(Sento walks along a destroyed road, when a gust of wind turns his attention to a figure with his back turned. As we come in closer the figure turns around to show it's Gentoku)

(Sento and Gentoku stare at each other. Swinging around the two change into their Rider forms with glass blocking the two.)

(Build watches with Rogue's reflection in the glass as he punches it.)

(The glass cracks and within the cracks are the other Riders and characters who have their eyes closed before opening them.)
Yoru no nioi ni (I'll spend all thirty nights)
(Chifuyu, Taizan, Maya, and the IS pilots stand in front of the torn Touto flag gazing off into the distance. Changes to a pair of 3 people gazing out the window.)
Sora nirandemo (Staring into the sky)
(Changes Mido, Phantom Task, Rogue, and Stalk standing behind a Seito flag, with Mido smiling. Changes to Tabane her eyes aren't visible as she grins.)
Kawatte ikeru no wa jibun jishin dake
(Grease, Akatsu, and Cross-Z walk down separate paths before merging and looking off into the distance.)

(Sento grasps his head, as he lifts his head up we zoom in on his eye with the back of Katsuragi walking off.)

(Build and Cross-Z mirror each other half as they look up. Change to Akatsu and Grease doing the same. Then to Rogue and Stalk with the same, before Stalk leans off and smashes the barrier.)

(Sento puts on a determined face as he stands tall with a device in his hand and the Hazard Trigger in his belt. Sento splits the device and inserts it.)
Dou shitatte!
(Two modes of Build flash on screen only showing their eyes. Then to Sparkling Build swinging his blade to the right before charging forwards.)
Kesenai yume mo tomarenai ima mo
(Build battles Rogue, while Akatsu Charge and Grease Crusher battles the Kaisers. Swing around to Cross-Z Charge opening the shoulder missiles and blasting the screen.)
Dareka no tame ni tsuyoku nareru nara
(Build lifts his head up Sento overlaid on top with a smiling Chifuyu behind him. Changes to Rogue with Gentoku overlaid with a burning city in his background. Both Riders jump up and kick towards each other.)
Nando demo tachiagare
(Grease injured clenches her arm as she gets up to her knee. Akatsu leaned back standing before she leaned forwards and clenched her fists. A battle damaged Cross-Z puts his fists together. Battle damaged Build strikes his pose.)

(Build and Rogue battle within an arena as we spin around them.)

(We zoom out of the battle as Pandora Panel's close in. The panels close revealing Pandora's box sitting alone in a room.)

(A hand reaches out and puts it's hand on top, camera looks up to a pair of red eyes in the dark.)

We are Observers…
Within a locker room, Gentoku awaits sitting on a bench watching Utsumi do the final adjustments to the Sclash driver. "They seem to be causing chaos in the Arena." Gentoku mutters, Utsumi stands up and steps over to Gentoku. "Regardless you will fight no matter what." Utsumi said, handing the belt to Gentoku.
Utsumi:(Gen stands up) We have the perfect countermeasure for Build. What happens next depends on your skills.(Gen grabs the belt) This is a perfect chance for you to take revenge on Touto.
Gen:(starring Utsumi) I have no interest in that. I will merely defeat any opponent in front of me for the greater cause.
Utsumi let's go and Gentoku walks past. Utsumi simply watches Gentoku walk off, pressing up his glasses.
We are Sento… Viewing room…
Chloe:(crossing arms) I see…
Sento:(crossing arms) So that's what happened.
Ichika:(bows) Sorry!
Sento:(smiles) Well, that's just like Banjou. This is awesome.
"Eh?" Ichika asks, looking up, as the lights of the room are turned on. "You, the sub-character, couldn't have set up a better stage for me." I said as I picked up the container holding the new power-up. "The Hero of Justice has to clinch the victory at the end, after all." Turning to the door I head up to it and grab the handle. "You…" Ichika said only for Chloe to pat him on the shoulder. "Don't worry." She assures.
Sento:(looks at Ichika) It's 2 to 1, Houki has set the stage. I won't let Houki's win and Genming's death be for nothing. I will definitely win.(glances at Ichika) For you and Chifuyu's sake too.
Ichika:(Sento enters the Arena) Sento… We're counting on you.
Chloe: Do you feel like we're forgetting something?
We are Observers… Elsewhere…
Madoka sneezes in the middle of the street. "Cover your mouth when you sneeze!" Cecilia exclaims. "*sniff* Sorry." Madoka apologizes as she follows the other girls towards a location. 'Mii-tan must be feeling lonely without me.' Madoka ponders to herself. "This is the place." Laura said pointing at a building with security around it.
Madoka:(straps on belt) Alright then. Time to finish this up and get back.
Cecilia:(activates IS) Everyone, prepare for combat!
Madoka pulls out the Robot Jelly and charges towards the Building, with the other girls behind ready to cover her.

