(rising up underwater rays of light beaming down, as we exit the water we see Sento holding the Rabbit Bottle. He turns to look at us as we zoom in on his eye. His red eye turns blue, then into a rainbow of colors. Scene changes to the Pandora Box as it opens)

(We move out to the Japan skyline, a massive tower in the center of Japan as we pan up to the sky.)

(Change to a sky view as every Rider passes by with a concerned look on their face.)

(A pair of feet running across the ground jumps off a building, as we zoom out to see Cecilia and the IS girls along with an army attacking the Tower.)

(Chifuyu reaches out, as she and Sento hold hands, only to change to Katsuragi as he and Sento stand off against each other.)
Everything is bright
(All of the Full Bottles light up, coloring a clear blue skyline.)

(Build jumps up, as Sparking rises up behind him. Panning right, we pass Rabbit Rabbit, Tank Tank, Cross-Z, Cross-Z Charge, Akatsu, Akatsu Charge, Grease, Grease Crusher. As Rogue jumps in and kicks the screen.)
Asu no hate ni hibikaseru you ni
(Scene changes to a hidden Winged Rider flapping his wings out, flying past and taking up view is a Glowing Red Dragon Rider. View changes to upper body, their body's still shrouded but with another shadow behind both, as our view is split down the middle.)

(We pass in a flyby of every character not connected to the Riders.)

(Change to Chifuyu Smiling at the Camera)
(Tabane stares at the screen, as red and blue light color halves of her body.)
(Namba stands with his cane as the same red and blue lights illuminates him)
(Sento stands tall, as his lights are a rainbow illuminating different shades across his body)
Construct 115: Assault on Pandora Tower.
We are Observers… Pandora Tower…
The morning sun slowly begins to rise, as Sento takes a bite of his breakfast sandwich. His gaze points towards the sky as he watches the seagulls fly past. He stands next to his bike watching the morning dew float across the coast. The news app on Sento's bike broadcasts news. "This news just in." The announcer said. "Go time." Sento mutters, as he grabs his helmet, Sento finishes his sandwich and straps his helmet on before getting on his bike. Followed by his belt as he drove off towards Pandora Tower.
News caster: The Touto Government has accused Kamen Rider Build of treason.
Madoka:(getting a haircut) What?!
Announcer: As a result, the Touto Government has announced the dismissal of Kamen Rider Build as a military weapon.
Namba:(looks at Screen) …
At the IS Cafe Chloe, Houki, and Ichika stare at the tablet watching the news. Their mouths wide open about to eat a bunch of noodles, frozen in the shock of the moment. "Dismissed…?!" Ichika mutters, finally snapping out of the shock. "What's going on?!" Houki mutters, just as Madoka runs in through the door, still wearing the drape from her haircut.
Madoka: Build's been accused of Treason? Why?!
Chloe:(lowers chopsticks) It's so he can steal Pandora's Box.
Ichika:(confused) What?...(phone rings) Who…(takes out phone) Prime Minister Himuro?
Houki:(looks at Ichika) What does the Prime Minister want?
Prime Minister Residence… Meanwhile…
Yamada runs into the Prime Minister's office. "Prime Minister Taizan?! What is the meaning of this?!" Yamata pauses to see Chifuyu and Taizan in a meeting. Yamada gives an apologetic bow to Chifuyu before walking over to Taizan. "Build committed Treason?! What could he have-" Yamata is stopped by Chifuyu. "Calm down." Chifuyu urges Yamada, as she takes a moment to compose herself.
Taizan:(looks at Yamada) Kamen Rider Build took 100 yen from me.
Yamada:(dumbfounded) … Over 100 yen?
Chifuyu:(crosses arms) It's an excuse that will let Sento retrieve the Pandora Box.
Yamada: Alone?!
Taizan:(looks at Chifuyu) Yes, that was a concern for myself as well, Yamada-san. But I think, Miss Banjou and I have come up with an excellent idea to ensure he doesn't fight alone today. I just sent out the order not too long ago.
