These are the official files of heroes, vigilantes, supervillains, and similar individuals, and as much information that can be found, are included, unless classified for security reasons, or privacy reasons.
Included is information such as abilities, known history, personal or official, personal descriptions, how to approach them, and whom to trust. Heroes and villains will be classified differently, based on their efforts, intentions and methods used. The first letter in the code will indicate whether they are to be considered to be a hero (H) or a villain (V).
These files are to be used in cases of police or private (upon granted limitations) investigations, legal cases, and official classifications of documents after the closure of a case, and only under proper determination, if a meta-crime is considered cold, if such an individual is a suspect. Also, how to approach the individual in question, if necessary is also inclosed.
Psychological evaluation of each hero and villain, as well as the professional opinion of the meta-criminal profiler, Officer Tristan Stacy, will be available to all personnel, within the files.

A note, that some of these individuals may have access to these files, legally. If such a person appears with a code with a (V) in front of the hero/villain code, then they are not to be given access to the files, and this has been mandated by upper command.