Announcer: Round 4: Kamen Rider Build VS Kamen Rider Rogue!
Stepping into the new arena, I approach the center of the room. Gentoku is already waiting for me. "It's time to finish this." I said, Gentoku nods. "Agreed." Gen said, as he held up his driver. "Seito will win and the country will be reunited." Gentoku said, strapping on his belt.
Sento:(pulls out belt) It's 2 to 1. Even if I were to lose, the match overall would be a loss.
Gentoku:(scoffs) Seito still holds the better hand. And we can have as many rematches as necessary. Or… The War can continue.
Sento:(straps on belt) I won't let that happen!
Gentoku:(strapping belt on) Weapons clash, competing for the top spot. Isn't that what you've always wanted, Katsuragi?
Sento:(pulling out can) The Rider System isn't a weapon.(shaking can, open can, insert into belt) Henshin.
"Rabbit Tank Sparkling!"
"Crocodile!"
Gen:(grasping wrenching) Henshin.
"Are you Ready?! Rabbittank Sparkling! Yey Yeah~!"
"Crocodile In Rogue~! OOORRAAA~!"
Announcer: Begin!
The room goes silent, as I draw the Drill Crusher and 4-Koma blade. Rogue raises his Nebula gun and points it at my head. Rogue fires the first shots that I deflect with my Crusher, as I run in to close the distance between us. Coming in close, I swing my blade at Rogue, energy jaws quickly form around Rogue's left arm and catch the edge of my 4-Koma blade. Rogue pulls me in and shoots me in the chest. Tanking the shot, I swing hitting Rogue in the shoulder. Rogue locks my other arm in place.
Rogue:(staring at Build) Are you really sure it isn't a weapon?
Rogue points the gun at my head. Tilting my head, I dodge the shot as I kick Rogue back and slash him twice with both arms. Both swings meet energy scales materializing across the armor. Lifting up and pointing outwards, I quickly call my funnels to form a shield that deflects the scales that blast outwards. Rogue takes the chance and destroys all of my Funnels.
Rogue:(points at Build) Katsuragi thought differently.(shoots Build) You told me yourself.
Flashback… We are Observers…
Gentoku and Katsuragi walk down a hallway.
Gentoku:(walks alongside Katsuragi) We have reached a point of no return.(looks at Katsuragi) You must understand. The Rider System you made… It's gonna-
Katsuragi:(raises a hand) Himuro-san. Humanity has constantly evolved thanks to the development of science. Even if our progress created this bloody History… We would not be where we are if the first and second World Wars never happened…(stops) As long as it becomes the foundation for the future.(looks down into labs) I will offer everything I have to science, even if it means selling my soul to the Devil.
Himuro:(stands next to Katsuragi) And what of Spider? Her whole mission is to get close to you to learn your secrets… Don't think I'm not aware of what you two do in your off hours… Those, innocent moments you have-
Katsuragi:(turns to Gen) Resolve. Himuro-san, I am simply enjoying my last days as a human…(smiles) Before I lose everything I am.
Present… We are Sento…
Rogue:(Shoots Build back) Humanity have created the present though countless conflicts.(draws blade) The Warring States, Nobunaga's reign, the Meiji restoration,(attacks Build) the first and second World Wars, the Afghanistan conflicts.(slashes Build) Katsuragi… You… Knew that science begets war.(shoots Build back) Yet you went ahead and created the Rider System…
Build:(stands up) There are no scientists who want war!(charges Rogue) We do everything we can so science can be used for peace,(engages Rogue) so that people can be happy!
Rogue:(kicks Build back) Then…. How do you explain the Hazard Trigger?...(paces around Build) How does turning into a rampaging weapon of destruction bring peace? You've seen what it encourages others to make, what it can do! The Parliament attack in England, the destruction of China, France in chaos, vast parts of Germany reduced to rubble, and let's not forget what has happened in the last few weeks.
Build:(clenching fists) That's a forbidden Item! I knew I shouldn't have created it-
Rogue:(walks up to Build) So why did you make it?! You were ready to accept the responsibility for all the death you would bring! You should have been able to foresee how many people would be heart as a result!