We are Sento… Base of the Pandora Tower…
Parking my bike at the foot of the Tower, I take a final moment to see the challenge set before me. I take a deep breath, the smell of smoke, ash, gunpowder, and other odd smells enter my nose, then I exhale. 'Here we go…' Taking out the Rabbit and Tank Bottles, I give them a good shake then sliding them into the belt. "Rabbit! Tank! Best Match!" A quick crank of the belt and I grab the handlebars of my bike again. "Are you Ready?" "Henshin!" I said, the armor attaches onto me. "Rabbit! Tank! Yay~!" Revving the Engine, the back wheel of my bike skids before the launches forwards, Hard Guardians begin pouring out the base of the tower to attack me. 'I knew you'd come!' The Guardians open fire on me, as I swerve left and right to dodge, using abandoned cars as cover. Lifting up the front of the bike, I kick off the ground to launch myself and the bike into the air. Pulling out the Drill Crusher I open fire on the Hard Guardians as I fly over them. A few rounds from the Guardians grazing my shoulder. I hit the ground and shoot my way through waves of Guardians. Nearing the base of the Tower, the remaining Guardians in front and behind me, form up and combine together.
Build:(looks up at walkers) Oh shit, they kept the Walker function. That won't stop me!
Driving under the legs of one walker, I jump again onto the side of a building as I drive across it. Attempting to jump over another walker, the Hard Walker jumps up and kicks me out of my bike as I hit the ground hard. My bike tumbling to the ground, the Lion bottle inside falling out reverting it to bike mode. "Ugh…" I groan, grabbing my phone and bottle.
Build:(turns over) Okay… Turns out you CAN stop me… Ugh.(sits up) The hell was that kick?
?:(behind Build) That was a pretty good kick.
Build:(turns around) Eh?(sticky note slapped onto forehead) Ow!
Madoka:(kneels down) How dare you enjoy yourself behind our backs, Teach. You punk.
Build:(stands up) Why are you guys here?!
Houki:(smiles) Don't be so surprised, Sensei.
Ichika:(crosses arms) Heard you swiped a 100 yen coin from the Prime Minister.(Crosses arms) If the government dismisses you, you're not responsible for the country anymore.
Houki: That's why you can take the fight to Seito and Steal Pandora's Box, huh?
Ichika:(slaps Build's head) Ow!... Don't screw with us.
Build:(pulls sticky note off) You guys are the ones screwing around! This is-!
Houki: -An act of aggression, right?(stands up) Not exactly, we know of a loophole of our own.
Ichika:(stands up) We are here on orders of the Prime Minister.
Madoka:(pulls out Crusher Jelly) We've been tasked to retrieve the 100 yen and Pandora's Box from Build. The Prime Minister's such a nice guy.
Houki:(takes out Bottle) So, which means that our actions here.
Ichika:(takes out Bottle) Does not count as an Act of Aggression!(shakes bottle) Let's go!
"Right!" Houki shouts, as she shakes her bottle, inserting it into the Hopper, as Ichika does the same. "Yeah." Madoka mutters, activating the Jelly. "Wake up! Cross-Z Dragon!" "Crusher!" "Ready! Akatsubaki!" The three slide in their transformation devices, Ichika and Houki crank their belt, as Madoka presses the wrench down. "Are you Ready?!" "Henshin!" The three shout as their armor attaches on. "Akatsubaki~! Yeah~!" "Grease Crusher! ORIYA~!" "Get Cross-Z Dragon! Yeah~!" The three stand ready for a fight as the Walkers move to surround us.
Grease:(realizes) Oh yeah.(hits Build on the head) Oi!
Build:(puts Sticky note on forehead) Ow! What are you doing?
Grease: That was for Mii-tan. She was really angry.
Cross-Z:(steps over) This is for Chifuyu-nee.(hits Build in the ribs) Oriya!
Build: Ow!
Akatsu:(steps over) This is for Yamada-sensei.(kicks Build) Sore!
