A legal system that looks down on quirkless and makes them feel worse than a freaking cripple… (Full review in review section)

Warrior, the legal system does not look down on the quirkless so much as the society does. In the real world, you don't see the government making hate speeches for cripples or whatever but it's sad to see how people support them and whatever simply to make themselves feel better. I'm surprised that the quirkless aren't seen as some charity case by now like the disabled. Thankyou for the review.

Story start

Naruto had saved someone else, that girl Akira for the second time now. He grinned down at her cowering form, no longer wearing his AllMight costume, but an upgraded cooler suit that he'd gotten courtesy of Akira's dad.

"Hello? Akira?" Naruto asked, reaching down to touch her shoulder. Akira lashed out, slapping his hands away and cousing Naruto to recoil, startled.

"W-what was that for? I was only trying to help…" Naruto mumbled to himself. Whether or not Akira heard him he didn't know as she said nothing before looking up from the ground, her eyes glaring at Naruto with unmistakable rage and disgust.

"You think you're trying to help?" She asked, getting up from the ground and pointing to a group of thugs that lay unconscious on the ground. "You think you're fucking making a difference!" She roared, her voice becoming a threatening, demonic shout.

"Society would be better off with no people like you!" She hissed, her face morphing into the disapproving look the police officer had given him the one time he'd been caught. "You're kind is a menace to society. You think you can just go ahead and fix society, kid? That's the job of the heroes. Leave that stuff to the professionals.

Naruto stumbled backwards shocked, his face a mask of confusion. "B-but I saved someone…" He murmured and the Akira with the head of a police man shook his head. "But at what cost, Naruto? At what cost? You're a criminal; someone who commits criminal offenses. I'll have to arrest you," The scene changed and Naruto was no longer standing on the road. He was now in a police car, the headlights illuminating the dirt trail that winded up to a stone palace of gates and chains. Naruto could make out the distinct splashes of orange that were prison jump-suits in the distance. Naruto moved to adjust himself only to realize he was bound, strapped to the back of the car by handcuffs and a chain. His heart sank.

"You're just like your father. A no good crime causer." The police spat out with venom lacing his voice. "N-no! I save people, I'm not like my dad!" Naruto wailed in protest. "Still, you did a crime; hero work without a license, so technically you're a criminal." The policeman with Akira's body wheeled his head around a full 180 degrees, his eyes staring deep into the depths of Naruto's soul.

"You're technically criminal."

Naruto leapt off his cot, slamming into the cold floor that creaked from the sudden change in weight. The blonde looked up out the sole window and saw the copper coloured atmosphere. It was approaching evening. Naruto had gone for a meal of ramen after school then went straight to bed afterwards. He'd woken up, droplets sweat covering his forehead. He'd had a bad dream.

Naruto was about to crawl back into bed when he noticed a waft of smoke rising up in the distance though the window. There was a fire going on. Naruto instinctively wheeled around to face his ragged AllMight suit but stopped short of grabbing it, the officer's words ringing in his mind. You're just like your dad… you're technically criminal… Naruto shook his head hard, taking the soft fabric of the makeshift hero suit into his hands and quickly throwing it over his regular clothes before he was out like a shot, racing down the street whilst looking up occasionally to reconfirm the location of the fire.

Izuku Midoriya

The fire flew up from the fight scene, sending dark menacing fluffy of storm grey swirling high into the sky. Heroes worked desperately to keep everything under control the best they could; by walling off the area of the battle from innocent bystanders. The crowd of people was filled with heroes, though none dared to raise a finger, lest they hurt themselves in the process.

Izuku was among those in the crowd, watching Bakugo flail wildly in an attempt to relinquish the tight slippery grasp of the green monster that threatened to consume him, the green monster that had escaped thanks to him.

Guilt whenched at his stomach as he cowered among the people. "Wow, villains are so scary these days," A man in the crowd murmured, receiving a chorus of agreements. "Yeah, but the kid seems to be holding up okay; his quirk's flashy." Another voice said. People were so used to this: they were so used to just standing on the sidelines and just allowing law enforcement and heroes to do everything, even when they failed us, over and over again. No. The heroes wouldn't just betray their duties, they wouldn't just break their promise to always be there for us, right? Izuku thought, casting a pleading glance at the heroes who stood stagnant.

"W-well?" Izuku stuttered, not one for confrontation. "H-help him! Why aren't you doing a-anything?" He asked, tears threatening to spill from his eyes. Heroes were good. They wouldn't just leave Bakugo to fend for himself, would they? No, the heroes will jump in at the nick of time like always and save his life.

Izuku looked at Bakugo who continued to flail desperately, his explosions kicking up even more flames and smoke. He was using his quirk for far too long. Bakugo was quickly tiring, and the green beast was gaining more and more coverage on the teens body. "You bastard! Get the hell off me!" Bakugo roared, his yells of rage stifled by a green appendage that began to thrust itself into his mouth.

"Bakugo!" Izuku yelled out. "Listen kid, we're sorry. It's not like we like watching this… it's not that simple," A hero said to Izuku. "We'd help if we could but this is out of our league. You can't just slap on some stupid outfit and go off stopping crime." The hero explained, trying to get Izuku to see his side of the story. "Why don't we watch and wait together, eh?" The hero offered and something inside Izuku snapped.

"H-how many times are you guys going to s-say that? How many times are you guys going to sit idly w...when you can do something to help?" Izuku asked. The hero took a startled step back. "Hey, kid! You can't pass judgments like that when you aren't even lifting a finger to help anyone! You watch crime going on and you fo nothing! You're no better than me?" The hero said defensively.

