A/N: As you can see, I'm "cleaning house", getting as many ideas out there as I can. This particular fic was a Harry Potter/Injustice X-Over which takes place during, but mostly after the events of the game. In this instance, Billy actually does something in case what happened to him in the game happens to him (which it does) and thus goes out to choose a new successor from amongst the Insurgency- his newly chose heir: Harry Potter.
Prologue: Shazam
It had been a long time since Billy Batson just sat down to think.
In fact, he couldn't ever remember a time when he'd truly done so.
When he was given the choice to become Captain Marvel, he'd jumped right in. When he was asked to join the Justice League- he did so without the slightest bit of hesitation. And finally, when Superman asked Billy to join him in his ambition to join the peoples of Earth underneath one banner once and for all, Shazam was one of the first to join up with the High Chancellor.
"Damn it..." Billy whispered from his seat on the roof ledge of the Hall of Justice.
For the first time in a long while, he tapped into his non-combat abilities- using that wisdom that was once possessed by the great King Solomon. He thought deeply on his actions to date and the pros and cons on deviating from his current path and any potential paths he could take.
"Damn it!" Billy cursed once more. Lex had been right, no good ever came from hero worship.
The death of Alexander Luthor right outside the Hall of Justice at the hands of Superman had woke Shazam up from a long nightmarish slumber. How long had Barry been quietly voicing his own doubts? Or Hal, though he was more firmly behind Superman's agenda- even if he didn't like certain measures that had been taken. Heck, he'd even given up his Green Lantern Power Ring for a Sinestro Corps one.
How long had it been since he, himself, initially questioned their purpose after Ollie died? How long had it been since he had to convince himself that they were doing what the people needed despite themselves when Jim Gordon and Harvey Bullock were killed because they refused to submit to the authority of Superman's One Earth Regime?
How long had it been since he blinded himself to the injustice of Superman's dark ambitions because the man had always been his hero, because the Man of Steel had always been the best of them? How many died because he refused to see beyond his own hero worship?
How long had it been since he started ignoring his own intuition?
He knew what he had to do, but not how to accomplish it. His powers of divination were clouded- the future uncertain.
Knowing what he knew now, he knew he could no longer further Superman's agenda. The High Chancellor had crossed a line and needed to be brought back from beyond the brink of darkness. Unfortunately, there was no one left who could reasonably do so... Lois was dead, Bruce practically in exile, and Diana had willingly joined Superman into his descent into madness.
Still, he had to try...
But he knew, like with what happened to Green Arrow, that Superman would not listen to reason. Still, it was the least he could do for the man who'd been his hero for as long as he could remember. However, he also knew that with his future uncertain precautions needed to be taken- he could not allow the legacy and power of Shazam to disappear in the event of his death, which lead to only one recourse- he needed an heir.
But who to choose?
An adult was out of the question- they were usually too inflexible and would only want to do things their way and too many were too bitter towards the Regime to not act out of revenge and hatred. However, a child as young as he had been was also unsuitable. He needed someone who was still young enough to retain a modicum of innocence, but lacked the naiveté that came with innocence- preferably one who already knew the inherent dangers of both magic and hastily made choices.
And then, as if voiced by the Word itself, he had his answer...
Superman had many trophies in his possession that he was proud of. The most prominent of these were his longtime foes Doomsday, who had been locked up in the Fortress of Solitude, and Darkseid, who'd been imprisoned in the Watch Tower before the Insurgents blown it up. However, there was another, who refused to submit that was locked away because he was incapable of being killed- a creature of inherently evil magic that called itself Lord Voldemort, the nemesis of a young man named Harry Potter, who tirelessly worked with Dr. Fate and Zatanna Zatara against the aims of the Regime, despite the fact the Regime had brought down his long time enemy.
'How do I find him...?' Shazam thought to himself.
Knowing he'd have to use his clairvoyant powers as he never had before, he teleported to the Rock of Eternity, in a flash of lightning. Once there, he sat on his throne and began to channel his magical powers into divining where the Boy Who Lived was hiding, his presence at the Rock of Eternity amplifying his powers considerably.
He felt something immediately, but it was nearly gone as soon as he did. Dr. Fate, Zatanna and whoever else had hidden the young man well. Knowing that Superman would be wanting to meet with him and the others soon, he knew his time was limited and decided to use blunt force to get through the wards.
'THERE!' he mentally shouted, immediately standing and was gone in a flash of lightning.
Shazam was surprised to find himself in the ruins of an old castle, one that he recognized instantly- Hogwarts School of Witchcraft and Wizardry, or rather, what was left of it. The former school had been a focal point of the magical Insurgents and the One Earth Government had sought to use it in order to pacify the magical populace.
The move had worked, to a certain extent. The headmaster of the school, Albus Dumbledore had been quick to surrender in the face of such overwhelming odds, especially since Voldemort was still at large. However, Potter and many others were unwilling to capitulate and confronted the headmaster.
To this day, no one was sure who made the first move, but the end result saw the school destroyed, however not before Potter had managed to disarm Dumbledore and Dr. Fate and Zatanna had arrived with others to evacuate the school. The casualties had been heavy on the Regime's part due to the fact that many were unwilling to attack children- even those who were willing to use deadly force. Student casualties had been low, mostly minor injuries, though most of the faculty had been either captured or killed in the battle or in the executions that followed.
A second surprise Shazam received was the fact that when he rematerialized, was how weak he felt. He struggled to remain standing and only barely did so. Getting through the wards they'd put up had taken more effort than he'd anticipated and left him weakened. When he checked his surroundings, he was only mildly surprised that he was instantly met face to face with Harry Potter, Zatanna and a small collection of their allies who were each leveling wands at him threateningly.
"Wait! I'm not here to fight!" he called out, slightly panting from exertion.
"Then why are you here, Billy?" Zatanna asked challengingly.
