Since Kerchak was indeed a product of a disturbingly monstrous society, it is possible that he crossed the doom line once Tarzan's voice drops into Goldwyn territory.
Having long been adversely affected by many things that turned him into the doomer that he is now, Kerchak isn't even redeemable currently but it shows that he still has sympathy for both his dead parents. For him, there's no one to help him shake off the traumas he went through, as the doomer status is technically hereditary in cryptids like him.
He cannot shake the traumas off, ever, period.