Rogue points his rifle at me. "Funky Shot! Full Bottle!" I'm blown back by the direct impact, slamming into the laser fence. I fall to the ground, face looking towards the roof. "You knew it would end up this way." Rogue said his helmet was folding away to reveal his face. "War brings only sorrow." I said pulling myself up to my feet.
Build:(helmet folds away) If Katsuragi…(bites lips) The person I was before I lost my memory… Was really the Demon Scientist…(looks at ground) If I was the reason for this war…(looks at Rogue) Then I'll put an end to it now! I've done it before, I'll do it again!
Both of our helmets close up again, as I insert a bottle into my Drill Crusher changing it to it's gun mode as I pull out the Hawk Gattlinger. "Ready Go!" Rogue cranks his belt. "Crack up Finish!" "Voltech Break!" Firing at Rogue, he charges at me creating the energy scales to tank the shots before jumping over me. The scales fire, knocking the guns out of my hands. Clenching his fist and a jaw knuckle forms as Rogue punches me into the roof before I fall back to earth dropping some of my bottles.
Rogue:(steps over to bottles) Sparking won't work anymore.(picks up bottles) Anything you try is futile. You have reached your limit with that Can.(pockets bottles) You're nothing compared to Katsuragi, just a fake man chasing after his shadow.
I glance at Ichika and Chloe in the viewing room. My mind wanders to the warmth of everyone, Chifuyu's beautiful face, her words, my students' words, the thanks of people… "This sucks." I said. "Why do I remember it now?" The day I had regained hope in Build, when Cross-Z and Akatsu, along with my students and Chifuyu reminded me why I fight.
Build: It's what that musclehead and that stonehead said that time that made me who I am now… not just them…(stands up) It's thanks to everyone's feelings… that I, as Kiryu Sento, created the Rider System for Justice!
Pulling out the Hazard Trigger. "I will surpass Katsuragi Takumi in my own way!" I exclaim, flipping the safety cap and activating the Trigger. "Max Hazard ON!" Inserting the Hazard Trigger into my belt. Rogue simply sighs, while I unlock the container. "Yet, you still rely on Katsuragi's toys." Rogue said. 'We'll see about that.' Sliding the glass container off, I pick up the bottle and toss the container pieces away.
The Full Full Bottle contains two bottles connected and attached to each other end to end. One half is gold and has a glass piece showing a green piece. The body is colored black, with gold piping on the cap and pipes running along the bottle. Just under the glass is a white Build mark engraved into the bottle. The other half is the same except for the bottle cap and pipes being silver, and no glass piece.
"What's that?" Rogue said, looking at the new bottle. Shaking the bottle, a cartoon-ish jumping sound plays with each shake. Grabbing the bottom of the bottle, I turn the gold top, changing the glass from green to red with rabbit symbols on it. "Rabbit!" Turning the bottle lengthwise, I press down on a gold button on the back of the bottle, sliding the bottles apart before sandwiching both ends together and putting it in the belt. "Rabbit and Rabbit! BUILD UP!" The belt exclaims.
Build: Build up!
"Gatagata Gotton! Zuttan Tutan!"
The steel plates form around me. "Are You Ready?! OVERFLOW!" From the bottle red particles flow out and fly up into the lights beaming down behind me. Then something forms, a large red and gold rabbit-like machine jumps down from the lights, shaking it's ears making the same cartoon-ish sound as the bottle made. Jumping up, the rabbit breaks apart into various armor pieces that form a star shape. Jumping up, I fly and attach each armor piece onto me. From the arms to the left and right, to the legs below me, and finally up into the chest piece, that slides a new red and gold face mask over the helmet face.
"The Crimson Speedy Jumper! Rabbit Rabbit! Yabe~! Haye~!"
The Build Rabbit Rabbit has the same Hazard Undersuit, with the addition of new red armor. At the arms, legs, and shoulder pieces, they comprise two red armor plates with a white spring piece between them linking them together. At the chest is a new collared chest plate, with gold trimmings and a gold Build mark embroidered on the chest. At the back of the suit are two long rabbit ear pieces that slope down like a cloak. At the helm is a new twin Rabbit Visior with shark gold under trimmings.

