the earth for the goddess's sake so she may remain healthy, but the majority of our people want to expand and grow."

Strong jaw broke in, "The dwarves would like to do the same, we need more hands to break up the asteroids and fashion the materials into something useful."

"That's fine," Harry glanced between Calisto and Penelope, "What about your factions?"

"Magneto and Apocalypse are interested in this idea. However, before they encourage mutants to move there, they want a meeting with you."

"Some of the older magical families are interested in moving to Gaia?"

"As long as they are willing to work for the betterment of all, I don't have a problem with that."

He turned to Calisto, "Tell them I'll meet with them in two days. Have they agreed to follow the laws of Gaia and work for the betterment of all?"

"They have said as long as the other inhabitants of Gaia do not harm mutants without provocation, they do not have a problem with coexisting. I think the others being of a nonhuman nature helps."

Before we adjourn, there is one more thing that must be established. Reaching into his pocket, Harry pulled out a folded piece of parchment. With a flick of his fingers, it multiplied four more times and he slid a copy to each of the table's occupants.

Folding his hands, he waited for each person to read it.

Calisto was the first to speak, "Every person of Gaia has a right to defend themselves against physical harm and destruction of their property."

Penelope spoke next, "Every resident of Gaia has the right to bear arms in order to enforce the first right."

Whisper spoke, "Every resident of Gaia agrees to work for the betterment of society as a whole."

Strong jaw spoke up, "Every resident of Gaia agrees not to harm another in an act of murder, defilement, or psychological harm."

"Those are the laws Gaia and I have agreed on that every citizen of Gaia must follow. Take these laws to your people, if they agree, they can stay, if not, the portals to return them to earth are open." Glancing around the room, he rose to his feet, "I'll see you all in a few weeks for another update. Remember to contact me if there are any problems."

Harry floated in space, his mind reeling after his conversation with the faction leaders of planet Gaia. How does he prevent a situation as the one Calisto described? He shook his head, he couldn't make a perfect world, the only thing he could do is try to prepare and protect the people as best as possible.

If the people of Gaia agreed to the laws he and the elder goddess had come up with, they would each be marked by magic if they broke them. Each of the laws carried a specific penalty, murder was a death penalty.

Rape or psychological harm put you beneath Gaia, feeding her planet until your death with your very life energy, and stealing property from another, you are made to pay twice the amount you stole in restitution.

Moving forward, Harry placed a copper-colored orb against a satellite.

The runes etched into the orb's surface flared before sinking into the satellite.

Runes spread across the satellite, burning with golden energy before the light faded.

These orbs piggybacked off the satellite signal with a magical back door so that his people could still enjoy the earth's entertainment and resources. Moving to the next satellite, he repeated the process until every satellite orbiting the earth sent a signal to Gaia, using the jump gate's as a relay.

The jump gate acting as a receiver combined with the back door into the satellites would allow him to use them with his own version of Cerebro.

Harry floated there for a moment, staring at the earth. When he first arrived here, he had dreams about turning the earth into a utopia for all, but he realized politics and cultural differences would make that impossible, so selfishly, he focused on helping the magic and mutant communities the ones he had a closer connection to.

Even if earth fell, he was confident Gaia would survive. Their shared experiences and unique abilities would allow them to connect with one another in a way that was impossible for normal humans.

Shaking his head, he drifted towards the earth, fire cascading around him as he sunk into the atmosphere.

That did not mean, however, he would not protect the earth from outside threats. He would make sure that earth was safe from those in the universe that would hurt it, but he was not going to get involved in its native politics.

Steam gushed off his body as he entered the upper atmosphere, it's cool but thin air quickly dispersing the heat that had gathered around his body.

He ran a hand through his hair, he was already far too involved in Gaia's politics, he may have had divine blood, but he didn't want to be a god. He didn't want to hold people's hands as they lived life.

'Harry!' Calisto's voice shouted into his mind.

Reaching out, Harry sank into her mind.

Instantly, his stomach dropped.

Fear blasted through him, causing his muscles to tense.

'Calisto, what's wrong?'

'Kevin and I were escorting some mutants to a nearby jump gate when something attacked us.'

'What is it?'

'I don't know, but it somehow absorbing energy from us. Those that get too close, end up looking like mummies.'

'I'm on my way.'

In a flash of green light, Harry disappeared.
