The sounds of war and battle could still be heard in the abandoned city, even as the two combatants prepared to unleash what seemed to be their strongest techniques yet. The wind currents generated by the battle whirled and whooped through the air like birds in flight, and the bone chilling sound of what he assumed to be military and law enforcement personnel getting annihilated by the most dangerous of the...entities echoed across the area. He should have been halfway home by now, running in stark terror, yet he stayed, his school uniform rustling in the wind.
Anyone who knew him personally or even a fellow student of the institution he attended, would be either in cationic shock or numb disbelief to what they were seeing. The shy, reserved son of Hiashi Midoriya and his wife Inko, who preferred books and science to human contact, stopping to witness a 'spacequake' after dropping off his latest book to the publisher? On his own, with no fear of being attacked by bandits or other criminals that prowled the mostly unprotected routes of transportation to and from Japan? Unbelievable.

The Commies fought tooth and nail in order to regain their hold, even killed the leader of the settlements after forcing him to flee, but our troops were prepared for war and had been dealing with domestic and international conflict since the throne passed to Raffles.

The tall man clad in firefighting gear clasped his fingers together as he stared at the suspect currently occupying the room. He was a big man, able to draw attention due to his size alone. The sides of his hair were shaved, and he had a tendency to cut his nails often. Despite this he was very quiet and observant, able to detect and exploit weaknesses in a opponent during a battle.
The old general sighed as he stared at the man beside him. Obi Akitara, a Lieutenant in the Empire's Armed Forces who had then been transfered to the Teishin Shudan {Special Forces} for his skills in unconventional warfare. He had then fought in Shanghai, the various kingdoms, fiefdoms and other dynastic states that made up Eastern Europe during the Khanate-Caliphate wars before putting down a rather prominent terrorist leader who believed that members of his ethnic group were superior to all others and that non-believers would serve as slaves. Unfortunately, the man's little cult was filled with Intelligence and Research operatives as well as agents for Japan's Teutonic allies and a lot of intelligence was lost.
As a result the promising young man's carrer was cut short and he was demoted to a reserve unit in the reincarnation of the Self Defence Forces. This did not deter Akitara though, in fact it made him more determined. In fact he was one of the main reasons why the IDC and its counterpart in law enforcement, the National Police were able to operate more efficently in comparision to even pre Second Great War levels. Then the patrols from what was now known as the Meta Liberation Army attacked and everything changed.
Obi was drawn into the frontlines of the Great Unification War, using the skills and experience gained in his career as in Spec Ops to maximise combat efficency. The revolutionaries in what was now known as 'the Hub' were used to fighting worn out and often undersupplied law enforcement officers who had no idea how to run a war and as a result, took huge losses despite having the upper hand in technological prowess and terrain. It was also noted that the invading forces were often mistaken as and supporting the local police force in their battle against the Communist eugenicists, who despite their pretence of supposed equality and utopia, utterly despised the 'quirkless' and wished to either exploit them as a serf class or eliminate them from existence.
This along with infighting and other issues of conflict between the Hero Association and its supporters in the Meta Liberation Army, meant that the entity known to what remained of the international community as 'the State of Japan' was absorbed into the somewhat revived Greater Japanese Empire without much fan fare. There was some tension as the new order of things was being established, and some uproars in the Diet and Tokyo Central due to certain... factors in the assimilation [the Empire of the Sun was many things but it were a liberal democracy before anything else. Despite its militaristic nature it was surprisingly open minded and tolerant of other cultures and political beliefs due to the circumstances of its birth. In fact the frame of law for the Reorganized Guomindang (People's Front) controlled Republic of China was based on a copy of the US constitution in the last Emperor's possesion.] but overall, things went better than expected.
The discrimination and hatred against 'Generations', those gifted with various forms of mostly pyrokinetic powers due to the Great Catalysm, disappeared or went underground. With the help of various defectors, POWs and other persons of intrest in the old regime (a common insult for the regained territories) the Empire was able to get a better understanding of the superhuman soceity that had formed in the wake of the Endwar as well as gain further understanding of how the paranormal operated. Advances in computing, cybernetics and robotics proved to be a great boon to the highly efficent but still scrapyard military of the Empire, which still used NATO and abandoned Soviet equipment as the mainstay in warfare.
