Matter is made of small bricks being hold by different energies and bonds… Chakra manipulation is the ability to force nature to bend to a user's will. By using different forms of energy manipulation a user can create replicable results commonly known as Technics. The "shinobi" (chakra users) use different hand seals to concentrate their energy into different burst forcing natural "elements" to work with them. With enough practice the shinobi can easily replicate those energy paterns and can even forgo handsigns or vocalization. This is best seen in the different experiments described in Shikatami Nara's paper on the principle of chakra molding. That theory explains most kekei-genkais and states that it would be possible to control all the elements. Now as we understand it chakra is a form of electromagnetic energy, although most of shinobi think of chakra as a liquid it's a lot more akin to an electric courant.

Fuinjustu (the art of sealing) is a form of Chakra manipulation using various logic gates written on a material (to maximize the effect it is recommended to treat the material to make it more chakra conductive) using a chakra conductive medium (the most common is ink, but blood can also be used when the user has very good knowledge of the art).

Making and Using sealing scrolls

For example the ANBU mark has a few very important seals that I can't go into and a storage seal for the ANBU gear. Here's it's sealing sentence :

Nowadays most storage seals are made by professional sealer that have a good understanding of the theory and the different pitfalls to avoid when building one, most are equipped with nature chakra auto-rechargable batteries and the "coding" errors are counted in the single digits.
