BACKGROUND INFO:
Ok so this story takes place in an alternate universe where quirks are extremely rare- less than 10% of the population.
Naturally, there is a lot of fear and hatred of people with quirks.
There aren't any official heroes (because it's illegal), but there are vigilantes (which is also illegal but they can't get in trouble unless people know who they are.
The four (main) vigilantes in this story are:
-Todoroki
-Tokoyami
-Shinsou
-Bakugou
-Hawks, kinda but not really (I love him so I had to include him)
Being a vigilante is illegal. So there are people trying to uncover their identities all the time. Some of the people trying to find out their identities are villains, including:
-Dabi
-Toga
-Shigaraki
-others (villains/law enforcers)
The UA is pretty much the same but no quirk training. The teachers are mostly the same and most of the students are as well, but Mineta doesn't exist. Also Hawks is a teacher because why not it's my story you can't tell me what to do
ALSO: Tokoyami doesn't have a bird head because, as sad as this makes me, it would give away his identity really quickly. (He wears a bird head helmet when he's out doing his vigilante thingy) Todoroki's hair looks the same, but people think he dyed it. (he also wears a helmet) Hawks can summon wings but doesn't have them all the time
