This is a story idea that I came up with, but have been unable to use.
I know it isn't in scenelet form, but due to lack of time (and muse), I have had to leave it in this form.
Hopefully it will inspire someone.

Working Title :- Nukenin

Contains minor Konoha bashing

Concept :- After Kakashi declares that team 7 has failed the first part of the exam, Sasuke and Sakura both blame Naruto despite the fact that he tried to get them to team up with him. Deciding that he's finally had enough when both Sasuke and Sakura try to attack him, Naruto leaves a Kage Bunshin as a distraction while he returns his Hitai-ate to Iruka. Overhearing a Ninja gloating about his failure and the fact that since it was his fourth test he had failed, it rendered him ineligable to ever become a Ninja, Naruto decides to leave Konoha and create his own village. Travelling to Wave (while aiming for the Land of Iron), he arrives just in time to save Kaiza from being executed by Gato's men. His actions lead to Wave rising against Gato and afterwards, Naruto discovers scrolls from Uzushiogakure amongst Gato's belongings. The scrolls lead him to the ruins of Uzushiogakure where he finds a hidden vault containing more scrolls and jutsu plus details on some of the seals in the area, including one that requires huge amounts of chakra. Using the Kyuubi's power, Naruto causes the seal to activate, reversing the damage done to the city, and then uses his links to Wave to send out a call to anyone fleeing the Kiri bloodline purges, as well as any survivors of the fall of Uzushiogakure. For his actions, he is soon elected as the Uzukage (much to his shock) and given intensive instruction in the ninja skills (using the learning aspect of his Kage Bunshin), raising him to Jonin rank within months.

Notes :- Although excitable, Naruto's new responsibilities and tutors have forced him to calm down and think before acting. With people believing in him, he is driven to excell. With over a hundred Kage Bunshin a day working on Chakra Control alone, Naruto soon becomes a master of ninjutsu.

When Naruto discovers that he has been placed in the Konoha Bingo Book despite not actually being a Konoha Ninja, he sends messages to all of the hidden villages and national Daimyos declaring the end of the alliance between Uzushio and Konoha and offering new alliances with everone except the Land of Fire, forcing all the Konoha Shinobi to remove the symbol of Uzushiogakure from their chunin vests and redesign the Konoha Leaf so that it no longer includes the spiral. Pressure by the other nations forces Konoha to release the remainder of the wealth of Uzushiogakure that had been incorporated into Konoha's economy. A private letter and the offer of covering all costs causes Ichiraku Teuchi and his daughter Ayami to relocate to Uzushiogakure.

As part of the alliance, Kumo sends Yugito Nii to act as their diplomatic envoy, escorted by Killer B who recognises Naruto as being the son of Namikaze Minato. Hearing this, Onoki of Iwa promptly visits and confirms Naruto's parentage but declares that Iwa stands by Uzushiogakure since Naruto is not his father. After Konoha launches an unsanctioned mission to retrieve Naruto (sending both Team 8 and Team Gai in conjunction with several ANBU), Naruto's forces defeat the intruders and send them packing with the exception of Hinata who is apparently vaporised in an explosion but is really captured in a Seal. Upon her release, Hinata asks to stay with Naruto while back in Konoha, Sakura is plucked from repeating the final year of the Academy to fill the gap in Team 8.

Desperate to make amends, Konoha declares a truce and lets Naruto participate in the Chunin Exams. When Naruto appears with a bodyguard and his team-mates Yuki Haku and Hinata, it causes a minor diplomatic outcry that briefly intensifies when Naruto uses the analysis of Neji's seal that he did during the attack to show that he could activate every Caged Bird Seal in Konoha simultaneously and that he had given the method to his new allies, reducing the Hyuuga Clan to an effective strength of only a few dozen rather than the hundred ninja they took pride in since all their enemies could now easily capture any member of the Branch House. To add insult to injury, Naruto demonstrates on Neji that he can easily remove the seal and shows that he gave said technique to his allies, negating any shred of protection the seal was meant to provide.
