Before you complain about Sora being shirtless in Phoenix Form, do think about my reasons first. This is not the first time Sora is shirtless, because his chest is clearly shown as a merman in Atlantica. Supernatural Forms are not Drive Forms nor Formchanges and they are a completely different thing. Plus, Supernatural Forms are not powered by his KH3 outfit. I'll explain this later on, but for your own sake, deal with it.

As soon as she heard the heard the announcement that the Rating Game was finally over, Rias couldn't stop herself from collapsing to her knees with tears of joy openly flowing down her cheeks.
"He… He did it… Sora… he did it…" she thought, turning her gaze at the ground before looking up at the white sky, her body shining in bright light as a sign of the match being over. "Sora… t...thank you…"
With that, she disappeared out of sight.
Upon hearing the announcement from Grayfia, Sora sighed in relief and put away his keyblade before stretching out his hand for Riser to take, an action that caused the Phenex to look at him weirdly.
"What… are you doing? Don't you know… that we are supposed to be enemies here?" he asked while panting in exhaustion.
"The Rating Game is over, Riser. There's no point in fighting anymore." Sora shook his head as a smile now made its way to her face. This complete 180 caught Riser off guard as he wondered how could this boy change his demeanor in an instant. "I just want to help you get up on your feet, you look like you're really hurt. I hope I didn't go too far."
"What makes you think I would even want your help? Leave me be already, and go celebrate your victory with Rias and your friends. She's free, isn't she?" He spat out, while also turning his gaze away.
Sora frowned in confusion, dropping his hand for now. "Why are you so angry all of a sudden? I don't know much about these things, but I can tell you don't really like Rias like how a guy should. Your heart doesn't yearn for her, even if you say that you two were supposed to be together."
"Do you even know what just happened? It's not only Rias I've lost, but also my pride as a Phenex. Before this Rating Game, I had no blemishes in my record unless it was necessary…" Riser murmured with spite in his voice. "I had never been forced to surrender… until now. I always won every game I'm in."
"That's it? You're going to be like this just because you lost?" Sora stared at him as though he had gone crazy. "Do you know how pathetic that sounds? Even if I don't like how arrogant you are, being in despair over one little loss is not going to make you feel better."
"I wouldn't expect you to understand," Riser gritted his teeth. "You aren't a high-class devil like me, one who is looked up to by many other devils in the Underworld. You don't know anything about the shame it brings to me that I've lost not only a Rating Game, but the chance to continue our kind by marrying Rias. All of the higher-ups were counting on me to win."
"No, I totally understand. In fact, I understand more than anyone." Sora said in a serious tone, which surprised Riser as the boy continued to speak. "I know what it's like to fail, especially when a lot of people are counting on me. I can't tell you how many times I've lost throughout my journey, and I almost lost all hope in a lot of them. But you know what? I never let it get to my head because at the end of the day, I need to pick myself off the ground and keep on going."
Sora's explanation was enough for Riser to show a conflicted look, before he ignored it with a scoff. "Oh? You don't expect me to believe that you can come back from being an utter failure after losing, do you? If you lose, you are weak. That's how it is."
"You've got it all wrong, Riser. Losing doesn't mean that you're weak. Losing is a part of life. If you lose a fight, it only means that you have to be stronger so you'll be able to handle it next time. Your strength doesn't come from winning all of your battles, but it's all about choosing to get back up no matter how many times you fall!" Sora put a hand on his chest and frowned. "I didn't get this strong because I win all my battles, it's because I lose some of them that I know what to do and what I need to be better than before."
"Is he trying to make me feel better?" Riser stared at him in confusion for a few moments, before he looked away with a frown of his own. "Why are you doing this? Didn't I try to take Rias away from you?"
"You're not a bad guy, Riser. I don't sense any darkness in your heart. Sure, I didn't like it when you keep pestering Rias, but that was it. Besides, I didn't want to go too far in fighting you, because that would make Ravel-chan sad. All I wanted to do was to teach you a lesson that you'll never forget."
"What are you talking about? Go too far in fighting me? Are you saying that wasn't your full strength?" Riser asked, his frown becoming deeper.
Sora raised his hand and summoned the Oathkeeper keyblade, which caused Riser to widen his eyes upon feeling the power of light from within the weapon. That alone was enough to give the Phenex a bad feeling about facing this boy in another battle.
