Vigilante:

a member of a self-appointed group of citizens who undertake law enforcement in their community without legal authority, typically because the legal agencies are thought to be inadequate.

Story Start

The father and daughter raced down the street, their shoes crashing hard against the asphalt as they propelled themselves forward in a mad rush, kicking up puddles that littered the floor and soaking their shoes, socks and legs which trembled due to the crisp cold of night.

It was a melancholy night, something it seemed even mother nature could detect as large dark clouds hung idly in the sky, hiding the crescent moon and what little light it provided, plunging Musutafu city into an insufferable darkness so dim even with the street lights one could only see a few feet in front of them, making it the perfect night for a crime; something the two forms pursuing the father and daughter capitalized on, moving agile and quick, only a few meters away from their prey.

"Hey you! We know you're some loaded businessman! Why don't you share some of your shit!" One of the two forms hollered as they moved down like liquid shadows, masking their presence from any unwanted eyes with their dark form fitting latex suits which accentuated their bulging muscles. "Yeah, bitch! Give us your loot!" The other form agreed as the two pressed on, quickening their pace and lowering the feeble distance between the two parties.

The father strained his eyes in the dark. He could make out storefront after storefront, the occasional apartment and the headlights of cars that roared past on the road. It was midnight, and all the stores in this part of town were closed by now, their door double, maybe even triple locked as was common procedure in the poorer areas of Musutafu, a place the father had made the mistake of stumbling upon at night when crime was high.

'Shit! I knew I should never have trusted that man!' The father cursed himself, recalling earlier when the sun was descending and the atmosphere was a dull copper orange. A seemingly kind man had given him directions that wound him on this street when he'd gotten lost and asked what way the Ritchi Hotel— the place he was renting— was. In hindsight, he shouldn't have trusted him as he was clearly in kahoots with the two shadows, giving directions so obscure he would've wound up on the wrong part of town at the wrong part of time.

"Tou-san… will we be alright?" The daughter asked between bated breaths. Her legs felt like limp noodles and her feet were lead. She wasn't used to running or doing any sort of hard labor, used to the comforts of life as the daughter of a rich man, having butlers and guards tend to her every whim. They hadn't been running for even four miles yet and she was already a tired, wheezing mess.

"We will. Just wait for the heroes to come and we'll be fine. Keep running." The father tried to assure his daughter who nodded though was clearly unconvinced, glancing back wearily at the men who were continuing gaining speed, wearing shit eating grins and giggling like it was all just some twisted game to them.

Naruto… are you in position?

Hai. Those guys won't know what's happening until it's too late.

"Well for heroes they're awfully late. I told you we should've brought some bodyguards." The daughter huffed before coughing heavily, having used all of her remaining breath to voice this complaint. The father frowned though he didn't look down at her, lest he break his focus on the winding sidewalk and slam into something or even worse, the road.

"Why are you running? We just want a little cash and we won't kill you. Just maim a little." The thugs said in perfect unison, as though they'd rehearsed this several times in advance. The two villains seemingly got tired of chasing down the two as one held his hand out, sending a burst of water flying at the back of the businessman who reeled in horror, falling to the ground. The father screamed in pain, wailing and flaining on the ground and ripping of his crumpled suit that was burning at the seams, disintegrating into clumps of fabric in his hands.

"Father!" The girl yelled out, hasilty moving to her father's aid.

"Akira-chan… leave me here. You run, I'll be fine!" The father urged as tears welled up in Akira's eyes. The girl slumped to the ground on her knees, defeated and tired, her breaths drawing up hagrid and short.

"Haha, what do ya' think about my quirk?" One of the two said, walking up beside the father and daughter with a cruel grin. Akira glared up at him though the effect was lost due to her red eyes and pitiful condition. Now close Akira could make out the face of the man who'd hit her father. He had small enhancing grey eyes and medium length blue hair that fell carelessly on his latex-covered shoulders.

The other guy was similar though the opposite with large red eyes that burned with unbidden rage and crimson hair that wafted in the air around him like a flame, flickering in the breeze. "Nice one, brother. He'll look amazing burned and stripped of all his dough." He said with a similarly cruel grin that matched his blue siblings.

"P-please, don't kill my daddy!" Akira wailed out. She was so scared she's pissed herself, the warm liquid spreading through her clothes, something that the two men noticed and made fun of. "Haha, for a rich girl you're not woman like at all! You should be punished; what kind of girl does something do crude!" The blue sibling exclaimed, raising a pale hand threateningly.

"And what kind of human being thinks it's okay to beat up someone defenceless?" A voice added from behind, prompting the two thugs to wheel around, surprised by the sudden appearance. Standing on the sidewalk was a teenager, his form lit up by the street light above was a teenager with messy blonde hair and shining blue eyes wearing an… AllMight costume— the kind you'd see a kid wearing— that was poorly painted orange and black.