'Great Japan', wasn't the only benificary of this somewhat strange reunification. The people of the conquered settlements benefited as well. Although the supposed 'criminal mastermind' All for One was now dead, the occupying forces of the Empire continued and even expanded on his policy of tolerance and equal oppurtunity for all whether Quirked or Quirkless. That and the dissolution of the Hero Association for its {covert} support of the intolerant Meta Liberation Army, and continued acts of discrimination against Quirkless was a huge boon as well. People were getting sick and tired of the Pro Heroes and their lust for fame and power. The fact that they were willing to collude with deranged and obviously dangerous terrorists in order to maintain their rule just hammered the nail in the wood.
It didn't help that the headquaters for the now defunct Heroes, a massive settlement with various facilities for the enhancement of Quirks, was transformed into a semi private educational facility with the purpose of helping troubled Quirk users to utilize their powers in a benefical manner and allowing Quirkless who wished to do so to become enforcers of law and order despite not having a Quirk. The Busou Tantei Kyouhei (Armed Detectives' Association) became so popular that similar schools were secretly set up across the various territories and vassal states of the Empire, to help deal with a massive upsurge in Generations across the population.
Thus, the idea of a special task force similar to RIKEN in the Second Great War or Skunk Works in the USA, was generated in the minds of the intelligence community and the military brass, who suspected a link between the supposed 'Quirks' in the restored territories and the powers of the Infernals and later generations. Although the terrorists they had fought in the war were a incoherent and mostly racial supremacist lot, they were just one part of a massive political and criminal conspiracy disguised as a social movement. The powers they weilded had proven a terror to Imperial troops and the Armed Forces wanted to make sure they weren't caught off guard again.
So, the part covert operations and part special forces unit of the Ground Section of the self-defence forces, 'the Division of Paranormal Investigation' was created as a innocus series of units within the fire service. Its most senior members were usually Army veterans, intelligence personell or veteran law enforcement agents. The Eastern Catholic Church, a mixture of papal transfer and what was left of the indegenous Shinto religion, also played a major role as well. A huge amount of Generations and Quirk users also joined, giving it the name 'the Brigade of Flames'.
The Division was independent of all other military and law enforcement branches and only answered to the Emperor, the military and the Public Security Agency. It had eliminated a huge amount of 'Spirits' and malignant Quirk users that wished to bring harm to the people of Japan or its vassal states. In short it was like a combination of the Tokko and the NSA, but dedicated to dealing with supernatural threats.
So it was understandable why the former special forces operative saw the youth in their custody as a threat. But it had better things to do than scold a wayward child. Hagure was on the verge of responding when the sound of slow footsteps got his attention.
"My, my. So little Shidou has found himself in quite the situation. How intresting. I'll take it from here boys, no need to worry,"
Obi whirled around and drew for the sidearm he always kept at his side, the soliders accompanying them raising their battle rifles. "Who the hell are you? Identify yourself or we will use drastic measures!"
He almost regretted it. The soliders passed out from blood loss and the aged general merely shook his head. It was to be expected, they might have been well trained and discipined soliders but they were still men after all. After all, it wasn't every day that a beautiful woman just appeared in your secret interrogation spot asking for the suspect.
She was a living definition of the term yamato nadeshiko, with delicate facial features and milky white skin complimenting her raven black hair. Obi could see why his fellow soliders had lost it, the front of her Victorian style crimson and black dress was tantilizing to break even a married man. But what really struck out to the experienced solider was the fact that her left eye was literally a yellow clock face. The intruder chuckled, as if the threat was a mere nuisance and not a case of life or death. "My, my. Is that any way to treat a lady?"
Obi gritted his teeth and looked to the general for advise, only to see that the old man was wiping his nose as he tried to keep a straight face.
