Context: "Ninja Ninja Tactics" is Quest-style story posted by Viva01 on Questionable Questing, a NSFW story forum. My handle on that forum is Stormfury. Quests work through having readers post and vote on different presented decisions that effect the story, such as through decisions a character chooses, or loot that is found. There is also often a randomness factor using dice rolls to determine the results of character actions/fights/etc. NNT is a Quest that is based on an OC who is Kakashi's twin brother, and follows his escapades as he is growing up. This has greatly changed the timeline of Naruto, and is an extremely long read that is still on-going. Omake in Quests usually earn "points" that can be turned in to positively effect dice rolls for a single chapter, and I have written several for this Quest.

This particular Omake did not achieve "canon" status within the quest (as in, it does not count as "actually happening" in the story), but does reference two facts that ARE in the story - the very first line was taken from a different Omake that is canon, and the idea that the Hatake White Chakra improves others is also canon in the story. Also, if you don't recognize a characters name I probably made them up for the purpose of this Omake, except for Sanmei Kokoro - she was highly relevant to the story early on.

The White Wolf of Deviance

The White Wolf of Deviance, he would roam about the land looking for beautiful young maidens and seduce them away, from princesses in faraway lands to newly-wed brides before their first night with their husbands...

"Gentlemen. Time is short. What is the current status of Operation White Wolf?"

Four old men sat in a shadowy chamber. Lamps flickered in the corners, faint light revealing the faces of those present. Facing away from the only entrance to the room, Hiruzen Sarutobi quietly puffed his pipe. Despite being in a sealed chamber, the smoke emitted did not diffuse through the room - rather, it condensed, back into a pouch on the table, perhaps to be enjoyed anew at a later time. Truly, the control of a Kage is legendary.

"Given your terrible planning, Hiruzen, Operation White Wolf is in more peril than ever! Why on earth did you send him to the Suna front of all places?"

Across from him, back most definitely not to the only entrance to the room, sat Danzo Shimura. The scarred Shinobi, normally a master of composure, must truly be upset to let such emotion not just leak out into his voice, but show on his face as well.

"We have discussed this several times before, Danzo. Reason, we are growing his name. Reason, we wanted Uzumaki Kushina on that front to test her diplomacy with our allies, and she would fight going if her team did not also go. Reason, it is unlikely for any new attachments to spawn on that front, allowing maturation of current relationships to further without the strain on even more. Frustrated demand, can we just get on with this?"

On one side of the table was an elderly Aburame, older than both Danzo and Hiruzen. Shino Aburame was clearly well past any glory days as a shinobi - a cane leaned next to him at the table. Dressed in a typical long Aburame coat, his sunglasses, worn despite the fact he was indoors and in poorly lit room, were oddly large - they could cover up a smaller pair of glasses easily. But the faint buzzing he emitted betrayed the truth - old though he may be, he was a ninja who lived long enough to grow old, and would only be all the more dangerous because of it.

"Oh sure, now that your great-grand niece has secured her future in the plan, you want to limit the numbers, Shino. This isn't about any one pairing, this is about improving Konoha as a whole!"

"Peace, Danzo. You are young yet, and need to take the longer view. Operation White Wolf has seen more success in the last 5 years than it has in the 30 years prior. You are newer to this plan, and your impatience is understandable, but it is not justified. It was decided, we put in place as much security as we could for the boy and his... partners. I was satisfied it was secure enough for my clan member, it should be good enough for you. Also, before we continue, I'd like to once again let us all laugh at our missing member."

The last member present, Uchiha Shisui, made the Aburame look young. Though his eyes were milky, he was not blind - a warrior who had fought for his clan when Madara and Hashirama were still young is a warrior to be feared.

"Heh... Poor Hachiman, called in to diaper duty again while all the mothers go out for the night. At least he's contributing to the future more than most!" All four men took a drink of sake at that, chuckling at the unlucky man's fate.

"Anyway, our time is limited. Confirmation has come through that another of the subjects has made her move, bringing our tally for the younger subject up to 5." Hiruzen shuffled through some papers in front of him. "It appears that this one was one of the two adopted Hatake's, which works doubly well for the plan due her being normally in closer proximity to the boy than the other girls are able to be."

"Yes, that would allow her to have passively absorbed more of the White Chakra than most. She also does not have a bloodline of her own, so this will give good baseline data for future subjects." Danzo reached out and took the proffered paper from the Hokage, perusing what turned out to be a report stolen from Dr. Juniper's lab, detailing the latest updates from her research.

"It is good that the boy has been so proactive. Reason, it shows that with sufficient early pushes and nurturing, the bloodline seems to want to spread. Reason, when compared to the control, the subject has clearly shown a proclivity to spread his chakra, which the control, who was not pushed, lacks. It perhaps even bleeds over into every action. Reason, he almost triples the next closest ninja in overall chakra donations to the hive, and that ninja has been doing it for nearly twice as long as him."

