(Sento and Gentoku stare at each other. Swinging around the two change into their Rider forms with glass blocking the two.)

(Build watches with Rogue's reflection in the glass as he punches it.)

(The glass cracks and within the cracks are the other Riders and characters who have their eyes closed before opening them.)

(Chifuyu, Taizan, Maya, and the IS pilots stand in front of the torn Touto flag gazing off into the distance. Changes to a pair of 3 people gazing out the window.)

(Changes Mido, Phantom Task, Rogue, and Stalk standing behind a Seito flag, with Mido smiling. Changes to Tabane her eyes aren't visible as she grins.)

(Grease, Akatsu, and Cross-Z walk down separate paths before merging and looking off into the distance.)

(Sento grasps his head, as he lifts his head up we zoom in on his eye with the back of Katsuragi walking off.)

(Build and Cross-Z mirror each other half as they look up. Change to Akatsu and Grease doing the same. Then to Rogue and Stalk with the same, before Stalk leans off and smashes the barrier.)

(Sento puts on a determined face as he stands tall with a device in his hand and the Hazard Trigger in his belt. Sento splits the device and inserts it.)

(Two modes of Build flash on screen only showing their eyes. Then to Sparkling Build swinging his blade to the right before charging forwards.)

(Build battles Rogue, while Akatsu Charge and Grease Crusher battles the Kaisers. Swing around to Cross-Z Charge opening the shoulder missiles and blasting the screen.)

(Build lifts his head up Sento overlaid on top with a smiling Chifuyu behind him. Changes to Rogue with Gentoku overlaid with a burning city in his background. Both Riders jump up and kick towards each other.)

(Grease injured clenches her arm as she gets up to her knee. Akatsu leaned back standing before she leaned forwards and clenched her fists. A battle damaged Cross-Z puts his fists together. Battle damaged Build strikes his pose.)