"T-That's…"
"Sorry about this, but I was holding back a bit during our fight. The one I used at the end of it surprised me, honestly. I had no idea where it came from. This keyblade has the power of light in it, and it would've spelled bad news for you if I used this. If you were a bad guy, I'd use this without another word. But I didn't want to go that far, because that would be going against what I told Ravel-chan."
"If that's the case, then you should've used it from the start." Riser turned his head away again. He suffered too much humiliation today to even care anymore. "There would have been no need for all of this to happen, then. Do you see me as someone so weak that you didn't have to bring out your full strength against me?"
"No Riser, you're strong. You're the farthest thing from weak, because you were almost able to beat Rias in the match, if I hadn't come and save her. I was going to use this as my last resort if I couldn't find a way to beat you," he dismissed the Oathkeeper before frowning. "The problem here is that you think you're the strongest among everyone, but that's not true. There will always be someone who's stronger than you, and it will come at you when you least expect it, especially if you underestimate who you're fighting against. That's exactly what happened tonight."
At this point, Riser's frown had morphed into a somber expression, but he still kept his gaze away from the keyblade wielder. "What do you want me to do then? Stop underestimating my opponents?"
"Not just that, because you need a major attitude adjustment." Sora pointed towards him accusingly. "How can you even say that you are weak, when you have a full peerage ready to fight for you? All of them, including your sister, they're all strong too. By saying that you are weak, you're insulting all of them as a whole. The strength of a peerage isn't based on one person, but rather everyone in it. The reason you lost this match isn't because of me, it's because your peerage isn't fully united."
Riser groaned before supporting himself up on his elbows, now turning his attention to the keyblade wielder. "Fully united? What do you mean by that?"
"All of the members of your peerage are strong, but they lack one thing, and that's you. The only thing you do is give them orders and they blindly follow it like robots. That's not the right thing to do, Riser. You have to treat them with the respect they deserve, just like what Rias does for us. All of them look up to you, the least you could do is appreciate them for who they are."
"You're saying I should be nice to my peerage, is that it?" Riser frowned suspiciously. "You want me to treat them with the same care that the Gremory family is known for, is that what you're saying?"
"Exactly," Sora replied without hesitation. "Ravel-chan told me that you had a dream about fulfilling a harem, or something like that… but I can't see it. The only thing I see from you is an arrogant jerk who treats his peerage as literally his servants."
Riser returned to having a somber expression, turning his gaze away while there seemed to be no trace of contempt in his eyes anymore. He didn't look suspicious or angry, but doubtful instead.
"What should I do then?"
"It's never too late to start over again, Riser." Sora now flashed his signature grin and offered his hand towards the downed Phenex. "You can still change for the better, and regain the pride you lost here. All it takes is a few changes in the way you act towards others, so hear me out. There's nothing wrong with being confident in yourself, but don't take it too far because being too arrogant for your own good will only lead to your downfall. You underestimated us and look at what happened. Treat your peerage with the love and care that they deserve, because you're the one who recruited them in the first place. They're your responsibility, remember that. With all that, you can become stronger than ever and you'll find out that losing a battle can do good things for you. So what do you say?"
"They're your responsibility… they're your responsibility…" the keybearer's words echoed in the man's mind as though it was imprinted in the Phenex's mind. Riser looked at Sora's face for a few moments, then turned to the hand before him. He repeated this for a few times, showing that there was a chance that he considering the boy's words as the truth.
All of a sudden, Riser then threw his arm out and grabbed Sora's with his own. Both of them grinned as the younger boy pulled the blonde man up to his feet, being careful not to hurt Riser any further. As soon as he was standing upright, the Phenex grabbed the boy's shoulder before he smirked.
"Very well, Red Dragon Emperor. I shall accept the advice you've given to me. I acknowledge my defeat, and I leave Rias in your hands. Treat her well."
"That's the spirit!" Sora exclaimed, his grin widening even further. "And I'm sure Rias will appreciate what you said too!"
"But don't get cocky, Sora." Riser's smirk turned into a grin as he pointed knowingly at the boy. "I wish to face you again in the future and when that happens, I don't want you holding back. You might just find yourself losing to me if you're too confident."