"Good, good... further reports also state that it appears likely that the next subject to make her move will be Akimichi Chouchou, though that might be in part because the other one who seems closest to jumping the boy is that civilian mob boss, Miki."

Shisui reached out for that document and gave it a quick glance before passing it on immediately. "Ah yes, another variable - would her children, due to her lack of innately developed chakra, have the bloodline stronger due to having no other influence but the White, or weaker, because of her own weakness? I have seen plenty like her in the past - she is weak, and her lust will overcome her morals within 2 years, I predict."

The Hokage puffed his pipe once more. "We've isolated the boy now from most of his peers, in a dangerous situation where even half of his allies are likely to try to stab him the back. He will need to hold his partners closer still, and the likelihood of experimentation will correspondingly rise. We ensured that not only more copies of the Uzumaki Kama Sutra were planted in that one store the kids all buy their books at, but we planted ANOTHER copy on the boy after the last one got confiscated by Kushina... again. I'm not sure that shes actually confronted Karasu about that yet, and just thinks he keeps on buying more for every one she steals. He definitely hasn't noticed, as far as we can tell."

Hiruzen stood up, and began pacing. "When Tobirama-sensei first brought me into Operation White Wolf, it appeared to be a failure. Despite your best efforts, Shisui, along with Tobirama, Hiten Hyuuga, and Yamanaka Inomaru, you could not arrange for Sakumo's parents to survive to have more children. Moreover, even Sakumo seemed at first to be a failure - he was married to his work, before he met his wife. It is only in recent years, after the birth of his first children, that the Operation has moved forward so successfully. I believe that was the tipping point - seeing the success of his own children, surviving long enough to see just how good they could be, prompted him to want more. When he approached me relocating a potential mistress, it was all I could do to not immediately shout yes, because I had long ago done a background report on her, and had ANBU running interference every time they met up."

"Now, we need to begin to move into phase 3, to begin reintegrating the control into the study as a control is no longer needed, and perhaps to subtly move the young sister towards a suitable candidate. Perhaps an Uzumaki boy? Regardless, we have moved past the precipice. We know the old writings that Tobirama had found were right - we know the legends about the White Chakra simply improving everything are true. Moreover, with the research into the Hyoton, and the effects on Aburame Shibue's hive, we know that the White Chakra's reach extends even to bloodlines! The more it can spread, the stronger the village is. We know this plan can - wait someone's coming!"

Almost instantaneously all the papers disappeared from the table. More sake appeared, as did some snacks. Cards flew across the table, as did money, and when the door opened not 2 seconds after being alerted, a game of poker was in full swing.

Biwako Sarutobi bustled into the room, which was suddenly well lit and now quite clearly a den of some sort. Couches lined one corner, with family pictures and even a few trophy weapons that had been collected over the years hung on the walls. "Ah, Hiruzen, you better not be taking all of poor Danzo's money again! It's a shame his girlfriends wouldn't allow poor Hachiman to come to your game, with how rarely Danzo here can make it due to the war. Did you boys need any more snacks before I head out to meet the ladies?"

Danzo scowled at that, looking away from the door. Just because one time years ago Biwako had managed to "sneak" closer to the room before being detected and he hadn't been able to get any money out before she got in, he had to be the one bad at poker?

"No dear, go out and have a good time! Enjoy your game!"

Biwako, of course, went out to have a great time, for she too had a secret meeting to attend. Luckily for her, it was easy to schedule, as Hiruzen had been holding a poker night once a month since he became Kage, taking over his own teacher's game and continuing the tradition.

She quietly made her way over to Sanmei's old house, to continue a tradition of meetings that had been ongoing for decades.

Operation Deviancy was a plan that had been unfolding slowly, but steadily, for longer than she had been a member. When one of the founding members, Inoko Yamanaka, had passed away 15 years ago, she had been pulled in as the replacement. The other three members were waiting for her - Shia Akimichi, Yuki Uchiha, and Hyuuga Hina. Though Shia and Yuki were founding members, Hina was the newest, replacing her recently deceased aunt. Perhaps if she had not been out to war during this time, Elder Koharu would have been tapped, but needs will as needs must.

Moving through the now Kunoichi dormitory slash hangout, Biwako arrived at her monthly "game of mahjong". After sealing the door shut, and making small greetings, the meeting commenced.

"Ladies, I have great news! I spent the early afternoon having Tea with Haruna, and was able to scan both of the twins and young Hakuro. Though I will need to bring Hina around next time to be sure, the feel of their chakra already feels identical to what we've come to expect from Operation Deviancy - more so, in fact, as it appears that more active training of the White Chakra has been done in their presence than any of the other children at this age. Moreover, their Chakra senses in general seem to be more acute! This is a great sign as to Goal One of the plan!"