Construct 107: Touto VS Seito
We are observers… Enclosed Arena...
The day of the duels have arrived after a week of preparation. A stadium is modified into an enclosed combat arena. A screen within two viewing rooms pulled up the roster for representatives. 8 fighters, 4 matches. Limited viewers of both sides watch.
Announcer: We will now begin the proxy fight between Touto and Seito!
Himuro:(in his office) I'm counting on you.
Mido:(in the viewing room) Now the bottles will be mine. I will obtain the energy in Pandora's Box and become the leader of this country!
Namba:(sitting)...
We are Sento… IS Cafe Lab…
Panicked breath leaves my breath as set in the last piece, Sawa looks over my shoulder at the new device. "It's complete!" I exclaim, sliding back in my seat to look at the new bottle. "The Bottle and weapon is able to fully utilize the power of the Hazard Trigger!" I glance over at the new weapon to my right. Grabbing the bottle container I stand up and gaze upon my creation.
Sento:(eyes sparkling) I'm awesome! I'm the best! I'm a genius!-(glances at watch) ah! This sucks.(turns to Sawa) I need to head to the venue now!
I rush over to my desk to grab my clothes to head out. Making a quick glance back to see Sawa looking at the Bottle with an unsure face. "Sawa-san?" I ask, catching her attention. "You can trust us, if anything is troubling you, just ask." I said putting on my coat. "Right…" Sawa mutters.
Back at the Arena… We are Observers…
Madoka and Rain step into the center of the Arena with their transformation devices on them.
Announcer: Round 1: Kamen Rider Grease VS Engine Bros! Prepare yourselves!
Both prepare their devices. Madoka readies her jelly while Rain takes out her Gear Bottle. "Robot Jelly!" "Gear Engine!" The two enter their transformation poses as their standby music plays. "Henshin." Madoka said. "Jundou." Rain said. "Squish! Stream! Overflow! Robot In Grease! Burrrah~!" The beaker forms and surrounds Madoka, as it breaks away revealing Grease. "Funky!" Black smoke engulfs Rain, as Gears appear and grind against each other before attaching onto the armor. "Engine Running Gear!" Both stand in silence.
Announcer: Begin!
Grease:(puts hand on chest) Fan the flames and crush everything!
Grease and Engine charge each other, Grease opens fire. Engine drops and slides and swings at Grease. Jumping over Grease drops and rolls quickly turning around as Grease blocks Engine's only for the blade of the Kaiser to slash across the suit. "Is Sento not done yet?" Ichika asks, watching the battle. "He should be heading here now." Cecilia said, watching with her hand on her chest.
Engine:(thinking) Nothing less than victory is acceptable!
Rain flashes back to the moment that she joined the Orphanage and met Namba. "I… Have proved my worth by living as a weapon!" Rain thinks back to all the fighting that the school subjected her though. The fighting she endured along with a partner student she was paired up with. "The only way to survive is to defeat the opponent!" Engine kicks Grease as she swings with her blade.
Engine:(thinking) I pledged my life to President Namba! That is how we live! All for Namba Heavy Industries!
Grease grabs Engine's arm and tosses over her shoulder and only for Engine to draw her Nebula Steamgun and shoots at Grease. "The only way to survive is to defeat the opponent! No matter who they are!" Rain flashes to the moment where she stood over the body of her former partner, her face bloodied and beaten in. "We pledge our lives to president Namba. That is how we live!" Rain thinks back.
Engine:(stepping towards Grease) All for Namba Heavy Industries!
Over with Sento…
Sawa sticks in the data stick and begins to copy the new data of the upgrade and it's weapon.
Back with Grease…
Engine: I've fought my way here alone!(Grease kicks but Engine catches leg and tosses Grease down) Can you understand that resolve!?
Engine kicks Grease back as he changes it. "Rifle Mode! Gear Engine!" Engine takes aim at Grease. "Funky Shot! Gear Engine!" Grease tanks the shot and drops face down into the ground. But Grease pushes herself up and slowly gets back up.
