Chapter 24: Spectre
If you ask the executor of Citadel Security about what his favorite part of his job was it would not be his meetings with the council. When executor Venari Pallin joined c-sec, he was a peace officer. He liked it for the most part, patrolling and helping citizens. As he made his way up through the ranks he started to turn into a politician. His priorities change depending on the council or the media and having to justify nearly every decision he made.
In the council chambers he was a meeting with the council over what happened at Chora's Den. "Two high happened at Chora's Den. "Two high ranking officers went into a popular nightclub and got involved in a gunfight with security and reports of the owner shot in the head." Tevos said sternly.
"Care to explain their actions." Sparatus demanded.
Pallin took a breath before speaking. "The officers had obtained a tip that the owner 'Fist' was under the employment of the Shadow Broker before betraying them for Cerberus."
The council perked up at this information. "Please continue executor." Valern encouraged hoping for some developments in finding the group.
"Well, the two officer's encountered fist and they were told of a quarrian that found data on them experimenting on the geth."
The counselors tensed at this. "First the Rachni and the Thorian now the geth?" Sparatus muttered in disbelief.
"You obtained the data, correct?" The salarian counselor asked.
"We have forensics looking over it and will be sent to you once completed."
"And the quarrian?" The Asari councilor inquired.
"With officer Vakarian, we are arranging a protection detail."
"Very well, we expect all relevant reports sent to us." The turian councilor ordered.
"Right away." The executor said before taking his leave.
Once the executor left the chamber the councelors turned to each other. "This is a problem." Valern said urgently.
"Agreed, but there is nothing we can officially due to the location of the 'research' facility." Tevos said.
"But this could lead to another war with the geth." Sparatus said. "We can't just look the other way from this even if it's taking place in the Terminus System."
"It is marked as of 'human' interest." The Salarian said. "I think that this is the perfect first mission for our newest Spectre."
The turian growled. "It's too soon."
"Spectre Nihlus has given her the recommendation to be a Spectre." Tevos said. "He knows the risk to his reputation if it all fails."
Sparatus hummed. He recommended Nihlus when he was still in the military. He trusted the Spectre's judgement, bringing much of the current turrian personnel into the Spectre's. "Fine, let's make it official." He relented.
Shepard was with Liara watching TV in Liara's apartment. Liara was on a datapad looking over her prothean research. Shepard was not paying attention either just taking looks at the Asari as a Salarian soap opera was playing on the TV. She decided to lay her head on Liara's shoulder taking a peek at her data pad. Liara's eyes looked toward the human and started getting flustered.
"Shepard what are you doing?"
"Just seeing what you are up to."
Liara had a small nervous smile on her face. "I was just going over some of my research on the Prothean Beacon."
"Anything interesting?"
"So far, it's proving one of my theories correct."
"Oh."
"This beacon seems to only work with Protheans and seems to act on their DNA."
"Interesting."
"Yes…" Liara continued only to be interrupted by Shepard's omni-tool ringing.
Shepard looked at her omni-tool ringing and groaned. "I'm sorry Liara, but Udina is calling." She said apologetically.
"This is Shepard." She said.
"Shepard, we need you to get to the Presidium immediately." Udina said curtly before hanging up.
She sighed in frustration, rubbing her head. Liara gave a look of concern towards the commander. "I got to go; I'm probably going to get my next assignment."
"Yes, your ambassador seems curt."
"He always has been humorless."
"Good luck Shepard."
"Thank you, Liara."
Shepard gave a small kiss to Liara's lips before heading out of the apartment. Liara stares the door before smiling.
Shepard took a cab to the Presidium before walking to the council meeting hall. She saw Udina and Anderson waiting for her. "Shepard you made excellent timing." Anderson said.
"What's going on Anderson?"
"You will know once you meet with the council." Anderson said cryptically but proud.
"You best make your way over there." Udina ordered.
Shepard made her way over to the council waiting above her. She looked to the side to find Nihlus on the side with another turian that she didn't recognize and a female quarrian.
"Shepard step forward please." Tevos ordered.
She followed the counselor's instruction. Everyone in the area looked over to see what is happening. Tevos decided to start speaking after a few minutes. "It is the decision of the council that you would be granted all the powers and privileges of the Special Tactics and Reconnaissance branch of the Citadel."
"Spectres are not trained but chosen." Valern said. "Individuals forged in the fire of service and battle those whose actions elevate them above the rank and file."
"Spectres are an ideal." Tevos continued. "A symbol, the embodiment of courage, determination, and self-reliance they are the right hand of the council, instrument of our will."
"Spectres bear a great burden, protectors of galactic peace." Sparatus said. "Both our first and last line of defense, safety of the galaxy is theirs to uphold."
"You are the first human Spectre commander." The Asari councelor. "This is a great accomplishment for you and your entire species."
Shepard looked at the councel in shock before schooling her face. "I am honored." She told them.
"We also have your first official assignment." Tevos said.
"Nihlus will give you the details." The turian councilor said nodding his head towards the other Spectre.
"This meeting of the council is adjourned." Tevos said before the council exited the hall.