Uchiha Yuki cackled at that. "Excellent, Biwako, excellent! We spent years and years trying to throw women left and right at young Sakumo, and it never worked - we thought he was just too monogamous. Who knew that what we needed to do was throw them at his wife too?"

"I'm still mad at you all for not realizing that when you were throwing me at him 10 years ago. Oh, I'm happy for little Nemo and Orihime, and I do love my husband, but..." Hina trailed off.

"Yes, Sakumo IS quite dishy indeed." All four women nodded at Shia's statement.

"What about Goal Two?" the elderly Uchiha asked.

"Goal Two was also met. Thanks to Haruna's latest business plans, I even brought along some proof." Biwako reached into her purse and start pulling things out to pass around.

"Oh my, yes, they are so adorable. I can't wait to see young Karasu's kids too, if his siblings are this cute! Oh, the old stories that Inoko had found were right - while many clans carried off women to have their way with them, the Hatake's were the clan that women WANTED to be carried away by! Not just because they were so good looking or treated them well, either - I read through the clan archives, and the instance where the daughter of the clan, my three times great grandmother, was recovered after she was with child... that child was the greatest prodigy the Akimichi have ever known! This corroborated with other sources, including Juniper's research - while some bloodlines supplant each other when mixed, and some weaken when diluted, the Hatake White Chakra always improves! Also, I can't even lie, these babies are so much cuter than my own grandchildren..." Shia hung her head in shame, before fire lit in her eyes and she shook her fist. "But Chouchou will change that! She WILL have the most absolutely adorable Akimichi babies the clan has ever seen!"

"Hear hear! Oh, and in other news, I restocked that bookstore AGAIN with copies of the Uzumaki Kama Sutra. I have no idea how they keep getting lost or stolen, but I also had to replace Karasu's copy at least three times while he was back in on leave. I don't know if its his parent or Kushina who keeps on taking them, but I know none of them have confronted him about why he keeps on buying the book!"

As the four women cooed over the absolutely adorable baby pictures Biwako had collected, Biwako was only disappointed that there wasn't a Sarutobi girl around the right age to get involved. Though, come to think of it, was one of her boys close enough in age that she could encourage them towards that precocious girl, Shiroko? She'd have to start putting feelers out there about the girl, but she couldn't let Tsunade catch on to her interest - she'd only interfere! If only she was more encouraging, like Kushina was - now there was an ally you could rely on! Even if she didn't know she was actively working towards your secret agenda, she probably propelled the plan along faster and further than 30 years of Operation Deviancy without her!

In her tent on the front, Koharu read through her correspondence. She more than any other Kunoichi had been working actively and effectively towards her goals. Her most obvious goal was the empowerment and positioning of Kunoichi in the villages power structure. But behind the scenes?

"Report, Agent Horse."

"Operations White Wolf and Deviancy have received word of the Subject K's acquisition of his 5th conquest. Agent Rabbit planted the report from Juniper's lab in an easily found location, and Agent Fox tagged along as guard for Biwako's home visit."

"Good, good. All of the breeding plans are working out as planned - frankly some of them worked out far better than I could have expected. Who knew that, when I found a dozen women of acceptable genetics and arranged for them to be in place around Hachiman - not that they knew that of course - while he was drinking, he would grab seven of them?"

Chuckling at that, Koharu continued her report, and issued more orders to be carried out to Agent Horse. She had been working at this for a long time, since Sanmei Kokoro had noticed her efforts and brought her into her own plans. Now THERE was a Kunoichi among Kunoichi! She had been arranging relationships for years, playing matchmaker without anyone realizing what she was doing. When Sanmei had told her of Operations White Wolf and Deviancy, two "secret" plans that had been working and failing side by side for decades, Koharu knew that she would have to succeed despite those groups, not because of them. Of course, she decided that after she had a good long laugh at how the two groups still didn't know the other existed, despite practically walking on each others toes the entire time.

But Sanmei knew, and now Koharu had seen it too, that there was something special there with young Karasu. He had the potential to really meet the goals those groups had, and to exceed them. Those kids... his team... they were the sort of team that legends were made of, and their closeness to each other and determination to protect the team were what made it work. That was why Koharu had urged that team formation to begin with - the Uchiha and Senju children could have been replaced with several other girls and probably gotten similar results, but having Kushina be the sensei was the true lynchpin for making the plan work. Any other sensei would have discouraged the relationships that hilariously many clan elders were actively trying to make happen, but not Kushina. Kushina actively pushed the kids together, because she too realized how cute it was! Also probably because it was funny to her to embarrass them, but Koharu didn't care about the why here, just the how.

"Oh, what about the girl, Shiroko? Is she still...?"

"Yes, she is. Agent Gecko has now had to recover 12 different copies of the Uzumaki Kama Sutra from her, that she somehow manages to steal from her brothers room. Luckily she has not managed to read any of it... yet. I pity the poor boy she chooses after she finally does read it, though."

Koharu chuckled at that. Oh, sometimes she loved her job.