Grease:(struggling) Of course not…(pulls out tags) I don't want to understand the feeling of someone… Who doesn't understand the value of friends! Syuuya… Syoukichi… Masaru!(charges Engine) Unlike you… I'm carrying a heavy burden!
Grease charges Engine, raising her fist. Grease comes in close, only for a nozzle on the leg to burst causing Grease to flip backwards and do an overhead kick to Engine. Engine's knocked into the ground, but quickly swung at Grease's legs. Grease jumps over the blade and stomps onto Engine, Grease then reaches down grabbing the Kaiser lifting her up and punching her back. Engine attempts to swing only for Grease to grab the Kaiser's rifle and toss it aside.
Grease:(hits Kaiser) Friendship!(hits Kaiser) Kindness!(headbutts Kaiser) Passion! Right now… I don't feel like LOSING!
Ichika:(clenches fist) He stole my line.
Chloe:(watching) Grease is amazing. She was at a serious disadvantage too.
Ichika: I think I know why the three of them smile… Even as death approached them.
Laura:(nods) Go get them… Madoka.
"Orrah~!" Grease knocks Engine across the face cracking the steel faceplate of the helmet. "Prepare yourself, jackass!" Grease said as she took out a new jelly. "Crusher!" The jelly is inserted into the belt then the crank is pressed down. "Press! Crush Pulverise!" The beaker forms with the arms crushing the beaker. "Passionate Crusher! Grease Crusher! ORIYA!" The belt announces. Pulling out the Twin Breaker in beam mode, Grease inserts a bottle and Jelly. "Single! Twin! Twin Finish!" Grease launches her crushers at Kaiser, they shoot at Engine as Grease begins to float up then launches towards the Kaiser. Grease hits Engine down as Grease begins to fly into the air flying around the Kaiser, Grease fires at the Kaiser with the Crushers also shooting at Kaiser in an all range attack. Grease flies around and up to uppercut Kaiser into the air. Grease flies up, spinning as the Crushers form around the right leg. "Take this~!" Grease exclaims as he cranks the belt and drop kicks. "Crush Finish!" Grease slams into Kaiser slamming her into the ground. In a flash of light Rain lays on the ground defeated.
Announcer: Winner: Kamen Rider Grease!
Grease:(steps back) See that, you punk?
Houki:(smiles) Alright!(looks at Ichika) Yay~!
The two high five but they wince in pain after doing so. Grease's helmet folds away as she looks at the tags. "I've avenged you." Madoka mutters slowly, walking away. "He did it..." Ichika said, as someone ran into the room behind them. "Who did it?" Sento asks, but his eyes fall on the victorious Madoka. "So she did it." Sento said with a smile on his face.
Chloe: Sento… Is the power-up item ready?
Sento:(smiles) Who do you think I am?(pulls out bottle) Here it is.
Ichika:(steps over) Sorry, but I don't think we'll be needing that.
Sento:(leans back) Not so close. Hopefully, get out there. You got it.
Houki:(nods) That's right.(kisses Ichika on the cheek) Get out there!
Ichika:(nods) Alright!
Chloe:(smiles) Huh? Where's Sawa-san?
Sento:(crosses arms) She said she'll come after finishing some work. You know, getting a report on this fight and all.
With Sawa…
Sawa removes the Data stick as she contacts someone. "Build's power-up item is complete." Sawa reports as she pockets the Data stick. "I'm bringing you the data now." Sawa said as she headed for the exit.
Namba:(over the phone) I see… Good work.
With Ichika…
Ichika enters the arena, he raises his hand to Madoka. The two exchange a high five as they pass. Ichika straps on his belt as he stares down Forte, with her face filled with clear anger. "Round 2: Kamen Rider Cross-Z VS Hell Bros!" The announcer said, Ichika's eyebrow raised. "Hell Bros? Was that her Name?!" Ichika asks, only to be met with silence. "Whatever." Ichika said, taking out his Jelly.
Ichika:(smiles) RIght now, I don't feel like- Huh?
Forte:(holding Engine bottle) You hurt my Rain… I want to beat down that bitch… But you share her face so you'll do.
Sento:(surprised) Have they?!
Forte inserts the Engine bottle into the Nebula Steamgun. "Gear Engine!" Ichika watches on in confusion, Forte pulls the Gear bottle out and replaces her own into the gun. "Gear Remecon! Funky Match!" Forte points the gun at Ichika. "Jundo." "Fever!" The Gears of both Kaisers grind against each other before attaching onto the Kaiser suit creating the Bikaiser. "Perfect!" "They did… They recreated Bikaiser..." Sento mutters.