Build: Ow! Okay, I get it! I was stupid again.
Cross-Z, Grease, and Akatsu:(raising their fists) And this-!
Build:(panicking) Wait, Wait, Wait, Wait!
Grease:(lowers fist) Joking.(places a hand on Build's shoulder) Mii-tan was crying as she prayed… For your safety… Let's finish this and leave as soon as possible.
Cross-Z:(chuckles) Nee-san is waiting for ya, so let's go!
I watch the three run into the fight, as I'm left to take in their words. 'Sigh~ This sucks.' Folding the sticky note into a paper airplane, tossing it as it flies into a trashcan. "I feel like less of a hero now." I mutter, I rush into the fight.
Elsewhere… We are Observers…
In a Seito golf range, Namba hits the ball towards the target, as regular Guardians watch the Prime Minister. Utsumi steps over with a tablet in hand. "President Namba, Build and his allies have been spotted near Pandora's Tower. He's assaulting it." Utsumi reports, Namba sets another golf ball on the artificial grass.
Namba:(readies club) So that's why he was dismissed as a military weapon.(swings club) We'll just get him first.
Utsumi:(Watches shot hit target) Nice shot, sir.
Namba:(turns to Utsumi) Utsumi.
Utsumi:(looks at Namba) Yes, sir?
Namba:(grabs ends of club) It was a lot of work to get rid of Midou and take his seat as Prime Minister.(begins to bend the club slightly) I'll control the world with the Power of Pandora's Box.(points club at target) … and build the Namba Empire, which will last forever!(hands club to Utsumi) It's your turn.
"Yes sir." Utsumi said, taking the club from Namba and going to take a shot. Listening to the conversation and staying just out of sight. Gentoku silently takes in the information, concern growing on his face before he heads off in the other direction.
Pandora Tower…
Stalk:(steps over to Box) Looks like it's time to get serious.(Hand grabs right arm) Oh?
Tabane:(struggling) What are you trying to do?!
Stalk:(sighs) Don't come out like that. You're not supposed to be here. Shut up and watch.(points steam gun to the air) Jouketsu.
"Mist Match! Cobra! Fire!" Stalk's body lights up in a crimson flame as the mist burns away.
Outside… We are Sento
"Voltech Finish!" I jump into the air and kick, as the graph grabs a Walker by the legs as I slam though the legs and the body destroying it. Landing on the ground, I look back to see more walkers coming from the tower. 'We need to clear them quickly before we are overwhelmed.' Taking out the Full Full Bottle I charge towards the incoming group. "Build up!" "Rabbit! Rabbit! Yabe~! Hayei~" I speed past the others, as my nano machines change into a pair of high frequency blades, jumping at the Walkers, I slice easily through the joints. Jumping backwards, I land back on the ground, throwing my right leg out as a plasma blade forms on the edge of it. With one swift kick I wipe out most of the walkers leaving only a few left.
Grease:(steps back) Just go ahead and take the spotlight why don't ya?
Akatsu:(walks over) Well, that's just Sensei now isn't it?... But these walkers aren't as bad to deal with as I thought they would be. Why is that?
Build:(leg stretches back) Well.(stamps foot on the ground) Look at the joints of the individual Hard Guardians.
Cross-Z:(looks at Guardian) Hey… some of the joints are cracking!
Build:(crosses arms) Yeah, mass producing these machines is costing a fortune for Namba. These have lots of intricate parts, and the ones that aren't are substandard. Armor is not properly heat treated, gun barrels are off or not rifled correctly, and a whole other host of issues.
Grease:(kneels down to look at Guardian) Parts seem to be in a short supply.
Build:(looks at Build) Not surprising. Seito, or all of Japan for that matter, has lost a lot of its economic infrastructure as a result of this war. Namba is the sole weapons producer in Seito right now.
Cross-Z:(stands up) I wouldn't be surprised if Namba is making Seito's workers work like Communist Russia during World War 2.
