CIA Document #3 Modernization

Greetings Commander… welcome back. With the recent arrival of the Neuroi to our world along with the estimated two billion people and countless facilities from the alternate world now here in our world we have decided to initiate some measures to help the soldiers of the alternate world as well as our own troops have more advanced technology at their disposal. Currently we have come up with a number of upgraded and modernized vehicles for both or troops and the forces of the alternate world to use.

The F-14 Tomcat is a variable geometry fighter originally designed and put into service in the early 1970s. Due to the rising costs as well as the lagging technology of the F-14 the navy decided to retire the aircraft. However the Central Intelligence Agency acting under Operation Refrigerator mothballed nearly one hundred F-14Ds in order to be used at a later time as needed. Since Operation Refrigerator was initiated the research and technology division of the Agency has performed a crash upgrade program of the venerable aircraft. Recently we have upgraded the radar to a more powerful AESA radar with 50% more range then the previous radar the ability to track ground and sea targets in addition to air targets. Additionally we have rearmed the Tomcat to be able to fire AMRAAM missiles as well as the latest AIM-9 models both the X and the Z variant. Also the Tomcat was equipped with the ability to drop JDAM bombs and fire both JASSM and JSOW missiles. The signature weapon of the Tomcat the Phoenix missile has also been upgraded to feature a new more powerful warhead using more advanced explosives and metals to increase the damage. Finally the Tomcat has been given new engines for increased speed and range as well as the ability to use thrust vectoring. The new designation for this upgraded Tomcat is the F-14E Ultra Tomcat.

The F-4 Phantom was a series of aircraft used by the Air Force, Navy and Marines during the 1960s-80s currently we have three variants that have been brought out of storage, the E,J, and G variant. The G variant is a SEAD aircraft that we have not given quite as much attention other than to give it more advanced avionics to fire better weapons and evade enemy fire more efficiently but for both the J and the E model of Phantom we have given them more powerful radars and engines as well as fly-by wire technology. Both models have been given the ability to use AMRAAMs and AIM-9Z-X model Sidewinders as well the ability to use JDAMs and fire ALCMs. Both aircraft models are now referred to as F-4X Super Phantoms.

The A-6 attack plane was a Marine Corps and Navy tactical bomber used during the 1960s it was well known for its role in the SEAD missions over North Vietnam. Currently we have given all of the A-6s new engines, fly by fire abilities, and a new fire control system capable of dropping JDAMs. We are designating the aircraft as the A-6Y.

Given the current situation and the recent attrition projections for our aircraft in the field we found it prudent to begin to built a cheap jet fighter bomber that could be mass produced with little effort and could be easily transition to from 1940s era aircraft. So after some internal debate it was decided that the A-4 Skyhawk was to be that aircraft. Currently it has been upgraded to use better avionics including fly by wire, a new fire control system capable of firing AIM-9X and Z model heat seeking missiles. The ability to be equipped with JDAMs, JASSM, Brimstone, and JSOWs in addition to the older weapons it could carry like the Maverick ATGM. The new engine has increased the range by one hundred kilometers, and boosted the maximum speed to 1,160kmph; and finally increased the payload capacity by 50%. We plan to train the pilots of the other world on this aircraft and launch them from the Midway and Essex class aircraft carriers from that world that we intend to modernize in the same way we did to our Midway and Essex class carriers. The current estimate is that when the production line is started in November we will be able to built 100 aircraft a month. We are designating this model of Skyhawk as the A-4Z.

Due to the war effort a previously cancelled military project is being reactivated for use in the field. The YAL-1 Airborne Laser craft with its COIL laser system have been put into service with conversions of civilian airliners into YAL-1s is to commence by the end of the year.

The older but still viable M60A3 Patton tanks have been upgraded further by our forces. We have installed armored skirts for protecting the treads along with slat armor on the skirts and ERA plates on the turret. The optics and stabilizer have been improved to increase night fighting and maneuver warfare abilities and the engine has been replaced by a new Hybrid Diesel, Electric engine increasing its fuel efficiency. The new model is referred to as the M60A4 and is to be given to the forces from the alternate world to supplement their older tanks which are currently being upgraded.

The famous P-51D Mustang fighter is currently one of the most numerous fighter aircraft that arrived from their world to ours. We have modernized the fighter with a new engine increasing its speed to 800kmph and increasing its range to 3000km with drop tanks. The aircraft also has been given a primitive radar controlled gun sight and some night fighting equipment for a 24 hour battle scenario. The payload has been increased to allow it to carry four 375kg bombs or ten 155mm HEAT rockets that we have equipped with a laser guidance system for attacking targets more accurately. The laser designator is located in the gun sight and will guide the rockets wherever the pilot is pointing the gun sight allowing for both air to air and air to ground use.

The P-47 Thunderbolt has been given similar treatment. We have increased the armor to withstand up to 20mm APHE shells and given the aircraft a better engine to compensate for the heavier weight. The original armament of eight machine guns has been replaced with four quick firing high velocity 20mm auto cannons and 155mm laser guided rockets. Due to the new engine range and speed have not changed on the aircraft and the handling is much the same.