Ichika:(awed) She combined both…(blinking)
Namba: Here comes true hell.(smiles) Heh heh.
Hell Bros:(cracking neck) Hell Bros… Appears.
Ichika:(sweatdrop) Uso~!
Mido:(sighs) To think you had such a trick up your sleeve. You're such a tease, President Namba.
Namba:(chuckles) Hell Bros' overwhelming strength would make my other products unsellable. That's why I was reluctant to bring it out.
Ichika:(slaps cheek) I don't care whether it's Hell Bros or Kerberos.(opens jelly) It doesn't matter who my opponent is!
Inserting the jelly into his belt. "Dragon Jelly!" Ichika enters his transformation pose and shouts. "Henshin!" Turning the crank down the beaker forms and wraps around. "Dragon in Cross-Z Charnge! Burrrah~!" The two combatants stare each other down. "Is Sawa not here yet?" Namba asks as Utsumi leans over. "She should arrive soon." Utsumi assures.
Cross-Z:(cracks neck and knuckles) Right now, I don't feel like losing!
Announcer: Begin!
"Orrah~!" Cross-Z charges Hell Bros as he launches missiles out of his shoulder pods at Kaiser. As he comes in close to throw a punch.
Hallway…
Madoka leans against the wall of the hall. "That took a lot out of me." Madoka said, a water bottle is handed to her. "Great job." Rin said, Madoka takes the bottle and gestures a small sign of thanks. "I wonder if Mii-tan or Mi-Laura will come for me?" Madoka wonders as she cracks open the bottle and takes a long sip of water.
Rin:(sweatdrop) Somehow I doubt that.
Madoka:(smiles) Heh.(phone vibrates) Huh, Sawa-san?(answers phone) What's up?
Sawa:(over call) Ba- Madoka-san, can I ask you for a favor?
Madoka:(slowly gets up) Huh?... Uh huh… I see… Sure.(ends call) I gotta go.
Rin:(crosses arms) And where could you be going in that condition?(Madoka glances at Rin) Want some help?
Madoka turns to Rin, who shows her IS to Madoka. "I haven't been able to show off this baby for awhile." Rin said with a confident smile. "It's gonna be dangerous." Madoka said. "Can't be any worse than what's happening in the Arena." Rin said, as she started walking down the hall, Madoka followed behind. "Fine, but I'm the one in… Charge." The pair stopped at the exit where Cecilia and Charlotte are standing by the entrance. "We got a Message from Sawa." Cecilia said, Madoka sighs as she walks forwards. "Right. Let's do it." She said, walking out.
Back in the Arena…
"Oorah~!" Cross-Z shouts as he brings down both his Twin Breaker and his Yukihira down on Hell Bros. Bros blocks and knocks away both blades before proceeding to throw both fists into Cross-Z chest knocking him back. "It's not working?! What's going on?!" Cross-Z exclaims, launching a volley of missiles from his shoulders. Bros raises her left arm out, as a gust of cold wind blows past the missiles as they freeze over and drop to the ground.
Hell Bros:(raises right arm) This is the latest model of the Kaiser System.(a Blaze blade forms) If you think it's just a combination of our Powers, you're sorely mistaken.(swings blaze) Now. BURN!
Cross-Z:(rolls to the side) Crap! Flame and Ice powers?!
Sento:(gasp) Cold Blood and Hellhound!(bites nail) It's a Best Match!
Houki:(looks at Sento) Are those IS's?
Sento:(nods) Yeah. It's what Ra- Or I guess the names of Daryl Casey and Forte Sapphire's IS's. Rain had the Hellhound while Forte had Cold. Both could manipulate fire and ice respectively. But… Why would they put it behind a combination gimmick? If the regular Kaisers had access to those abilities in their base forms, they could have leveraged their teamwork! What kind of Short-sighted, Money grubbing, corporate moron would lock those abilities behind a kind of Paywall?!
Chloe:(sweatdrop)... Namba Heavy Industries?
Sento:(sighs) Yeah, that makes sense. Considering more the short-term rather than the long term… Which in terms of tactics is STUPID!
Namba:(in the other room) *Acho~!*
Mido:(looks at Namba) Are you feeling alright?
Namba:(nods head) Fine, just a bit dusty in here is all.