Build:(nodding) I'd say so… Also I'm glad you are keeping up with your studies.
Akatsu:(looks at Walkers) Putting that aside?
Grease:(nods) Yeah, so how are we gonna get inside?
Cross-Z:(looks at Grease) Huh? It's obvious! Just smash through it.
Grease:(cracks knuckles) You're right.
Akatsu:(pats Cross-Z and Grease on the back) Alright then, let's smash these Walkers!
Build:(looks at the three) Hey! I told you before, don't solve everything with for-
I'm unable to finish my sentence as the three jump into the air for a Rider Kick. 'Oh for the love of-' I quickly jumped up to join them. "I haven't… Finished my sentence!" I shout as the four of us smash though the remaining Hard Guardians as we fly towards the Tower. Suddenly, a part of the Tower opens like a door, a red light marking the door as the walls swing open to reveal a pathway into the tower. "Eh? Eh? EEEEEEEEEEEEHHHHHH~?!" We all scream as we helplessly fly into the opening and into the tower.
Pandora Tower…
We all slide in and slide across the ground on our butts as the door closes behind us. "Ow!" Cross-Z mutters as we get up to our feet. "Why did it open on it's own?!" Akatsu asks, looking towards the way we came, seeing a wall in its place. "Seriously? Is this place alive or something?" Grease asks as her funnels return to her. We glance ahead. A red light marks a square in the floor, then multiple floor panels light a red outline. The floor panels fold out creating three squares in the room. After a moment, the boxes fold away, leaving 2 Hard Guardians, the Kaiser Duo, and the last 2 Phantom Task members. Squall and Autumn.
Autumn:(looks at Build) Looks like we caught four big rats… How ya doing?
Build:(standing up) … Have we met?
Squall:(steps up) Not in person, this is our first meeting. Though you have met Autumn here back when you were berserk as Sparkling Hazard.
Build:(looks at Autumn) You were in the Mech?... So I didn't kill you… Thank goodness.
Squall:(crosses arms) Yes… Well, you have all come here simply to die. Rain, Forte, eliminate them.
Rain and Forte:(pulls out Gear bottle) Yes, Mam!
The two Kaisers activate their transformations as the Phantom Task Members activate their IS's. "Gear Engine! Gear Remecon! Funky!" "Jundo." The mist blows away as the Gears grind to a halt and lock in place. "Engine Running Gear! Remote Control Gear!" We all ready our weapons and charge ahead. "Crush them!" Grease shouts, the crusher arms on Grease detach and crush the heads of 2 Hard Guardians as Grease attacks Engine. Cross-Z and Akatsu struggle to deal with the Hard Guardians… Kicking off Autumn I back up into the backs of Cross-Z and Akatsu. 'Time to test these out.' I take out an orange Magma knuckle item and a Tree body item.
Build:(Hands items to Cross-Z and Akatsu) I meant to use these myself, but you two can borrow them.
Cross-Z:(grabs knuckle) Oh~! It's complete! I don't feel like losing!
Akatsu:(looks at item) Wait! How… How do I use this?
We are Observers…
Cross-Z charges the Hard Guardians, inserting the blackened bottle into it. "Bottle Burn!" Cross-Z throws his fist against the Hard Guardian to no effect, say for a small burn mark that doesn't even blaken. "Huh?" Both Cross-Z and the Hard Guardian look at the impact site and see nothing, both look up. The Guardian zaps Cross-Z back.
Cross-Z:(sits up) What the?!(Removes bottle) The hell! It's completely useless!
Build:(kicks away IS's) 'Cause you fainted and didn't try it out!(switches to Tank Tank) Just use it as a weapon!
Cross-Z:(looks at Knuckle) Man… I don't feel like losing.
Akatsu:(running past) Imagine how I feel!? I don't even get a weapon!
Engine:(runs past Grease) What are you mumbling about?!