'AllMight can't power up now… he wasted his power on me… and the heroes don't have the quirks to stop this thing… it's all my fault, Kaachan… I'm sorry. I'm sorry… someone will show up and save the day I'm sure of it… someone… anyone…I'm so useless...' Izuku thought, fear gripping him and gluing him in place as he watched Bakugo struggle. As he watched Bakugo fight. Suddenly, he realized he wasn't standing anymore. He was cutting through the crowd to Bakugo and the sludge villain, running in the face of danger.

"What the hell's wrong with that kid? He's got a death wish or somethin'?" People in the crowd asked but Izuku was undeterred, continuing to dash forwards, pulling his yellow backpack off his shoulders. 'What the hell am I doing!?' Izuku mentally yelled at himself as he threw the bag at the sludge villain, recalling his notebook speaking off heroes using distractions before launching attacks.

"W-what the hell are you doing!" Bakugo tried to speak through sludge, his sentiment shared by the heroes. "Hey kid! I didn't mean what I said! Don't waste your life like this!" The hero roared from the crowd as Izuku crawled desperately at the slime in a futile attempt to save Bakugo. Fire and smoke flew everywhere, danger at every corner and yet Izuku still clawed, he still tried to protect him.

Naruto had arrived by then, stalking the scene from the rooftops, a grip percent on his face. "Looks like societies getting the memo," He said to himself. "Sometimes we can't just expect others to save us. Sometimes, we have to protect ourselves."

Izuku continued to claw, each time he removed a small clump of green a new wash took its place.

'Shit…' AllMight muttered from the crowd, looking like a deflated version of himself with sullen pale cheeks and a sullen disposition. 'I'm not a real hero if even a kid without a quirk has to take matters… into his own hands…' He thought to himself as he struggled with his wounds, slowly morphing and changing form. Suddenly AllMight was in the crowd of people which parted like the red sea, people already snapping pictures and taking videos.

Blood leaked from the corners of AllMights mouth. He could feel the effects of going past his limit now more than ever as he continued to press on through the crowd, walking up to the villain, Bakugo and Izuku, putting a large toned hand over the green teen's shoulder. "You can rest now. Good work here," AllMight beamed. He truly meant it.

"B-but what about your limit?" Izuku murmured back. AllMight could see the fear in Izuku's eyes. He was afraid and scared yet did something so unlike him to save his friends and protect the peace. He was more of a hero than many.

"Forget about it, I'll be fine," AllMight reassured. "Besides, how can I call myself a hero if I can't even save one citizen?" AllMight joked. Izuku was silent for a moment but nodded.

"Up we go," Naruto said, appearing at Izuku's side and jumping up into the rooftops with him in tow. "You can watch from here, something tells me the next move will be devastating!" Naruto grinned at the shocked and confused teen at his side who continued to mumble some intangible nonsense. Any burst of confidence he'd once had whilst talking to the hero was now long gone.

From below, AllMight cocked back a powerful fist, charging up OneForAll before thrusting his punch forward, allowing it to stop short of hitting the green sludge. Merely the wind generated from the punch was enough to decimate the sludge monster into tiny bits of green that melded with the ensuing storm.

"N-no way, AllMight's punch was so strong he changed the weather?" Izuku blurted out whilst Naruto remained silent. 'So this is the power of the No.1 hero… I have a long way to go.'

The crowd roared with applause and cheered, singing praises for AllMight's last minute rescue. Bakugo was left coughing and covered in a film of green until the medic came, ushering him into a white ambulance and escorting him away from the crime scene. Reporters and Journalists lingered a little while longer though for everyone else, life went on as usual.

It was just your other day in Musutafu Japan.


The criminal underworld wasn't like one would expect. There were different divisions of it, two sides so different that two avoided clashing and association with each other, kept themselves separate as oil and water. These two were obviously the people who committed crime for good and those who did it for malicious purposes. The good vigilantes and technically criminals were orderly. They had their own groups and factions, they had their own agencies and the like. These not so legal agencies recruited vigilantes to rescue people. The mount of money these vigilantes make from their good deeds is split with 20 percent going to the crime stoppers and the other 80 percent going to the owner of the group in most cases. It was a typical ponzi scheme with the leader making an abundance of profit and the workers making very little. Of the 80 percent the head of the agency makes, only 35 percent go to them. The rest has to go to the agency's facilities and bail money.

But if one would make so little while the leader made so much, why would one join such a group? I don't know, ask your parents or anyone who's a part of the workforce. Being a part of a vigilante organization is better than going solo because the organization can organize to have to bailed when you get in trouble and acts as a safety net so that you don't get arrested as often or the arrest doesn't hurt you too much. In the agency there's also a sense of community and you're protected from enemy groups and gangs.

Here's a typical example of how some vigilante agencies make their money. Let's say Naruto has three members in his agency discluding him. Those three members each get 20 dollars as donations from people they've saved. If they each keep 20 percent; 4 dollars and the leader gets the remainder 16 dollars from each, leaving him with 48 dollars. This 48 gets even further divided, leaving the leader with 16 dollars and 80 cents and the agency with the remaining 31 dollars. This money goes to the apartment and housing. This is a key difference from the vigilante agencies and the real life workforce: no one is rich.

It's for this reason that vigilantes often end up stealing from other criminals to maintain a stable enough income and make sure that the group can stay afloat. If the vigilantes steal from every evil-doer they fight and get 100 dollars each day from them plus the extra 20 from the donations all of a sudden the agency's starting to make money.

This explanation is subject to a lot of change so expect this to be revised several times over but that's the basic idea behind how a vigilante agency works. Of course I will delve deeper into this in upcoming chapters but here's a barebones idea of what goes on.
