A/N: aka A day in the life, aka Legislative solutions


"Yuki, I have to step out for the afternoon, I'll be back tonight." Yusei explained hurriedly on his way out of my office.

"What's wrong?" I asked curiously. Yusei had taken over our research and development as well as manufacturing teams, is doing the work of at least five people, and doing it better than anybody else. So naturally, he rarely had time to go anywhere.

"Luna just called me for help, she said the principal was going to fail her entire grade." Yusei replied solemnly, as though this issue is every bit as important as the weaponized Momentum he's working on. "Don't worry, Zigzix got some great help, they can handle it when I'm gone."

Zigzix just hired Bruno, who has been instrumental in developing a variety of technology that Yusei generally disapproves of, in particular the kind used to kill people. Z-One, or maybe it was Aporia, had sent him to get close to Yusei, for some reason I have now forgotten. In my defense, the last season of 5D was a mess. Anyway, he is not only literate, but has a systematic understanding of technological advances that really elevates our R&D to a new level. We convinced him to work by dangling time with Yusei in front of him like a carrot.

"So you're just going to go there and... duel him out of it?" I ventured a guess. I vaguely remember this part of the anime, something about Leo, Luna and Akiza at duel academy, a principal (vice principal?), or somebody in the faculty claimed they wanted to expel (fail?) the entire class over a reason I cannot recall. Yusei went in to save the day by defeating said single-episode villain in a card game.

"My deck will show him the errors of his ways." Yusei confirmed my suspicions.

"Are you going to do this every time there is an administrative failure in Luna's school?" I laughed, it was a little funny to think about Yusei challenging the secretary for a duel for not filing their taxes on time. "What he did clearly reflects a much larger problem in the school and a failure in oversight by the Neo Domino government.'

Yusei looked a little confused, he's used to bureaucratic incompetence, just at a loss on how to fix it.

"Duel academy in Neo Domino is publicly funded, right? Let me call Mina, she'll take care of it."

Not too long afterwards, Luna told me her principal was reassigned, as did a number of faculty. She doesn't know much else about it, being 10 years old and all, and I didn't have time to follow up. I did hear something from Mina about hiring a new school psychiatrist, apparently one of the (few) good duelists in school needed some moral guidance (her words, not mine).

Mina later sent me a memo containing a curriculum for the duel academy, now evaluated and approved by the Neo Domino government. I never did look at it, I mean it's a curriculum for a duel academy.


"You what?" I slapped my face. Maybe if I just closed my eyes, all of this will go away. Jack has been making me feel this way a lot recently, namely right after I gave him a free pass to 'duel first, ask questions later'

"Please slow down, Jack. There's no need to be so excited, everything has been completed, has it not?" Rex Goodwin placed a comforting hand on my shoulder. "So how many people did you arrest?"

"Four hundred and seventy-one." Jack said proudly, apparently thinking he deserves a prize or something. "I got the entire gang! All of those no-good scumbags trying to take advantage of people in need, we should let them rot!"

I groaned again, where to start. "What did we say about arresting people in Neo Domino?" Jurisdiction is something Jack has yet to comprehend.
"What? Mina doesn't mind, she told me so." Jack defended himself.

"That's before you took Our Security into Neo Domino, to Duel and arrest Neo Domino residents." And because Mina is head-over-heels in love and willing to blatantly overlook any unlawful activity on Jack's part.

I mentioned before that Japan has regressed into a modern variant of feudalism, many states/municipalities act like their own country. Most have an essentially independent, self-sufficient government, sort of like, well, our current situation. Neo Domino is not one of those states. Neo Domino is still under the direct control of Tokyo (hence the militarization).

On the silver screen, the issue of jurisdiction often gets ignored. In reality (my previous reality), it's not uncommon for American forces to arrest persons of interest on foreign soil, so it wasn't something I paid attention to until Rex pointed it out.

Unfortunately, we don't have a influence or military budge of what had been the richest country in the world.

Imagine, for example, if cops from, say Madagascar went into the US and forcefully extradited somebody, that's an international incident of the highest order; without the proper agreements ahead of time, this technically amounts to an invasion. Though Mina doesn't mind, but Tokyo does.

"Why don't you proceed with your story, Jack." Rex prompted.