Bros freezes Cross-Z in place as she brings out both arms as the gears enlarge and detach as Bros swings the gears at Cross-Z. The gear hit Cross-Z, causing the ice to shatter as Cross-Z flies into the Laser Grid near the rim of the arena. "Raah~!" Bros launches a fireball at Cross-Z that explodes upon impact with the Gears. Cross-Z falls to the ground.
Sento, Chloe, Houki, and Laura:(in synch) Ichika~!
Cross-Z:(slowly gets up) She's… Strong… But, I can't lose… Here!
Flashback… IS Cafe…
"Ow!" Ichika flinches as Houki applies alcohol to the wound. "Hold still, Ichika." Houki said, as she wipes away the blood and puts on a bandage. "Don't you know the meaning of "Going Easy?" Christ." Ichika said to Madoka who was cleaning her dog tags. "Huh? Weren't we training to raise our Hazard Levels?" Madoka said as she sets down Kiba's Dog tag and picks up Aoba's Dog tag.
Madoka:(applies water) I can't go easy on you two to do that.
Ichika: Hey. What do you fight for?(bandages Houki)
Madoka:(wiping Tag) Why the sudden interest?... Well, for my country, I guess. Plus I have a responsibility.(looks at Tags) To feed their families and friends.
Houki:(looks down.) So you're like him… Fighting not for yourself, but for others.
Madoka:(looks at Houki and Ichika) Saying you're different?
Ichika:(leans back in chair) I… only fight for those I believe in and who believe in me…(looks at Houki) As well as… I don't want to lose anyone close to me ever again.
Houki:(warmly smiles at Ichika) For me… at first it was to become stronger… Just that. But now… I fight to protect my home.(looks around) A place like this… To me. This is home.
Madoka:(sets down tags) So that's your reasoning… Still, I couldn't do it, I couldn't do what Sento does.
Ichika:(looks at Madoka) What do you mean?
Madoka:(grabs drink) Well, it's not like I don't get what teach does. Fighting so hard for people you don't know… I couldn't do it.
Houki:(looks at Madoka) It's not like he enjoys the fighting. It's just that… He fights because he thinks he caused this war.
Madoka:(nods) I read about that… The Demon Scientist, Katsuragi Takumi…(glances at belt) It's true in a sense, if he hadn't created the Smash or Kamen Riders, all this wouldn't have happened… Though, the war probably would have still happened just with IS's rather than Smashes and Riders tho. But it's so unfair… Taking responsibility for a crime he committed that he doesn't remember. It'll make him burst eventually.
Ichika:(stands up) I'll end the war before that happens.(walks over to the fridge) He made me… And a lot of others who I am today.(grabs Milk) I can't let him suffer anymore.
Present…
"Whooah~!" Cross-Z charges Hell Bros, the two exchange blows but Bros keeps Cross-Z on the defensive. "If I win, the war will end!" Cross-Z manages to kick Bros back. Cross-Z inserts the Cross-Z Dragon into the Twin Breaker. "Ready GO!" "I'll end it!" Cross-Z attacks, sending an energy Dragon at Bros managing to launch Bros back, knocking her to the ground.
Hell Bros:(getting up) So you do get stronger the more you fight. I can't rely on your old data anymore. I'll just have to go all-out then.
Cross-Z:(presses down crank) Give it your best Shot!
"Scrap Break!" Cross-Z and Bros swing at each other, but Cross-Z's attack hits first, Bros is sent flying back. "I'm the hero!" Cross-Z exclaimed, raising his fist into the air. "I can't let him take all the good parts!" Cross-Z said, looking over at Sento with a sarcastic gesture. Sento chuckles, as he crosses his arms. "So loud. He's really pumped up." Sento said with a smile.
Hell Bros: Honestly, I didn't think you'd last this long… But I can't just give up. Rain's life is at stake.
Cross-Z:(tilts head) Huh? You think I'd fall for that shit?
Hell Bros:(Grabs Cross-Z and pins him against wall) If I lose, She'll be executed.
Bros blasts flames at Cross-Z. Cross-Z counters by grabbing the wall and jumping kicking Bros back. "You're bluffing!" Cross-Z shouts, "She's been detained by the Seito Government." Bros hits Cross-Z across his face, before grabbing his throat. "To me! She means the world to me!" Bros tosses Cross-Z to the ground, then she blasts Cross-Z with fire.