Ichika and Chloe are left shocked at the new armor.
Ichika:(watching) What's that?
Seito Viewing room…
Mido:(stands up) That's the "Gyuin-Gyuin Zudododododod…."
We are Sento…
Running up to Rogue, I'm so fast that Rogue is barely able to react as I deck him across the face, then a kick to the side of his ribs, then another to his chest, knocking him back Rogue quickly gathers himself and charges at me, I proceed to block his every attack and counter attack after each block. With an uppercut I knock Rogue back as he looks at me.
Rogue: He's as strong as when he loses control… But how is he still in control?!
Build:(stands tall) I won't lose myself again. This power is all mine! So… Allow me to show you, just how much father I can take this armor!
Raising my fist up, I am ready for a punch. Rogue quickly moves back to make distance. 'I can still reach ya!' The gauntlet armor form jets, I throw the punch the jets blast as my fist extends out and decks Rogue across the face. Rogue stumbles back, as my fist returns to me, my action seems to cause Rogue to come up with errors in his mind. "N-Nani?" Rogue mutters. "Didn't catch what I did? Let me give you another demonstration!" I shout swinging my right leg out behind me, jets form on the leg armor and pull my right leg as far as the glass of the viewing room, before jets from on the side of the leg armor.
Build:(chuckles) Normally, it would be stupid to do this. But just this once, I'll be a bit Child-ish! Rider~ Gomu Gomu WHIP~!
Swinging my leg around, I smack Rogue in the ribs knocking him into and then through the laser fence hitting the wall. My leg stretches back and I stomp on the ground. "Y-You're body, just stretched?! How strong can you get?!" Rogue exclaims, I step towards Rogue. "This is the power of Justice… The power and genius of Kiryu Sento!" The rabbit ears on the back of my armor extend and anchor themselves to the ground. Jumping back, jets on my feet pull me, as the ears stretch. Launching towards Rogue, I put my feet together as they change form into a ram. Slamming Rogue straight into a wall, Rogue quickly recovers and jumps into the air. Energy scales form a shell around Rogue and blast out. Raising up my arms in front of me, gaps in my gauntlets open as energy shields form and deflect the scales.
Build:(shields lower) If you can't guess what's allowing me to do all of this!(reels fists back) Allow me to explain with an American Meme!(gomu gomu gatling) IT'S NANOMACHINES SON!
Rogue:(trying to block with energy scales) N-Nanomachines?! So that's how you're stretching you-
Build:(stops throwing punches) Watch out!
Throwing my left leg into the air, the foot forms a hammer and jets that propel down towards Rogue. Rogue struggles to get up, running in towards Rogue he gets up and swings his blade at me. A physical shield on my gauntlets form that I use to block with. Grabbing his arm, I twist Rogue's arm and kick him away. "Full Bottle Buster!" I exclaim as my new weapon forms into the palm of my hand.
The Full Bottle Buster is a blade cannon hybrid weapon. The grip and guard area are red with silver pipes, the main body and barrel are black with gold vents and rims, gold blade edge, and a carry handle just above the guard. The barrel area has a visible opening that can fit bottles inside. The grip can be opened to reveal an opening to insert a bottle into.
Sliding the grip of the handle open, I take out my Rabbit Bottle and insert it into the Buster. "Rabbit!" I grab the carry handle and I slowly take aim as energy builds up in the barrel of the buster. "Full Bottle Break!" Pulling the Trigger I fire a ball of energy at Rogue, who hits the ball of energy but the impact damages the glove armor that Rogue is perplexed by. The Rabbit Bottle ejects from the port back into my hands, I grab a second bottle and insert them into the Buster. "Rabbit! Panda! Just Match!" Rogue readies his Rifle and takes aim. "Funky Shot! Full Bottle!" I fire back. "Just Match Break!" Our attacks collide but after Rogue's attack is blown through and hits Rouge who blocks with his rifle destroying it. Rogue quickly cranks his belt. "Crack up Finish!" A crocodile jaw forms on his chest, the jaws open wide as energy builds up. Taking a third Bottle I insert it into the Buster. "Rabbit! Panda! Hawk! It's A Miracle Match!" We both blast at each other, but my blast tears though Rogues chest beam and blasts him away.
Rogue:(rolls across ground) Gah~!(slides to his knees) So… Powerful…
Build:(grabs crank) I can do this all day!
"Gatagata Gotton! Zuttan Zutan! Gatagata Gotton! Zuttan Zutan!"
I jump into the air, as my leg stretches straight up to Rogue. "Ready Go! Hazard Finish!" The soul of my foot stops just before Rogues head. Rogue goes in for a punch when I fling the rest of my body in kicking him in the head. "Rabbit Rabbit Finished!" The impact sends Rogue through the wall and outside.
Ichika:(amazed) Wow…
Houki:(steps though door) I just can't sit around wha-(sees build) Whoa.
Chloe:(looks at the two) But what do the rules say on this? Rogue was knocked out of the Arena.
Houki:(looks at Chloe) Seriously?
Announcer: Victory is only achieved when the other party surrenders, is knocked out of transformation, or is incapacitated. The Match continues even outside the Arena.
Ichika:(shrugs) What he said.
Walking up to the hole in the wall I stare down. Scanning the impact site I see that Rogue is still in his armor. 'Okay… Here comes the real hard part.' Jumping out into the open air, I start stepping towards the ground.
Seito Viewing room… We are Observer
Mido rushes up to the screen. The camera focuses on the impact site. "President Namba!" Mido exclaims. "Don't Panic." Namba mutters, glancing back at Utsumi, unlocks the data and updates Rogue's systems. "The data to beat Rabbit Rabbit From has been inputted." Utsumi said, stepping back, Namba stands up and looks at the screen.
Namba: The Main event begins.(chuckles)
Mido:(nods)...(clenches fists) If we do lose…
Outside…
Within the smoke of Rogue's crash site, Rogue pulls himself up stretching his body, his helmet's eyes glow.