"Oh, you got a deal! Better make sure to train hard, then!" Sora smirked back, while trying not to laugh at the little joke that Riser made. "I look forward to when it happens!"
Riser gave him one last nod of acknowledgement before smiling, as his body began to glow and disappear. As soon as he was gone, Sora stretched his limbs and yawned before his body shone in bright light too.
"I'm gonna need a long rest after all this…" he said, feeling satisfied with everything that happened.
"He actually beat Riser Phenex on his own…" Sona breathed out in shock, as she and the rest of the student council were left taken aback with the final confrontation of the Rating Game, the battle between Sora Ishida and Riser Phenex in which the former was victorious. They were all left in awe multiple times, most especially when Sora had summoned a new keyblade and took on a new form that was instrumental in his victory.
"I can't believe that vial of Phoenix Tears transformed into a keyblade." Even Roxas, who was the one who looked forward to watching the fight the most out of all them, was shocked at what his other just did. He had no doubts that Sora would win, but the brunette's path in doing so left him in disbelief. "Do you think it's an ability he had that we never knew about?"
"I'm as confused as you are, Roxas…" Xion released the deep breath she was holding ever since Sora unveiled a new keyblade to everyone who was watching. "Maybe it is, maybe it's not. But if you remember, he's acquired many types of keyblades throughout his adventures because of all the bonds he made with the people around him."
"You mean to say that Ishida-kun can make new weapons just from forming relationships with other people?" Reya asked in awe.
"Sort of," Xion shrugged her shoulders. "His Oblivion and Oathkeeper keyblades, the same ones that Roxas uses, are both a symbol of Sora's memories of Riku and Kairi. Riku represents the dark power of the Oblivion, while Kairi represents the light of Oathkeeper. There's a lot more than just those two, but it would take the whole night to list all of them."
Reya widened her eyes upon listening to Xion's words. "Wow… that's just amazing. To be able to forge new keyblades just from the bonds he shares with others… is there anything else we should know about him?"
"But that would ruin the surprise," Tsubasa chimed in. "It would be better if we let him keep surprising us, because that was such a great battle between Ishida-kun and the Phenex. If it was an official match, everyone would be on the edge of their seats watching it."
"You make a good point, Tsubasa-chan…"
"If we take Xion-san's word into account," Tsubaki spoke as she pushed her glasses up. "From how I see it, those Phoenix Tears that the Riser's sister gave to Ishida-kun was the sign of their bond, and that's how it turned into a new keyblade. Consequently, it granted him the abilities of the Phenex clan with that new form he used," she explained while remembering the way Sora healed from a wound he sustained.
"But didn't they meet just now? How can Ishida-senpai form a bond with someone he hasn't even known for a long time yet?" Ruruko asked, raising her arm to show that she was still confused.
"Ruruko-san," Xion turned her attention towards her kouhai before smiling. "Sora has a special gift for connecting with other people. When he meets someone and becomes friends with that person, it's like Sora has known him for a long time. Like, in the case of Ventus, when his heart was dying it seeked refuge inside of Sora. He could've refused to give shelter to Ventus' heart since Sora didn't know who he was, but he subconsciously agreed to keep it safe until it returned to his original body."
"That's… really kind of Ishida-senpai." Ruruko muttered, unable to say anything else since she felt that nothing could be said any further.
"You don't know the half of it," Xion nodded with a smile. "And look, he's actually helping Riser Phenex get up on his feet when he could've left him alone there. I bet Sora talked some sense into him." She looked at the monitor where it showed Sora and Riser actually grinning at each other, signifying that there was no bad blood between them. "It's a testament on how kind and compassionate Sora is."
"Woah… he really did! I guess Ishida-chan is really something else!" Tomoe cheered on with a grin, before sending a mischievous look towards Roxas while internally squealing in delight. "But Roxas-chan is better, of course!"
"In any case, Rias has won the Rating Game and she has her freedom back." Sona allowed a small smile to appear on her face out of happiness for her childhood friend. "Ishida-kun was truly the difference maker in this—"
"Sona."
Hearing her name being called, the Sitri girl turned her head to see Roxas walking up to her with a serious look on his face. Sona returned it with her stoic expression as the two looked into each other's eyes. The tension began to rise in the room as everybody paid attention to the two individuals, with Xion wondering what her friend had in his mind now.
