Since there seems to be confusion on what is going on, I decided to make an informational chapter on all the minute details that some missed and clarify confusions.

Makima vs. Precognition/Thinker Abilities
As shown in chapter 4, Thinker abilities, especially pre-cognitive abilities, do not work well on Makima. Any power that requires simulations of Makima or tries to delve into her nature as a Devil and her powers will backfire painfully like what happened to Tattletale.

"Is not of this world, she is not hu-

Pain exploded across her head, starting from the temporals and radiating both ways to the occipital and frontal. Before she knew it, the soles of her feet were no longer flat on the ground."

Worm Pre-cognition is basically a giant computer simulation that can predict the future based on data from past events. Because the Tattetale's Shard never encountered a Devil like Makima, it was unable to fully compute her nature and overheated.

However, Thinker abilities that analyze Makima's human-like traits such as behavior, attitude, honesty and lies, can still be used, although with difficulty.

"But her power fed off these worthless pieces of information to exponentiate into something valuable.

Name is Makima. Unconcerned about her identity. Wandering why you are staring at her. Noticed that you are in pain and concerned for your health. Wishes to protect the residents of this city and everyone present."

Here, Tattletale's power worked because it did not delve into her nature as a Devil although the information was incorrect because Makima chose to portray herself as a hero here and deceived the shard.

Entities and Devils
In this story, the Entities are aware of Devils. They sealed off the CSM man world and disconnected it from the rest of the Earths. This is why Makima lost all her contracts even though she could use them across multiple dimensions (When she went to Hell).

"But the #%% # threatened to undo the fundamental reason for her creation, having emerged from a world sealed by the entities in the eons past."

But somehow, something/someone penetrated this seal and brought Makima to the Worm-verse

"Then the #%% # had come, carried down in the palm of an even more incomprehensible existence through a tear in the trans-dimensional barriers that separated the multitude of Earths from a domain that even the entities dared not tread."

But not all entities know about Devils. The two Entities that are relevant to Worm is Zion the Warrior and Eden the Thinker. Zion's purpose was to defend and protect his counterpart while Eden's purpose was to plan. Thus, Zion and his shards are unaware of Devils while Eden and her shards have some knowledge on Devils. What this means is that Zion Shard Capes (Natural Capes) with Thinker abilities will have a much more difficult time Pre-Coging Makima than Cauldron Capes who's shards are from Eden. But even Eden doesn't have a complete database on Devils and what information she has is limited due to the CSM world being sealed off.

Makima and Simurgh
This is why the Simurgh was able to Pre-Cog Makima. The Endbringers were created from Eden's shards that contain knowledge and data on Devils. Thus, Simurgh could analyze that previous data and calculate possible futures. But, due to the limited available data on Devils, she cannot predict Makima as easily as she can with other humans. Furthermore, the further the future goes, the more difficult it is for the Simurgh to see it clearly.

"Even after accessing multiple shards to alleviate the computational strain, the future remained murky and unclear the further she tried to see. If she were to attack now, victory would be almost guaranteed. But by choosing to analyze the #%% # rather than eliminate it outright, she ran the risk of losing everything."

By not killing Makima and choosing to collect data on her, Simurgh runs the risk of defeat.

In Canon, the Simurgh's principle plan against Thinker Blind Spots like Zion and Eidolon was to stack the deck in her favor so that she would win no matter what happened.

This is why she's trying to weaken Makima as much as possible by making her a hero. She sent Leviathan to be eliminated because the love and adulation Makima would get for defeating an Endbringer would weaken her severely. Simurgh is sending the Fallen, Machine Army, Slaughter House 9, and Nildbolg at Makima to analyze her data and weaken her further if she wins. While Makima could gain strong parahumans and their powers, but Shards are not designed to be used by Devils and are optimized for parahumans. Thus she can't access even the limited power of a shard.

"While her connection to Lung was stable, these parahuman powers had been tailored for humans, making it difficult for a Devil like herself to harness their full potential."

Whatever power she gains would be trivial to the weakening of her most powerful powers. While she could build herself a parahuman army, Endbringer's fought hundreds of parahumans all the time. It's not a huge threat to the Simurgh.

Devil Powerups: Love vs. Fear
Emotions can affect Devils via 2 ways. People can fear or love the concept the Devil represents, (Concept of Control), or the Devil herself (Makima). So, while the world doesn't love Control, they Love Makima, so she is still weakened like what happened to Chainsaw Man. Some people would argue that he was weakened because they loved Chainsaws, but as part 2 of the manga showed us, Pochita is probably not the actual Chainsaw Devil. He's just a devil that uses Chainsaws as weapons rather than being the conceptual embodiment of Chainsaws