Kaiser Engine combat each other. "Oi! She's-" Grease shouts about to run over, when Squall grabs her. "Oh no, you won't." Squall said as Build rushed over to assist. Engine slashes across Cross-Z, then kicking him back. Cross-Z presses the palm of his hand up against the Knuckle, a standby sound plays as he and Engine charge each other. In the moment the two fists swing towards each respective face, Cross-Z's Knuckle hits first a wave of energy blasts through Engine's chest blasting her into the wall.
Cross-Z:(looks at Knuckle) Huh? This is surprisingly useful!
Elsewhere in the tower, Stalk places her hand on the Box. A square tube rises from the floor just between Cross-Z and Engine, the two look at the tube just as the tip of the tube turns 90 degrees and extends out towards Cross-Z. A red light emanates from the tip of the tube. "Wha- Shit! Laser!" Cross-Z shouts as he ducks back, the laser beam shoots as it sweeps across the room. The Riders and Guardians duck under the laser as the Kaiser's jump over the laser. The Wall block shoots out of the wall knocking Cross-Z out. Holes open in the wall aimed at Akatsu, lasers blast out of the wall. Akatsu jumps into the air, only for the floor under her to rise up slamming her into the roof of the room. Small pillars around Grease's legs rise up and lock, preventing Grease from moving.
Grease:(struggling) The hell?! I can't-
Build:(looks over) Grease! 12 o'clock high!
Grease:(looks up) Wha- Aww shit.
A large cube materialized overhead breaks apart into smaller pieces and slam into Grease. The ground under Build sends him up into the air. Remocon jumps after and drops kicks Build into the ground. "This room… It's almost like this entire tower is alive." Build surmises, a voice echoes into the room. "Do you like what I've done with the place? Kamen Riders?" Stalks voice echoes throught the room like he speaks from everywhere at once. "Stalk?!" Build exclaimed surprised.
Stalk: With my power, I can transform this tower in any way I want. I don't even need Namba to protect this place…(places hand on box again) I wonder, can you escape?
Akatsu and Cross-Z are quickly trapped by pillars holding them in place. As wall pillars shoot outwards blasting Build and Grease into the walls. "Just what I wanted!" Cross-Z exclaims. "This… Won't stop me! I'm stronger than I was yesterday!" Akatsu shouts, both Riders begin glowing, Cross-Z with a Magma aura, and yellow and green aura for Akatsu, as they blow away the stone with odd energy.
IS Cafe…
The Fridge door opens, as someone enters the room. Chloe tenses up, as she puts aside her Bunny plush to draw her pistol. Pointing it at the stairwell, she sees Sawa come down the steps. "Sawa-san." Chloe said, relieved as she holsters her pistol. "Chloe-chan! Sigh~ You're alright now?" Sawa asks Chloe.
Chloe:(nods) Sorry I made you worry.(Sawa smiles and shakes her head) Weren't you investigating Banjou's past, Sawa-san? Did you find anything?
Sawa: … Well… I found out something unbelievable… Banjou… And… Maybe even Shinonono-chan…
Back at the fight…
Cross-Z:(punches Engine) Ora!~
Akatsu:(drop kicks Remote) Oya~!
Engine:(being pummeled) The hell?! There's no way for you to become this strong so quickly!
Remote:(standing up) You two… What the hell are you two?!
Cross-Z and Akatsu:(attacks) Stop babbling!
Cross-Z inserts the Taka bottle into the knuckle. "Bottle Burn!" "This is the end!" Both Riders exclaim, as Akatsu cranks her belt. "Maidentech Finish!" "Volcanic Knuckle!" Cross-Z uppercuts Engine as wings of energy burst out from the impact. Akatsu jumps into the air and the Tree item glows as a sharp piece of ice grows on Akatsu's soles as she smashes into Remote. Akatsu lands on the ground, as Remote stumbles back only for Engine to fall right on top of her. "ACHAA~!" Underneath both helmets, Ichika and Houki's eyes begin to glow a blood crimson.
With Chloe…
Sawa: Banjou and Shinonono… Might not be human.
Chloe's eyes widened.