"I want you to make me into a devil."
His statement elicited gasps from nearly everyone, with Xion being the one taken aback the most. That was something that she didn't expect, simply because Roxas was completely focused on the Rating Game that was taking place. Seriously, who could've known that Roxas had that in his mind all along? Heck, even Sona was visibly surprised with what came out of the boy's mouth, before she reverted back to her cool demeanor.
"Well, this is interesting. I never expected that you'd have an answer to my offer, much less now, of all times. But I have to ask," Sona remarked, before she raised an eyebrow. "What made you accept? I heard from my servants that you were completely against the idea of turning into a devil at first."
Roxas stared at Sona for a few moments, before he shrugged. "It's nothing serious, but I guess it's not really bad being a devil, looking at how Sora has no problems adjusting to this new world. If we're going to be stuck here for a while, I may as well do the same as him. Besides, if that thing about an Organization member spreading darkness in this place turns out to be true, then that's really a solid reason why we have to stay put for now." He then grinned and flashed a thumbs-up just like how Sora would do it. "Also, I realized you're not really a bad person. If you were, you'd force me and Xion into accepting this offer instead of giving us a choice. So you're cool with me, Sona."
The Sitri heiress blushed, and by Satan, she was so fortunate that Roxas was closing his eyes so he couldn't see her current state. As expected, her peerage members all gasped in surprise that their leader was once again left flustered with Roxas' words, but some of them also began to squeal in happiness because of what this meant.
"Oh my devil, Rox-chan is going to join us!" Momo beamed out of happiness, jumping up and down with Ruruko.
"Best day ever! Roxas-chan is really gonna be a devil like us!" Tomoe's eyes went wide before her pupils turned into hearts.
"Oh my… I never would have thought Ro-kun would actually accept Kaichou's offer…" What followed next was the sound of… Reya falling to the floor as a result of fainting, causing Tsubaki to sweat-drop.
"Wow… to think he would really choose to be a devil," Tsubasa planted her hands on her hips and grinned. "I'm excited to work with Roxas-kun!"
Sona continued to blush for a few more seconds before she regained composure by faking a cough. "I see… you flatter me with your words, but we'll see if your opinion on me will hold up." She then turned her gaze towards Xion, who was honestly expecting what was going to happen next. "However, I have to ask what Xion-san has to say about this, and if she has an answer to my offer." All pairs of eyes inside the room, including Roxas', went towards the former Organization member. "Is there anything you would like to say, Xion-san?"
"I want to stay with Roxas, so turn me into a devil too." Xion stated her resolve with no hesitation, much to the surprise of most of the people inside the room, while the spiky blonde Nobody smiled. "His reasons are the same as mine and not to mention, we still have to find Master Aqua and Kairi although we have no leads. We aren't going anywhere for now, so it's for the best that we stay here with all of you." She bowed her head politely. "On behalf of Roxas and I, please accept us into your peerage, Sona-kaichou."
"Very well," Sona smiled as she stood up from seat while summoning several chess pieces through a blue magic circle. "I welcome you with open arms then, Roxas and Xion."
"I-Is it over already…?" Aqua stuttered while keeping her hand over her eyes. For some reason, she was also blushing heavily and she did nothing to hide her cheeks from sight. This didn't stop her mind from… thinking of the same thing. "He's just a boy, he's just a boy, he's just a boy, he's just a boy…!"
"Hahahaha, yes it is. He's back to normal, Master Aqua." Sirzechs laughed at the keyblade master's embarrassment while pointing to the monitor and showing Sora talking with Riser Phenex.
While they were in the midst of watching a remarkable battle between Pawn and King, the two Maou and the blue-haired master were in disbelief after seeing the vial of Phoenix Tears that Sora had in his hand had transformed into a new keyblade. Both Sirzechs and Serafall deduced that it was one of Sora's abilities as the Red Dragon Emperor, but Aqua was a different story. She couldn't believe that Sora was actually capable of turning a simple object into a full-blown keyblade, and it made her wonder again why wasn't he a master like her with his skills rivalling or even surpassing her own.
Well, she could always give him a Mark of Mastery Exam of her own since she was also a master too, right?
