"This just in another sighting of the vigilante duo Danny and Danielle Phantom as they dealt with a smuggling deal down by the Musutafu North Docks. It's been a month since these two have made a scene showing up through that portal in the main square and have become quite notorious as vigilantes that continue to evade capture by the police force or pro heroes. More on that later - back to you Lance." *Click*
Principle Nezu a bear-rat-something nobody really knows-humanoid with white fur pressed the remote to turn off the TV. "Now, this is becoming an increasingly difficult situation. With the high profile activity of the two vigilantes Danny and Danielle Phantom a lot of attention is being focused their way, especially with the way they keep avoiding capture. The two biggest issues that come from this is the opportunity this brings to the public, villains who aren't in the two Phantoms' main areas of patrol have been cropping up elsewhere since they're taking a large portion of attention upon themselves, and secondly is the rise of people being inspired to take part in vigilantism themselves. We must deal with this or we'll have our hands too full too quickly. Now what can we say we know about the Phantom duo?"
Aizawa sighs and gets up to walk towards a presentation coming from a projector. "Disappointingly, not much. We know that they both appeared out of a green portal about a little more than a month ago in Musutafu's main square, and have quickly been making a name for themselves as the Phantom Duo. Although we have noticed that more often than not it's just the male, Danny Phantom as he goes by, that does most of the vigilante work and patrols around the Musutafu area with the female, Danielle Phantom, helping out in about 30% of the cases; however as these 30% are more often seen by the public and during the daytime the public recognizes the two vigilantes as a duo. What the exact nature of their relationship is is unknown however based on the similarity of their quirks it could be most likely assumed they are siblings. Though Danny seems to be older if only by a few years based on appearance. However, it is also known that, to an unknown extent, Danny Phantom is capable of sharing his own abilities when willing; so it cannot be ruled out that the two are possibly unrelated by blood, even if the chances are unlikely.
The extent of both Phantom's abilities seem to be unknown however it can be assumed from experiences thus far that Danny Phantom is stronger than Danielle Phantom, at least to a considerable extent. Of the abilities of his quirk that we have seen thus far Danny Phantom is capable of casually flying at speeds of around 161 kilometers per hour (~100 mph) with remarkable dexterity and flexibility as that's the speed he flies at during his patrols. As can be inferred from what I just said, he can fly and is typically seen floating or hovering when close to the ground, whether that is intentional or instinctual is unknown. He is capable of releasing green energy like blasts of unknown substance and origin from his hands, although it cannot be ruled out that he may be capable of releasing the blast from other parts of his body as well since we have accounts of Danielle Phantom using the same energy blasts from both her hands and feet. The full extent of these blasts is unknown as he seems capable of adjusting his output. We have seen him use the blasts in order to melt wreckage and debris when rescuing all civilians, heroes, and villains alike. The heroes and villains are typically put into the situation where they need rescuing by Danny Phantom himself however. He also seems to be able to create hardened versions of this energy in the form of shields, it is unknown whether or not the energy-like constructs He also seems unhindered by the dark when fighting. We have also gathered that he has the ability to erase himself from the visible spectrum in two forms, one of which we are capable of spotting him with infrared technology and another form of invisibility where not even infrared technology will spot him. He has also displayed the ability to not only make himself intangible but also whatever he touches as well, living or non-living. We have witness accounts of him sharing each one of these abilities with others except for the energy-like blasts, whether or not he is capable or sharing said blasts is unknown.
Heroes who have strengthening quirks and have faced him all say that he has more strength than they do so it can also be said that he has super-strength as well as enhanced durability based on the times he does get hit. This means that his intangibility is activated rather than always on rather than tangibility being the one that is activated. He has alluded to holding back against his enemies during his battles, and to having even more abilities than what he has displayed, as he is often known for making quips and talking to his enemies while in battle. His voice is also known to echo a bit which has served to intimidate or unnerve a few underlings of small time gangs he has encountered. He also glows with a white-dare I say ethereal-glow, whatever purpose this glow has if there is one is unknown.
