Anyways, your answer is really neither "who is", nor "why", but I'll give it to you as the "who is Nora" trivia, since it gives more info than I already have revealed. Your answer is not the exact reason why they're acting awkward. The answer why was revealed in the last chapter, unfortunately. But on to new trivia!
NOTE: I love how TV blows surveillance footage way out of proportion, making you think you can just zoom in on any average camera, being able to see everything so perfectly clear. An HD/4K camera, sure. Others, not necessarily. In fact, I was watching a Sue a little while ago, and when Tara zoomed in, you could clearly see the zoomed image was a completely different shot! (the lighting was different, and the angle too, slightly.) Every single show/movie does this, even though it is clearly not possible to do in real life. Just crop a simple photo in half, and you can easily see the pixilation. Video zooming is like 10x that. So in my story, I'm a bit more logical, and realistic. I put in the fact that it won't be as HD perfect as if they were right there, making their job easy. It's more realistic this way!
TRIVIA: What kind of cars did they use in the show? (not the bureau cars, the raid cars) Totally not a car person. I only know it cause that's the same car my Mom has, lol (almost the same year, too. Probably only a year or two older. The whole car looks exactly the same, but the rearview mirrors are shaped slightly different). I don't see this car on TV too often, so it was a notable point that I remembered!

"It all happened so fast." Rory said, he and Bo sitting in the interrogation room, still in shock. "I remember it, but don't remember the little details, you know?"
Jack nodded, understanding. "I get it. Stressful situation, the memory slips. But anything, anything you remember will be helpful." He said, looking back and forth between Bo and Rory.
"Uh, well, they wore suits." Bo started.
"And they had badges. Or at least the one did." Rory added.
"The guy that came up to us, he had dark hair, right?" Bo asked his coworker.
Rory nodded. "Yes, I think he did."
"And he had a deep voice." Bo said, getting into it. "Young-ish."
"They both had sunglasses on. The ones that cover your face pretty much, you know? Large frames." Rory added.
"You think you could identify him in a lineup?" Bobby asked.
Rory nodded. "Yeah, I think so."
"Righto. We'll call you when we have some people lined up for you to view." Bobby replied.
With that, the group dispersed.
"You think their testimony's viable?" Bobby asked.
Jack shrugged. "It's all we have right now."
They walked silently to the bullpen. "Mya, you have anything?" Jack asked when they walked inside.
She nodded, sharing her screen on the monitor. "Meet our new best friend."
Everyone looked at the screen, which showed what happened at a pretty far distance. Mya played the video.
"It looks like how the drivers said it happened." Jack said.
Mya nodded. "Yeah. The only problem is, it's so far away, the footage isn't so great zoomed in. The good thing is, we can see the drivers speaking, but not the perps, since they're turned away from the camera. Because of the distance, I'm not quite sure how much Sue'll get."
"Hey, something's better than nothing. Can you get a plate?" Jack asked.
"Let's see," Mya replied, typing a few things in her computer. The screen zoomed in on the perp's car.
"Oh." Everyone replied, looking at the blurry photo.
"Well, we've got a partial. What do you think, HE2?"
"You can understand that rubbish?" Bobby asked, shocked.
"Oh, you didn't know? I'm pretty fluent in blur. It's almost like a third language. Sloppy handwriting too." Mya replied. Everyone chuckled, knowing many people with that syndrome, including some people on their team.
"I know several people with that skill." Nora added. "You wouldn't believe how many writers can write the most amazing story, but their handwriting is in shambles."
"Try and see if you could make a list of all cars that match the description of it with the partial plate. Maybe we'll be lucky, and the list won't be too long." Jack said.
"You know, the car looks like the cars we used to use, doesn't it?" Bobby asked, looking at it as Mya pulled the shot back.
"Yes, it does, including that dent in the trunk that you put in my truck back in '06." Myles said, pointing to the back of the car.
"Hey, wait." Jack said, looking more closely. "Maybe you're right. Mya, zoom in again?"
"OK," She said, zooming in, this time on the car.
"Myles, I think you were joking, but that joke just might be reality. Look at it!" Jack said, walking closer to the monitor.
"You know, I think I may have a photo of that car, dent and all." Bobby said, rustling through his desk. "Yep, here it is."
Jack took the photo and held it up to the monitor. Thankfully, the dent was uniquely shaped. "Perfect match."
They all looked at each other, shocked at the new information.