Anyway, after receiving a new keyblade, Sora proceeded to bring out a new form, changing his appearance completely and well… this was what led to Aqua being like this.
She took a small peek through a hole between her fingers, and once she saw that Sora was really back to normal with his clothes back on, Aqua released a deep sigh of relief and removed her hand from her face. "Oh, it's a really good thing he's back to normal, but… I missed the rest of the battle because of Sora's… s-s-state of dress." Aqua stuttered, trying her best not to blush anymore while keeping her mind from conjuring up any explicit ideas.
When they saw Sora's appearance change while tapping into his Phoenix Form, Aqua squealed and had to cover her eyes upon seeing the boy without a shirt. The bluenette had to shake her head several times in order to remove any further thoughts about a shirtless Sora, but she wasn't really successful in that regard. She continued being that way until the fight had ended, refusing to lay an eye on the monitor until Sora would put some clothes on.
She didn't know why she was blushing, though. Was it because he was a boy, and well… she had never seen a boy without a shirt before? Maybe it's because she saw him as an innocent soul that seeing him shirtless ruined that image for her? Or perhaps… something more?
Probably the first option.
Serafall, on the other hand, had it worse as a matter of fact. Or was it? As soon as the boy's toned chest abs were shown on screen, Serafall had an atomic blush before having a mega nosebleed as she fell to the floor with a loud thud. Every few seconds, she would mutter out "Sora-chan, it's my first time…" and she hasn't actually woken up until now.
Hearing those words from Serafall didn't help Aqua's situation one bit as it forced her to get rid of any explicit thoughts in her head.
"There is no need to be in despair over it, I perfectly understand why you chose to close your eyes." Sirzechs smirked, causing Aqua to blush once again before he adopted a more serious look. "But in any case, the Rating Game is over and Sora Ishida has won this match for Ria-tan."
"That means your sister is finally free from Riser Phenex," Aqua smiled. She hasn't met Rias Gremory yet, but from how Sirzechs spoke highly of her, the blue-haired master could only be glad that Sora is with someone like her.
"Yes she is, and I am personally grateful to that boy for rescuing Rias from such a fate, although I don't think we'll have to worry about Riser Phenex now," Sirzechs sighed as he watched Sora making peace with the blonde man. "If it was up to me alone, I wouldn't have put Rias in an arranged marriage with him before this."
"I'm sure she'll understand when you explain it to her, and I think…" Aqua smiled fondly as Sora shook hands with Riser before the latter disappeared in a flash of light. "This turn of events was for the best… because I can tell that Riser Phenex learned a valuable lesson from his loss tonight."
Sirzechs nodded. "Let's hope so."
A red magic circle then appeared in the room and from it came the familiar silver-haired maid who was also the referee of the Rating Game that just transpired. Grayfia immediately walked towards her master and bowed her head in respect.
"Sirzechs-sama, shall we go to the Occult Research Clubroom and meet the Red Dragon Emperor? You know more than everyone else that the news of that boy being a wielder of a lost Longinus will spread across the Underworld in a matter of days and soon, the whole supernatural community will be aware of it."
All of a sudden, Serafall woke up from her unconscious state and started jumping up and down in extreme joy.
"YES, YES! Let's go meet Sora-chan!" Her eyes lit up in excitement at the prospect of meeting the spiky-haired keyblade wielder. "I want to introduce myself as Sora-chan's future wife! We'll first go on a date, have some coffee and maybe lunch together, go on some more dates, do a lot of kissing and touching, have a wild passionate night of sex, then he'll propose to me and we get married! Ohhh, I can't wait! I want to meet Sora-chan now!" She raised her wand, about to conjure a magic circle of her own, only for Aqua to grab her by the collar and prevent her from doing anything.
"Lady Serafall, you should really learn to take your responsibilities more seriously…" Aqua said with a massive sweat-drop, while also trying not to blush at how bold the Maou Leviathan was at declaring she'll have hot sex with— NO! DON'T EVEN THINK ABOUT IT! HE'S ONLY A BOY, FOR DEVIL'S SAKE!
"Aqua-chan, please let go! I need to meet my future husband now!" Serafall cried out, trying her best to be free from Aqua's grasp as she began to shed anime-like tears from being denied of her wish.