"Right. Like I was saying," Jack turned his nose up ever-so-slightly, "I was patrolling-" He was patrolling Neo Domino, where he is at best a vigilante, "when I saw this mob boss breaking into somebody's house."

"Invited," Rex corrected, "Under some duress, but invited nonetheless."

"He was robbing the man's home!" Jack continued, ignoring Rex's commentaries, "Right in front of his wife and kids."

"Seizing his assets after defaulting on his loan." Rex added, "which is not mutually exclusive from robbery. So you understand our dilemma, Yuki-sama. Distasteful though it may be, there is nothing illegal about the situation."

"So, they were just carrying out an eviction?" I asked, something I was much more familiar with than the issue of sovereignty.

"What are you talking about? It was robbery!" Jack protested. He had grown up watching satellites having everything taken away from them by these mobsters, obviously he would do everything he can to stop them now that he has the chance.

"Call it whatever you want," I shook my head a little dismissively, a monthly interest rate of 50% should justifiably be called robbery anyway. Jack's not wrong, morally, in some respects. Legally, he's screwed.

"Mina had spoken to the judge, she said Jack is unlikely to be charged with breaking-and-entering. Given the original owners of the house had invited him inside." Rex assured me. They didn't invite him, Jack admitted as much. But Mina said they did, so they did.

"What about arrests made by our staff in Neo Domino?" I asked.

"We registered his company in Netherdale for him," Rex grinned, looking a little coy, "It appears Don Pierro thought he could take advantage of our new tax code and taxation agency. He was of course, caught and will be persecuted to the fullest extent of the law. Pursuing criminals past city borders without prior communication is still inappropriate of course, and the officers involved will all be severely, internally reprimanded."

"What, what's he talking about?" Jack asked, "Goodwin, what are you talking about?"

Rex smiled condescendingly, obviously not the first time he had trouble explaining things to his champion.

"Rex is saying we can't get him on extortion, so we framed him for tax fraud." I summarized

"Framed?" Jack blurted out incredulously, "But he's a criminal!"

"He is now." I grinned at Jack's outrage.

"At least he's pretty," Rex whispered in my ear.


"You have the paperwork filed for Bolton?" I handed Bolton's arrest report back to Mina, the ex-satellite was just convicted of Robert Pearson's murder two years ago.

"Yep! I can look into the company too if you really need the technology." Mina offered cheerfully, implying underhanded bureaucratic pressure in order to commandeer private technology.

"We won't need that for now, thank you though." I think Bolton's company was related to the technology Z-One used? I never quite understood the later seasons of YGO 5Ds, mostly because the plot is a self-contradictory mess. I vaguely recall Brutus using technology at Bolton's company to train Yusei on his Clear Mind (TM) technique. I probably remembered that wrong anyway.

"No problem! We can't have criminals in charge of such a huge company, it's a public safety threat." Mina replied with a smile, "And don't worry, I'll make sure to smother it in the press so Crow doesn't hear anything."

"Thanks, I really need him to concentrate on the kids right now," I smiled, relieved.

"Thank you!" Mina answered, "There're more than a few people involved in Bolton's coverup, you know." The underlying implication being she gained a lot of influence in Neo Domino by removing and instating the right people.

I felt this was probably for the best, without duels or duel robots or anything, just going by standard legal protocol. Of course, it wouldn't have been possible without our friendship with Mina and our position as head of Netherdale. Not every private citizen can request a full murder investigation into the CEO of one of largest companies in the world. Maybe in some places, the better places in my previous world, they could have, but certainly not in Domino.

"Oh, one more thing, can I put somebody into one of your old folks home?" I asked as a second thought.

"Somebody supposed to be there?" Mina asked suspiciously.

"Of course!" I replied, slightly indignant she would think I would use a Neo Domino nursing home to detain people. I clearly have better options. "Anyway, it's an old guy, Bashford. We're gonna renovate the area he lives in, so we need some place for him to stay. I'll probably have more like him in the next couple of weeks."

The old guy was a little reluctant at first, but agreed to move after we made up a zoning violation, it's not like he ever owned the house anyway.

"That won't be a problem," Mina answered, "Happy to help!"

"I still say we should have showed up an hour later," Vincent insisted, "Wait for Atlas to get on that scrap metal belt, just to see what happens."

"Either he makes it or he doesn't, how does that help us in any way?" Galen rolled his eyes.