A small-time hero in the area who fought him, has reported that Danny Phantom calls himself a ghost; as unnerving as that is, it could be a reference to his quirk-whatever it is. From what we have gathered it is extremely difficult to pinpoint an exact quirk however the authorities have decided to call his quirk ghost as reference to what he himself has said, and is assumed to give him both the abilities typically seen in ghosts myths except with optional tangibility and energy manipulation which may be a projection of his own life force, in a similar way to Negime of the big three here at U.A..
Now for his appearance, from what could be seen and described by witnesses Danny Phantom is a male of slim but athletic and somewhat muscular stature with slightly broader shoulders and a height of approximately 5'9" a bit above average excluding those with size based quirks. He is noted to have slightly pointed ears and an ethereal-like glow and glowing snow white hair, leading to some rumors from the populace to believe he may actually be an angel of some sort, he has toxic-neon green glowing eyes which seem to get brighter based on his emotions, some witnesses have claimed they 'feel his gaze piercing they're souls'. He appears to be around approximately 16 years of age.
He wears what looks to be something akin to a black full-body leather-like suit with white boots, gloves, two belts, collar, and loose open vest jacket with a hood (really similar to his canon costume just with a different texture an two belts instead of a waist band and a vest jacket inspired by online fan-art). -Sigh- And because there have been multiple accounts of this I'll add this description that comes from mostly the females that he saves and carries, they say 'he has more muscle on him than it looks like from the outside and that his embrace was comforting to the point they felt like they could fall asleep without any worries from anything in their lives', we are trying to determine whether or not this aura about him is a result of his actual literal aura or not but the males he saves get too flustered and refuse to answer any questions about his carrying them besides a very few who say the same thing the females do."
As Aizawa finished his presentation on the male of the Phantom Duo everyone at the meeting had complex thinking expressions, although Midnight licking her lips went purposely ignored.
Principle Nezu then brought up, "Well this IS quite the predicament, I may have to contact All-Might if these are the extents of his known abilities. What of the girl, Danielle Phantom?"
Aizawa looked like just wanted to get everything over with and go to bed despite it being just after the afternoon. "I was getting to that, I was just letting everybody soak in what we're dealing with."
"Just what are we dealing with?" Cementoss, or known to friends as Ken Ishiyama, asked perplexed.
"Two teen powerhouses who have gone through being heroes the wrong way. And if first impressions from after they exited the portal are anything to go by two lost kids." Principle Nezu answered.
Aizawa just continued from where he left off after that, "Right, well, from what we could gather Danielle Phantom is very similar to Danny Phantom both ability wise and appearance although there are some key differences besides gender. She has a height of 5'5" and a slim almost-hourglass like figure. She has a costume that shows off her midriff and looks to be more akin to the material of a hazmat suit than whatever it is Danny Phantom is wearing, the design of said costume includes white boots with white along the sides of her legs and calves, a white belt or waist area, above her midriff is a neon green triangle that goes along her entire circumference followed by the rest of the top being black aside from one arm and shoulder to her breast being white. Her left arm is covered with a white long sleeve followed with a black glove and the reverse on her right arm. She also has a white collar outlined by a neon green arrow pointed downwards which goes around her entire neck. She also wears a pair of ear-rings which look like stereotypical green ghosts blobs, red lipstick, and has slightly pointed ears as well. Both Phantoms have an insignia on the center of their chests a wispy 'D' with a 'P' in the center by the looks of it. Aside from her attire she, same as Danny Phantom, has glowing white hair albeit in a ponytail and much longer, going down to her mid back, as well as glowing neon-green eyes. She glows as well.