Sirzechs only chuckled at the two before turning his attention towards Grayfia, adopting a more serious expression. "While meeting the newly-revealed Red Dragon Emperor right now to know more about him sounds interesting as a whole, I am sure that Rias is already trying to figure out the truth behind this mystery."
Serafall stopped in her crying as she looked at Sirzechs for a moment, before her eyes became teary again. "E-Eh? W-We're not going to see Sora-chan…?" she sniffled, causing Aqua to shake her head in disappointment.
"Not yet, at least." Sirzechs shook his head with a smile. "I am sure that Rias is already aware by now that her pawn is the wielder of the Boosted Gear, as well as your sister. There is no doubt that they will work together to solve this issue once they inform Sora of the Longinus inside him. While they are doing their part, we'll discuss this matter with Ajuka and Falbium and work on our own investigation. What's your say on this, Serafall?"
Serafall then smiled at the mere mention of her dear sister, doing a complete 180 which left Aqua terribly confused since she was just crying a while ago. "Okay! I guess I can just have So-tan tell me all about Sora-chan while I prepare for our fated meeting! Oh, I'm so excited for when that day comes!"
Still keeping a suspicious look on the Leviathan, Aqua reluctantly let go of her collar as Serafall began to ramble about the 'fated wedding between Magical Levia-tan and Keyblade Master Sora', and the bluenette could only sigh at this point. "I wonder how Lord Sirzechs and the other Maou deal with her when she's like this…"
Sirzechs nodded before turning back towards the silver-haired maid. "Grayfia, send a message to the other two Maou and tell them that we'll have an important meeting once we're done here. Do not tell them everything yet, we'll do that ourselves once we get there."
"Hai, Sirzechs-sama." Nodding once, the maid casted another magic circle as she teleported away.
As soon as Grayfia left, Sirzechs now turned his attention towards the keyblade master beside Serafall. "What about you, Master Aqua?" His words snapped Aqua out of her trance as she turned towards the Maou Lucifer with a confused expression. "Didn't you say that you wanted to go see Sora? I can make a magic circle that will take you to the clubroom where they are."
"Y-Yes I do, but…" Aqua began to speak up, before she looked down with a frown on her face.
Before this whole Rating Game happened, she hoped to reunite with him on even grounds and make up for her shortcomings, but there was no chance of that happening with Sora now being a devil. Upon learning this, Aqua felt that that boy had lost his way and it was her fault why he ended up throwing away his humanity like this.
But now, she felt that things went the opposite direction. Sora didn't look like he lost his way because he just kept on doing what he did best, and that was to help other people and protect them from the darkness. It's like he never lost his humanity and simply gained a power-up. He doesn't even look sad that he was a devil now.
Instead, Aqua felt like it was her who wasn't on Sora's level. It was her who had lost her way, which was somehow true since she kept on blaming herself for his disappearance in their universe.
Simply put, she didn't feel worthy of showing her face to someone whom she failed… not yet. At the very least, she knew where he was… and he was safe with friends.
"...I don't think it's the right time for us to meet again," Aqua continued in a sad tone, before she looked up at Sirzechs with a serious face. "I'll stay with you and Lady Serafall for now, and help as much as I can to figure out the truth behind Sora being the wielder of the Boosted Gear. Also, I still need to find out where Roxas, Xion, and Kairi are. At least I know that Sora is safe with his new friends, so I have nothing to worry about."
Sirzechs was curious on why Aqua suddenly decided to not reunite with Sora anymore, since that was her mission going into this world, but eventually ignored it for the girl's sake.
"As you wish."
And there we go. It is exactly like Sora to act as the goody-two-shoes and make Riser see the error of his ways. I don't really hate the guy and I'm actually glad he's now a good guy in the LN, so yes he is now on his road to redemption. Only here, he doesn't have a fear of dragons or something like that, lol. And would you look at that, Roxas and Xion are joining the Sitri peerage… everyone knows that the Student Council is meeting the ORC after the Riser arc, so their awaited reunion is finally on its way. Wonder what piece they will be? Lastly, we see Aqua getting flustered over a shirtless Sora, lol. I think that would be her definite reaction to seeing Sora in Phoenix Form. I hope you guys understand her reason for not choosing to reunite with Sora yet. If it's OOC, I apologize but that's how it is here. They'll have their reunion eventually, don't worry.
