Taking place directly after Rodney Copperbottom is thrown out of ratchets headquarters Ratchet dismisses his employees except for a select few. These are what he calls his Elite. He knows he can trust them with his true intentions as he can't let all of his employees know what his true intentions are.
He explains to his "elites."
Bigweld uses a lot of propagandistic language such as "common robot" to make it sound as if his ambition is friendly. He makes it sound like he's helping out all these forgotten robots who have lost their ability to function within the city and want to give them hope. This is nothing but a bunch of empty lies. The robots that dwell in the ghettos of the city have no hope. All they do is crowd together, cram themselves into poorly-maintained, crumbling housing structures, and drink precious oil all day. They don't work any job, they are not doing anything for the city, and they're a liability not only to the city but towards themselves. Their poor condition makes it so they need massive repairs and many replacement parts that they can't even keep up with the rest of their peers. The true reason why I'm putting out my advertisements is to try to give robots a reason to work, show them there is a reason to make money, and buy upgrades. The upgrades will create Eternal joy for the Bots since they're currently plagued by the constant need to be fixed. It costs so much money and it's causing a lot of struggle and strife. With my upgrades, everybody will be immortal, everyone will be free. Upgrades will no longer be needed. However, we can't tell them that because if we tell them, there's not going to be a motivation for them to work and continue to make progress in the city. We must temporarily brainwash and manipulate them. It's all for a good cause since not only will our company be making more money, but the city will function much better, the poor robots included.
The happiness I am creating is actually real as opposed to Bigweld who would say "it's okay to be an inadequate rusty old thing and that everybody's ideas are good." They're clearly not. Look in the poor sections of the city it's run down and it has a lot of problems going, problems that Bigweld could've solved. Bigweld was too busy filling his pockets selling his worthless junk replacement parts. What we're doing here is fixing things, setting robot city back on track to become great once again. Keep in mind we have to be very careful because there is a high chance of a Revolt since Bigweld has been feeding these people so many lies this entire time that now they have been tricked into thinking that their mindset is actually positive, that all life is going to be their constant need to be repaired with no escape, a slave to Bigweld's monopoly. I need you guys to work with me to try to keep support for the upgrades high and make sure none of those oil addicts get in the way of our plan. We also do need to make money, it's not like I can just hand out upgrades for free. Bigweld was bankrupting his own company when I took over. There was a lot of debt and it could have easily closed if it wasn't for his vast reputation and monopoly on part innovations. We're now able to turn a profit and make the business do well. That's the difference between my management of our corporation and Bigweld's. I am using the influence that my mother has given me to make her think that I'm doing her evil bidding when in reality I'm just using her power to create a better future for Robot City. As for my father, I am joyfully awaiting the day I can free him from my mother's grasp and give him upgrades as I love and respect my father dearly. He was always there for me when my mother would go crazy during my childhood, and taught me everything I know about running a business.
Bigweld was telling robots that they could be themselves and that there was no reason to upgrade or improve themselves. This has naturally led to a scam of its own right, as well as mental enslavement. He can continue to charge them for worthless replacement parts that can literally be found lying on the ground, will break down very quickly, and ultimately are not making them truly happy or actually progressing us any further into the future. What we need to realize is that if we want to improve this City and our population. We need to make robots and the entire city upgraded. I am fully willing to recycle the scrap robots if it means it will help make upgrades available for the good, hard-working robots who are actually making a good contribution to our city. It will also convince my mom that I am doing her evil bidding and will keep my true intentions hidden from her, as she will be convinced I am doing her bidding. These actions will lead to a generation of perfection and a Utopia that robots have never seen in our entire history since freeing ourselves from the humans who created us. A world where robots will never know the pain of struggling to scrounge around for the crumbs of useless, worthless, rusty parts. Currently, we are just struggling with all these scrap robots weighing us down while they're not even contributing to anything. I will do whatever is necessary to make my vision a reality, as I care deeply for the city as well as the longevity of the robot race.