As for how their powers differ, Danny seems to be overall more powerful depending on how much each of them is holding back, however while Danny displays more combat experience than Danielle she seems to use more techniques in her fights as shown with using kicks to launch those energy-like blasts or in her case, disks, she has also displayed an ability that Danny has not and based on how he called her to use the ability it can be assumed he can't use the ability or at the very least isn't as proficient in it, this ability seemed to be a restoration like ability she used to treat an injured person while Danny continued to fight and protect the two of them. It seems she requires intense concentration to use this ability. Other than that they seem to share all abilities as far as we can note. That is all. I'll be going along with some other pro heroes on the next ambush for the two Phantom vigilantes on Saturday."
Everyone took a few minutes to let everything sink in. As far as they knew there were too many unknowns and two power-housed teens that weren't on the side of heroes. They may act like heroes and behave virtuously but they are still vigilantes without any known registration of their quirks or even existence. The two need to be brought in before they cause too much trouble in their superhuman society.
"I'll contact All-Might. Do you mind if I use the recording from the security cameras so that I don't need to re-explain everything to him, Aizawa-san?"
Aizawa nods, "Do what you need to. We can use all the help we can get to bring those two in."
"I'd like to join in the ambush as well. Hmm~, I'd like to meet this Danny Phantom." Midnight said. Although everyone at the table knew of her mannerisms they also knew she is a pro-hero and wouldn't actually try to seduce the kid/teen seriously, right?
"I might be able to make a barrier to keep the civilians out as well as make spontaneous walls so he doesn't have enough time to go intangible." Added Cementoss.
"What do we do after we bring them in?" Present Mic asked.
"Obviously they'll be put in quirk suppressant cuffs and the rest will be up to the police." Aizawa answered his biggest annoyance and friend.
"Hmmm, it'd be nice if we could get them to go to school and become proper pro-heroes." Principle Nezu mused.
The reaction was immediate though many of the staff were wearing complicated expressions. In the end Aizawa, being the talkative one that he is today, which is rare, decided to voice his opinion first.
"Please don't joke about that Principle Nezu. Sure they're powerful but they are still villains, whether or not they're vigilantes they are law breakers. It would be rewarding bad behavior and setting a bad example to the citizens."
"Maybe~ but if spun properly it could be that we are keeping a close eye on them with professionals that can subdue them if need be." Principle Nezu mused his thoughts aloud.
Aizawa just pinches the bridge of his nose and heaves a heavy sigh. "And where exactly do you plan to put them? We have hundreds of applicants that come in each year and it wouldn't be very fair to others if you gave one of the maximum slots to two villains that can't be trusted. Not to mention the extra workload to whoever gets them."
"Putting an extra seat or two into a classroom or two wouldn't be too difficult. The main issue is likely the unknown educational level the two have, their attitudes, and whether or not we can successfully convince them to give up their efforts in vigilantism." The little white mouse-bear-something-humanoid principal looked almost smug at the prospect for whatever reason.
Aizawa just gives up knowing that arguing with the principal would be too tiring, sighing again he leaves the meeting with these parting words, "Whatever. You plan to do, I'm not going to be the one that tries to convince your vigilante prospects. Or pay the bail. Cementoss, Midnight, go down to the police headquarters when your free and talk to chief of police Kenji Tsuragamae about joining the ambush." With that he closes the door so that he could get to his apartment and get some well needed and deserved rest.
I'm still deciding on some things however I am going with it's been around 2 years since Danny had first gotten his powers. This is before the school year starts for My Hero Academia.
Danny and Danielle as you've probably noticed have also gained more powers as they've grown. Danielle with a healing/restoration ability that so far only Desiree and possibly Ghost Writer have really shown capable of so far. If you've read my "My Theories For Danny Phantom" you may get what powers I'm giving Danny. Yes Danny and a Danielle to a slightly lesser extent are pretty overpowered even for the BNHA world so I may balance that a bit with more dangerous villain OCs at some point, maybe.
Also I'm thinking for Danny and Danielle's relationship it would be absolutely hilarious if they have a father-daughter relationship so I think I'm gonna go with that.