All the surprise the two had turned to confusion, then amusement. "Haha, haha! Listen kid, you think you can be a hero? You should go back home and play AllMight with your mommy!"

"Yeah, this is the real world, not one of your fantasies you fuckin' cosplaying man-baby!"

The thugs yelled out insults at the male who didn't move or speak back, merely narrowing his eyes. "I'll tell you this once and only once. Go away and never come back, unless you wanna fight me." The blue eyed teen growled in a threatening voice that made the two villains laugh even harder.

"Haha, I'll bite, kid's got some balls. Alrighty then. We'll fight you. And after that we'll have some fun with the pissing girl." The red head said, grinning down at Akira who squirmed on the spot, so tired and frightened she couldn't run to save her life.

The blonde narrowed his eyes, glaring daggered at the evil duo. How disgusting. "Sakura. Permission to use force?" He asked, fully intent on making tonight a day the two would never ever forget.

Obviously no! You can't get in any more trouble!

"Sakura, can I use lethal force, haha! Who's Sakura? Some bumb bitch!?" The red one laughed, unknowing of his impending doom. Sadly for him, Sakura heard this through Naruto's earpiece.

Naruto, change of plans. Drag their asses.

Naruto grinned his signature fox like smile, cracking his knuckles, preparing for battle. "You two… are in big trouble." He said, launching forwards in a burst of speed, roaring down the sidewalk and closing the four meter wide gap between him and the thugs within seconds.

"Fire ball!" The redhead howlled, holding his hand out and sending a wash of red hurling at the blonde who crossed his fingers, creating a duplicate of himself who took the full brunt of the attack, dispersing the flames before disappearing in a plume of smoke that Naruto used for cover, skirting around the two without them noticing before sending a powerful flying foot on a collision course for the blue thug's head, sending him flying to the pavement.

"Bro—!" The red brother cried out astonishment that turned into fear when the smoke faded and he saw the kid in the dorky costume, standing over the unconscious blue thug and flashing a row of perfect teeth at him.

"Shit." The fire brother muttered. He was in for a beating.

Naruto flickered behind the fire villain, knocking him out with a deft uppercut to the back of his head. "Tch. How weak." Naruto murmured to himself as he helped up the tearful Akira and her father who was still in poor condition after taking a hit to the back.

"T-thank you so much!" The two cried out in unison. "What's your hero name? I can support you! I'm rich and can afford to sponsor you, thank you so much for protecting my daughter." The father blubbered out as Akira continued to cry and thank the blonde.

"Erm, you can't really sponsor me…" Naruto said sheepishly, surprised that his efforts were well received— they rarely were—especially to this extent. "Why not?" The daughter asked, confused.

"Because. I'm not exactly a legal hero." Naruto explained, and the girl frowned. "Then how do we know you're a good guy?" She asked.

"Because, not all heroes need or have licences. And don't you forget it!" Naruot said enthusiastically.

"Well in that case you can forget my support. I can't associate with a criminal!" Akira cried out in horror, her once kind and grateful demeanor now cold and dissociative, as though Naruto was a bug, and not the one who saved her life. The father eyed his daughter with dismay before turning back to Naruto.

"I understand. In that case at least allow me to give you a better suit," The man offered. "Your current one is… something else."

"Thanks so much." Naruto said, genuinely grateful, though a bit annoyed at Akira's reaction though he was used to it. People were all grateful and happy until they discovered you were a "dangerous vigilante" more often than not.

"Here; this is the card for my best stylist. He'll know how to help you." The father said, producing a white card and handing it to Naruto who took it into his arms graciously.

"Again, thank you so much."

"It's all good," Naruto said, blushing at the attention and revelling in the praise. "All in a day's work."

Naruto. The police are coming.

"Anyways, I have to go now. Cya." Naruto said, leaping up into the rooftops and disappearing into the night, the distant noise of sirens ringing true. The dark clouds drifted away, revealing a pelt of brilliant stars and allowing the moonlight to fall gently on the street.

It was a good night.

"Naruto… Naruto, wake up!" A shrill voice hissed, rousing the blonde out of his sleep. The teen gave a startled yelp as he fell out of his cot, landing on the wood floor that grumbled in frustration.

"Finally, you're awake." The exasperated voice said, hagrid and tired from too much yelling and screaming, trying to wake up the blonde who was frowning on the floor. "Why'd you wake me up?" The blonde asked, his frown deepening.

The voice belonged to a teenager Naruto's age with long pink hair and green emerald eyes: Sakura Haruno.