Currently we are testing modified Spitfires, FW-190s, and BF-109s. Upon completion of these new upgrades we will begin testing more modifications for world war two era fighter planes such as the F-4U and F-6Fs etc.

Finally as we have seen in the field heat seeking missiles like the AIM-9 are not as effective against the Neuroi since they produce less heat then a jet engine unless the core is exposed. However we have discovered that they emit a strange energy we have dubbed "black ether" when they are in flight. We have done some fine tuning and created a new model of Sidewinder called the AIM-9Z which tracks the black ether waves given off by a Neuroi. The AIM-9Z has all of the same characteristics of the AIM-9X but optimized for fighting Neuroi.

"You know this would go much easier on you if you just cooperate… "Pilot Officer" Suwa." A North Korean interrogator said to the bruised and exhausted Japanese witch on the other side of the plate glass. Captain Chu stood on the opposite side of the two sided window along with Captain Cho of the Democratic People's Republic of Korea Special Operations Force.

"Please I swear to you I can't help you… even if I wanted to I can't." Amaki slurred with fear in her voice. Both the interrogator and Amaki were speaking in English as Amaki didn't know either Korean or Mandarin. The interrogator laughed and opened up a draw in the table that he sat at across from Amaki.

"You see… I know that you are lying Pilot Officer. I know that you know how to built striker units… you are a witch after all so you must be familiar with the mechanics of how to construct these… striker units." The North Korean Officer said to the pilot officer as he pulled out a specially constructed device for ripping out finger nails. Amaki starred at the device with fear in her eyes.

"So she hasn't cooperated?" Lien-Hua asked Captain Cho who shook his head.

"No the little Jap slut isn't giving us what we want." Captain Cho replied before spitting on the ground. "The stubborn little bitch claims that she doesn't know how to build striker units." Captain Cho explained. "We know that the people from her world will help the Americans and European build striker units for their witches, so that makes acquiring our own strikers for the SDC all the more important." Captain Cho told Lien-Hua who just nodded as she went back to listening to the interrogation.

"Please… I swear to you I only fly in strikers I don't actually know how to build them. You wouldn't know how to build a car you drive or a plane you fly… why do you think I would even think I know how to build a striker unit?" Amaki pleaded to the interrogator who smiled with clear malice in his heart.

"If you don't tell us what we want to know I swear… I will rip out each and every one of your finger nails as slowly and painfully as possible. It is quite excruciating I assure you." The interrogator told Amaki who started to cry in fear.

"Please…have mercy… I… haven't done anything to you…. why are you doing this to me?" Amaki pleaded which elicited a laugh from her interrogator and the guards.

"Because you are nothing but a Japanese Imperialist whore and a stubborn one at that… guards hold her down." The interrogator said to the guards. Two PLA soldiers grabbed Amaki and placed both of her hands on the table and spread her fingers out.

"NO…NO… PLEA…AAAAAAAAAAH!" Amaki shrieked in pain and terror as the interrogator ripped out one of her finger nails. Blood gushed from the new wound and the interrogator laughed.

"You decadent capitalist whores are always so concerned with your finger nails and painting them like some back alley slut… now tell me how to built striker units or I rip out more of your finger nails!" The interrogator shouted to Amaki who was crying in pain.

"I don't know how!" she cried out before he ripped out another of her finger nails, leading to another cry of anguish and pain from the Japanese witch. Lien-Hua turned to Captain Cho and spoke.

"You have been at this for two days now and yet no results…. The party is getting quite impatient Captain Cho." Lien-Hua said to the older North Korean officer.

"Well if you have any ideas I would like to hear them?" Captain Cho replied with some level of annoyance. It was quite clear that the North Korean didn't like the idea of a woman giving him any measure of lip; even if she was a member of the party; as far as he was concerned she was just a woman who didn't know her place despite what the party hierarchy might have told him.

"Perhaps I could speak to her then." Lien-Hua suggested to the North Korean who looked at the young party officer and raised an eyebrow.

"What makes you think you can make her talk?" He inquired to Lien-Hua.

"Well if brute force has failed… perhaps subtlety will work… and besides…" Lien-Hua turned to face Captain Cho. A pair of white tiger ears and the tail of a white tiger appeared on her body. "It takes a witch to break a witch." Captain Lien-Hua Chu of the First Magical Shock Battalion said to the North Korean Officer who smirked at the thought that China's highest ranking witch was about to try and succeed where he had failed.

BUM-BUM-BUM…. Holy shit China has witches! I bet no one saw that one coming. I have had the idea for this character for a while now about a year to be exact… I always knew that when the SDC took center stage they would be countering the Neuroi with witches who grew up in their territory it brings up the potential for some interesting new conflicts. Now for Lien-Hua herself without giving away too much now she is a 16 year old girl from Beijing China and the daughter of a high ranking communist party member… but the question now is will she be a hero or a villain or perhaps something in between… I guess time will tell.
