"You're the first holder. All for one's brother" Izuku said as he looked at the white-haired man standing in front of him. "So this is one for all" he said slightly stunned and looked around. "Yes Izuku. This is what happens to a quirk once the personalities of eight different people are clumped together" The man said. "Why am I here?" Izuku asked. "This would normally happen once you got better control over one for all, but you finding about all for one has sped up a few things. I also think you derive to know more about your father" The man said as the scenery changed around them.
"Most of what my brother told you is true. Although, he left out a few details" the first user said as the scenery showed him and Hisashi fighting against a mob in a street. "The appearance of quirks made society delve into uncontrolled anarchy. Me and my brother started fighting together to bring order. All of that is true" The man explained before the scenery changed again. "But he didn't include everything" he added. The fog dissipated, this time it showed Hisashi and his brother arguing.
"You can't just walk away from it Hisashi. There need to be a plan for how to return the country to normal once we have won" Hisashi's brother said. "Normal? Normal is what led us to this. Normal is what made the country collapse in the first place Tadashi" Hisashi retorted. "Once we have control, we need to keep it. The people can't be trusted to keep order if this is what it leads to. We need to ensure the safety of the people by ruling over them ourselves" He argued. "You're talking about a dictatorship" Tadashi protested, before the scene disappeared into the fog.
"Me and your father wanted to bring order, safety and equality to Japan. But he wanted to ensure that happened with an iron fist if he had to. I wanted to ensure a safe transition back to democracy and freedom" Tadashi explained. "As time moved on, his ideas only solidified. At some point I realised it was a lost cause and began working with the remains of the government behind Hisashi's back. By that point they had regained some power" He continued. "In the end we came up with the hero system. Sadly, if we wanted the public on board we had to make a system which matched the publics idea of a hero at the time. That forced us to only chose heroes with flashy quirks, even if it meant choosing someone who didn't deserve to be a hero" Tadashi explained.
"What about your successor? Is it true that he as told a lie?" Izuku asked. "The government lied to him, yes. But I told him the truth first" Tadashi replied. "I knew the government was desperate to stop my brother. 23 heroes had died by that point. So before the government had a chance to even know about my successor, we made a plan. I knew neither of us would ever have the power to defeat my brother and would have to pass that responsibility to future generations. I would give one for all to him and then fight Hisashi, dying in the process. My successor would then pretend to follow along with whatever the government told him. Except he would pass on the quirk in silence, never telling anyone. The government believes that one for all died alongside my successor" He explained.
"Why didn't you tell Hisashi? Maybe he wouldn't have tried to topple the government" Izuku wondered. "I tried Izuku. But my brother thought that I had deceived him, betrayed him. He was filled with so much rage that I couldn't reason with him. That mistake cost me my life" Tadashi answered. "And as time moved on, the hero initiative did its' work. The government slowly brought back order and forced my brother into the shadows. Eventually, the secret deals I had made to agree to the hero program began taking place. The hero profession opened up to more people, regardless of quirk. Prejudice, entrance exams and lack of oversight are sadly problems I neither could foresee nor prevent" He explained.
"So that is how it happened?" Izuku asked. "Yes. That is the whole story. Your father didn't lie to you. He either didn't know the truth or he lied to himself. No matter how noble his cause seemed back then. It is no longer relevant. He is fighting battles against problems that were fixed. I guess being stubborn runs in the family" Tadashi replied. "So what should I do now? Should I use all for one and accept it or just never talk about it again?" Izuku wondered. "I can't tell you how to do things Izuku. All I can do is tell you what has happened. The rest is for you to figure out" Tadashi replied. "Although, remember you can't change who your father is. His story and his quirk is a part of you. But remember that it is your quirk now. You decide how you can use it for good. Also, if you see my brother again, tell him that I love him. And if he wonders if it is me, just say that I said, so long, and thanks for all the fish" He added. "Remember, we're always with you Izuku" Tadashi said as the other holders of one for all appeared behind Tadashi. Just before the fog consumed Izuku's vision again and he woke up.
The following day Izuku met up with the other adults to continue where they left off. He told them what he had seen and heard. "Midoriya, you seem to be doing better" All Might said with a pleasant smile. "Yeah, sleeping and talking with my uncle helped a lot" Izuku replied. "I think I've realised that no matter how much evil this quirk has done, it is mine now. I can't change that. So I'll take this opportunity to use it for good" He explained with a small smile. "That is great Midoriya. I have just the idea for what you can do" Nedzu said with a smile that made the others slightly concerned.
Four months later
Hisashi sat blind in his cell as he heard someone enter his chamber. "Is someone here to visit me?" He asked. "Yes" Izuku replied. "Izuku" Hisashi said as a small smile appeared on his face. "Hi dad. It has been a while" Izuku replied. "I was worried about you son. You left in such a hurry all of a sudden. I hope you are doing alright" Hisashi said with genuine concern. "I needed some time to think after what you told me. Especially after what I discovered" Izuku explained. "And what did you discover?" Hisashi asked. "I think it'll be easier to show you" Izuku replied and walked up to the blind man.
Izuku gently placed his hand on the scarred tissue covering Hisashi's head. "So that is what you discovered" Hisashi said in realisation. "Let's just hope it doesn't hurt" Izuku said and began searching for the quirks within his father. It wasn't difficult. He saw hundreds, if not thousands of small lights within the black void that was his father's quirk. Even with so many small lights filling the void, it still craved more. Instead, Izuku began pulling out the quirks his father would no longer need. All the quirks that had been stolen and used for so much evil was taken to the dark void inside Izuku. When Izuku removed his hand, only a few small lights remained within Hisashi.
"It's done. The quirks that are left are the ones you can use freely" Izuku said. Hisashi carefully checked which quirks he had left and found only the quirks he had used to see his surroundings. And for the first time in many years, he got a good look at his son. "Izuku, you've grown so much" Hisashi said, sounding like he would have cried if he still could. "I have a lot of time to think. I should have been there for you, for Inko" He said in a saddened tone. "There is a lot of things you should have done" Izuku retorted.
"By the way, I've talked with your brother" Izuku said. "Tadashi" Hisashi said with a nostalgic smile. "What did he say?" He asked. "He cleared up some of the things you didn't know or mentioned during our first meeting" Deku replied. "He also said that he still loves you" He added. "Really?" Hisashi wondered. "He also told me to say. So long, and thanks for all the fish" Izuku said. This made a chuckle come from Hisashi, which slowly turned into a wholehearted laughter. "He always loved those books" Hisashi said between the laughter. "Thank you Izuku" He said with a smile as the laughter calmed down.
"I have to go now. I wish you could be put somewhere else, but to do that I would have to take your all for one quirk. Which I was unable to do" Izuku said and headed towards the cell door. "I understand" Hisashi said, slightly saddened. "and Izuku" He called out. "Yes" Izuku replied. "I have come to the realization that I have made many mistakes. So please, for my sake. Do better" Hisashi said . "I will" Izuku replied with a small smile before leaving the cell and closing the door.

A/N: So yeah, this is the ending. I never intended this for be much more than a short story about Izuku discovering that All for one is his father and that he inherited his quirk.