"Because, it's almost time for school and you shouldn't be late, that's why." Sakura sighed in frustration. "School? Isn't it the weekend? Naruto asked, confused. "It's now monday." Sakura explained with all the patience she could muster, which wasn't much as far as Naruto was concerned. "You've been doing bad in school since you're never there, always looking for crime that hasn't been stopped by heroes which is nearly impossible to find with how saturated today's society is with heroes and sidekick," Sakura said, holding up Naruto's report card from last year to emphasize her point. The paper was filled with N/As and Fs. "Wow, I got forty-three percent in gym? I only came like twice!" Naruto exclaimed with way too much pride. "That's almost a pass!"

Sakura mumbled something underneath her breath about how hopeless Naruto was. He was a hopeless unflappable optimist, even calling a glass with a drop of water in it as almost one percent full. "And still a fail." Sakura said. She wasn't that big of a realist, but beside Naruto, she seemed like a pessimistic fatalist. "With grades like this you won't be able to get a job or money to move out of this dump or even get a decent suit."

This referred to the apartment the two were standing in that constituted a bathroom and one room which they were currently in that was barren save for the metal framed cot that'd seen better days and Naruto's hero outfit which lay on a coat hanger hanging on the wall. Much like the rest of the rundown place. It was the kind of him you wouldn't wish on your worst enemies with cracked, weathered stone walls and wood floor boards that groaned and creaked in protest of even the slightest movement. The bathroom was also bad with no curtain and only a makeshift shower that worked maybe half the time and only had cold water. There was barely any insulin or heating save for the radiator that seemed to only heat up the two inches in front of it.

"I guess, but that's why I have you Sakura. You're like the brains of my vigilante agency." Naruto grinned.

"As long as you keep paying me," Sakura said. "And don't forget; if you get arrested and wind up in court you don't know me, 'kay?"

"Yeah, I don't know you. Sakura who?" Naruto laughed and Sakura nodded before leaving the rundown building. This was a normal goodbye as far as Naruto was concerned and even though it might seem like Sakura cared sometimes, Naruto knew it was because if he couldn't get a more stable income, Sakura's wage as his advisor would be in jeopardy.

Sakura was the advisor for Naruto's not so legal underground hero agency Konoha that was very small, the only members being him and Konohamaru, his faithful underclassman.

Naruto showered and ate a chocolate bar, throwing on a faded blue pair of jeans and an orange T-shirt with a red swirl over the chest, exiting his apartment through the door and walking lazily down the street, on the way to school.

Naruto tried a little harder this time which wasn't saying much since besides not grasping anything he studied having not seen the merit in all of the school work he found it hard to give it his all. He had to do well or at least become smarter so he could get into Yuuei and one day become a legal hero, as was his dream. It wasn't to say Naruto was stupid. The truth couldn't be any further. But the blonde was more accustomed to hands on learning and practise, not studying and memorizing. The day flew past like a blur for the blonde, his mind only retaining information from the "important" parts of the day, namely when Bakugo went on his little rant about how everyone else was pisspoor and couldn't save a life— if only he knew— and told Izuku to go kill himself (Real good candidate for the hero program, huh?) before throwing his diary or hero notebook thing out the window. In that moment Naruto wanted to shoot up and tell Bakugo off, informing the ash-blonde of his achievements in his three months work as a vigilante though he couldn't, and it wasn't as though he or anyone would believe him for that matter too, probably because his father Kurama was the No.1 villain before AllForOne.

"Your daddys a villain so mommy says I can't play with you," The kids would reason before abandoning Naruto in his childhood, leaving him alone which gave the impression of him being a loner that stuck to himself despite him really just wanting a friend.

The school day ended and Naruto was on his way home when it happened: whilst walking in an alleyway Izuku was captured, his body being swallowed whole by a green murky form that emerged from the sewers.

Naruto was walking silently behind Izuku— a teen with large emerald eyes and a rat's nest of green hair— when the attack had happened. Naruto ran out of the alley and changed into his dorky AllMight suit before charging back into the alley, only to see that Izuku and the sludge was gone.

"Strange…" Naruto muttered before continuing down the alley in his suit, completely unaware of the approaching cataclysmic event, instead taking a pit stop at Ichiraku Ramen for some food, his mind empty and thoughts plagued with the flavorful taste of ramen.

Naruto couldn't be bothered.

A/N: If you've made it this far thank you! Read and Review to show your support and Favorite if you enjoyed the first chapter. What do you think about vigilantes and law enforcement? Any support will be much appreciated as this took me way longer than it should've, this being my 3rd draft of this chapter. The future chapters will be much longer at 5k words and go into more detail about how Naruto's agency works and the life of a vigilante.