Hell Bros:(Cross-Z gets up) You wouldn't understand at all! I'd give my life to save her!(kicks Cross-Z) To us, the weak are fated to be scrapped like junk! If she's going to live, I must win!
Bros pulls out her gun in rifle mod, taking out a familiar bottle, Hell Bros inserts the bottle into the rifle. "Full Bottle! Funky Shot!" Cross-Z is blown back as everyone seems confused by the sudden change. "Somethings off… Why isn't he attacking at all?" Chloe asks. "What's that Idiot doing?" Sento asks as he and everyone in the viewing room enter the arena just on the edge of the border of the arena. Hell Bros punches Cross-Z again and again, knocking him into the laser fence that shocks and blasts Cross-Z's armor.
Cross-Z:(Thinking) What should I do?
Cross-Z is tossed to the ground, as Hell Bros words echo in his head. "It ends here!" Hell Bros shouts, putting out her arms, the gears on her chest and shoulders detach and begin spinning as flames and ice cover the gears, the four gears fly straight into Cross-Z, knocking him out of his suit and to the ground. Ichika attempts to get back up, only for him to fall back down on his back. "As the Rider System has been deactivated, Hell Bros Wins!" The announcer said.
Announcer: Winner: Hell Bros!
Seito Viewing room…
Mido:(puts hands together) Yes! Now we're tied.
Namba:(sighs) That made me nervous, I won't lie…
*Knock Knock*
"Excuse me." The door opens as Sawa steps into the room. "Ah, you're here." Sawa steps over to Namba and hands him a Data stick. "Build's power-up item data." Sawa said, Namba looks at the stick and promptly hands it to Utsumi. "I'll analyze as much as I can and upload it to the Sclash Driver at once." Utsumi said. "Good work." Namba said, as Utsumi stands at the doorway he glances at Sawa, who looks back at him.
We are Hoki…
"Ichika!" I shout running over to him and lifting him up. "Are you alright?" I ask him, but he seems to struggle to find the words. Forte steps over and kneels down to look at Ichika. "I can't believe you lost on purpose." Forte walks away, as Rain enters the arena and the two hug. "You won, I knew you would." Ichika turns and looks at them.
Ichika:(in disbelief) Sh-She wasn't detained by the Seito Government?
Rain:(smiles) Idiot! We are Namba Heavy Industries' latest weapons.
Forte:(glances back at Ichika) There's no way we'd be scrapped so easily.
Ichika:(slowly getting up) You tricked me?(clenching fist)... I… I empathized with you… I was in such a similar situation…
'Ichika…' Ichika thinks before lowering his arm and easing his hand. "There's no point in this. It's my fault that I fell for it. But…" Ichika looks the two straight in the eyes. "... Be that as it may…" Ichika grabs my hand and points to Sento with his other hand. "These two are gonna win for me." Ichika promptly turns around and walks away.
Seito Viewing room…
Sawa sets out a Taiyaki and tea for Namba. "Thanks to you, the proxy fight is ours. Good work." Namba said as he grabs the Taiyaki and leans back in his seat as Sawa pours tea for him. "Will you keep your promise?" Sawa asks. "That will be after we verify that the data is correct." Namba said, as he bites into the Taiyaki.
Sawa:(nods) Understood. Please excuse me.
Namba:(swallows food) Don't do anything unnecessary. You cannot escape me.
Sawa:(bows) Yes sir.
Mido:(looking out the window) So, I assume Stalk will be in the next fight?
Namba:(smiles) As if. We have another new weapon to show off.
Mido:(turns around) Made for this fight?! You never fail to impress Namba.
Namba:(chuckles) As much as I would love to take the credit. But this is all thanks to Stalk, she managed to acquire both research and personnel for this weapon. A new Kaiser Variant.
Hallway leading to the arena…
The dark hallway is illuminated by the light coming from the arena. A figure walks down the hall, dressed in a blue jumpsuit, as well as a holster on his side, the Nebula steam gun inside, along with a light teal and yellow colored gear bottle and a red and black gear bottle. The man is slightly illuminated by small green crystal growths across his body. Crystals are visible on the head, hands, legs, and chest. Houki stands in the center of the arena, and from the darkness, Genming steps into the light…