"Well, if he doesn't, it would make me very happy." Vincent explained.

Galen nudged Vincent gently, gesturing towards Sector Security agent Kaz, who's looking on with horror.

"Ha, got you there, huh," Vincent laughed uncomfortably, "We mess around a lot on the job, that's all."

"Yeah..." Kaz didn't look convinced. "Mr. Atlas was instrumental in Syd's arrest, I knew he never lost it!"

Syd is fairly well-known in the Satellite for his fleet of duel runners, he's known in Neo Domino for theft of said duel runners. Also kidnapping, extortion, human trafficking, classic organized crime in poverty-striken neighborhood stuff. Kaz had been one of the agents investigating him, and when discovered, was (naturally) allowed a duel to fight for his life, a duel that he subsequently lost. He was lucky Jack had been following the same person and showed up just in time. In true Bone villain fashion, Syd tried to kill Jack by forcing him onto a scrap metal conveyor belt that would have crushed Jack, but also leave a huge mess and far too much DNA evidence. A very inefficient method of murder.

Vincent grumbled something under his breath, but seeing Atlas might have just saved the man's life, didn't protest further.

"With what Syd just tried to pull, we can get him on attempted murder too." Galen changed the subject quickly, "That, plus everything else on his plate, he's going away for a long time."

Vincent agreed much more enthusiastically this time. The Facilities had been moved recently, since Netherdale just bought the land it's on. But the structure and personel of the prison remained much the same, meaning if Syd's lucky, he will be going to a better place quite quickly. He does wish Atlas would have at least lost an arm or something.

"Look on the bright side," Galen nudged Vincent, "At least Atlas is following protocol now, much less paperwork for the rest of us, right?"

"If he didn't, he'd be in the Facilities by now," Vincent grumbled some more.


"And Ichiro?" Akiza asked.

"Get rid of him." I decided, "Wait, are any of the psychic duelists attached to him at all?"

"I'm not sure, it may be too early to tell." Akiza replied cautiously.

"Then throw him into the Facilities, we can always get rid of him later."

Ichiro has the misfortune of having recruited a group on psychic duelists, in order to strengthen his gang in a never-ending war for territory in Neo Domino. When I asked Akiza to recruit psychic duelists to our Security force, he's the first one that came to her mind.

I mean, he's also responsible for multiple kidnappings, illegal organ harvesting and about 30% of the drugs in Neo Domino, but if I were to be honest, we targeted him for the psychic duelists.

Also, we have to hold him in the Facilities because we don't have a jail yet. It's expensive and labor-intensive and for now, Mina is letting us use hers for free.

"He's cooperating in hopes of a more lenient sentence, should we give it to him?" Akiza trailed off, not sure what she advocated for, she just thought she'd bring it up.

"Um, honestly, I have no clue," I admitted, and I don't have anybody who does. Galen is technically our chief of security, but it doesn't take a genius to figure out arrests and convictions really need to be carried about by two independent entities. Also he's more of a 'shoot'em dead' type as far as crimes go. Maybe we can borrow Neo Domino's judicial system too?

I feel like that's a bad idea, but I'm not sure why.


"It will take more time for Bruno to get close to Fudo. Patience, Primo, is a virtue."

"We don't have more time Jacob, we've wasted all the time we had."

"Sherry was just arrested at Neo Domino for 'public disturbance', by the Netherdale police. Looks like your plan failed again Primo."

"Shut it, Lester, I don't see you coming up with any brilliant ideas."

"Public disturbance, what does that even mean?" Lester continued, ignoring Primo's darkening expression, "Wait, I get it. It means they know what we're up to and they're mocking us!"

Primo gritted his teeth, though it was obvious Lester was right. Sherry was arrested almost as soon as she set foot onto Neo Domino soil, first detained for the 'noise level of her duel runner', then for resisting arrest. Evidently just an excuse to take her out of the equation, Netherdale knows more than they had suspected.

"Lester!" Jacob boomed, cutting off his younger colleague's mockeries. "Luring Sherry into Neo Domino had at least showed us the extend of Netherdale's knowledge. Though it is time for us to find out more about this new power, we take over Neo Domino in the morning."


A/N: I call this chapter Season 3 because this literally covers the entirety of Season 3 from the anime, with the exception of Crash Town. All issues resolved, of course, like grown-ups and without reliance on a children's card game.
