Special Containment Procedures: QSCP-2001 is currently not contained, nor is it containable within the current capabilities of the Citadel Council. Public disinformation campaigns are to be established, under the direction of STG-201-alpha "UFO Deniers" to downplay any incidents of publicly-observed phenomenon that may reveal the anomalous nature of QSCP-2001-1 instances, otherwise known as "Humans", using generic, non-anomalous explanations ranging from murder to disappearance. STG-201-beta "Eclipse" and STG-201-epsilon "Militants" are to be deployed within the Terminus systems, with STG-201-beta tasked for eliminating critical QSCP-2001-1 instances that may result in the public's knowledge of QSCP-2001's anomalous nature, and STG-201-epsilon tasked for blocking off key route of QSCP-2001 propagation using means that will not reveal the presence of the Supernatural Division or reveal the anomalous nature of QSCP-2001, using deadly force as necessary.

Description: QSCP-2001, otherwise known as "Human NPCs", is a highly contagious, non-eliminate-able phenomenon that are present throughout most parts of the civilized Galaxy, believed to be result of a yet-to-be-known branch of the Quantum Field Theory that governs the phenomenon of Wave Function Collapse during the process of Observation.

In areas affected by the phenomenon, QSCP-2001-1, otherwise known as "Humans", spontaneously manifest and de-manifest from "credible" locations as long as such position is not currently being directly observed by a sentient being.

QSCP-2001-1 Instances are sentient, bipedal lifeforms which appearance are best described as a mixture between Asari and Batarian- Two "genders" have been observed among observed QSCP-2001-1 instances, with a mostly 1:1 ratio that are seen only in Quarians, another race that are known to co-manifest with QSCP-2001-1 instances within affected areas. Although Both genders have Asaroid heads, tinted with different shades of brown and fur for facial details, Male specimens are distinguished by their lower body-plan being identical to that of a Batarian without breasts, while the Females have bodies that are identical to that of an Asari.

QSCP-2001-1 manifests with clothes resembling other sentient races within the area of which if manifests in, and generally appear civilized. That to be said, there are no actual culture nor civilization that are unique to the general phenomenon and population of QSCP-2001, and the language, cultural preferences and skills displayed by an individual QSCP-2001-1 instance appear to be entirely dependent on the surrounding physical and social conditions where an Instance manifested. Due to this phenomenon, QSCP-2001-1 Instances generally integrate to the local society smoothly, with statistical data suggesting no specific race, QSCP-2001 included, being generally preferred over one another in terms of interaction frequency and type.

In addition, QSCP-2001-1 are known to consume food of all known races, regardless of the Levo-Dextro barrier that traditionally require food for the Turians and Quarians to be separate from that of the rest of the Galaxy. QSCP-2001-1 instances can understand, process and speak any known language, with no known instance of language incompatibility between themselves or toward other races being recorded during current observation.

Upon losing direct eye contact with all sentient beings to itself (that is to say the instance is no longer being observed), QSCP-2001-1 instances will start to de-manifest, with a half-life on average of 25 to 40 seconds dependent on local conditions and locations of observation-capable Sentients within the general area. No traces of the original instance is left behind when the instance de-manifests, although modifications done to the local environment that is not a part of the instance itself persists. The physical strength of QSCP-2001-1 are unremarkable, and individual instances can be killed/deactivated with most standard methods of neutralization. Deactivated QSCP-2001-1 instances will de-manifest within 15 to 30 seconds dependent on the state and motion of the body, even under direct observation.

Incident 2214-5-11:

Following official first contact with the race known as "Humans" by the Citadel, multiple retro-causal instabilities started to pop-up within the registry databases which govern the identity and registration of the Current inhabitants of the Citadel- Registration data within the current database becomes temporally mismatched with that is recorded within the archives, new "Human" identity registrations pop-up spontaneously, the registry members oblivious of the change, and many records of "Humans" within the current registry simply become "missing" when compared to what's in the archives without apparent reason. In addition, [DATA EXPUNGED] have affected [REDACTED] data registries and archives across the entire citadel, which include [DATA EXPUNGED] and [DATA EXPUNGED] .

Security footage within the bathrooms of the Flux night club later revealed that their "Human" guests de-manifested within the secluded space when no one is watching, before other, completely different "Humans" re-manifesting within the room, from thin air. The relevent authorities were notified, and the Supernatural division takes over after realizing that the incident is supernatural in origin. Class-B Amnesiacs were distributed swiftly across all of the Flux night club, the footage of the incident was archived within the Supernatural division and wiped from the storage mediums of the Flux night club's computers, and the event was covered-up with a story that of a local Levo-Dextro food mix-up poisoning incident.

Addendum 2001-1:

although it have been assumed that QSCP-2001 does not actually record memories, and instead generate them on-the-fly alongside with the appearance, clothing and other personal belongings during the manifestation of the QSCP-2001-1 instance, It have now been recorded that the QSCP-2001-1 instances ARE being reused across different locations- Same appearance, same memories that includes what's acquired during the previous manifestation of said instance, and even the clothing are the same. However, it should worth pointing out that all Instances manifest without signs of disease, injury or physical abnormalities- even reused instances that have been damaged/injured/killed/deactivated re-manifests completely undamaged, with no sign of prior physical alteration present on such instances as if not even a single Planck time have passed from the previous manifestation to the current.
