(A pair of feet running across the ground jumps off a building, as we zoom out to see Cecilia and the IS girls along with an army attacking the Tower.)

(Chifuyu reaches out, as she and Sento hold hands, only to change to Katsuragi as he and Sento stand off against each other.)

(All of the Full Bottles light up, coloring a clear blue skyline.)

(Build jumps up, as Sparking rises up behind him. Panning right, we pass Rabbit Rabbit, Tank Tank, Cross-Z, Cross-Z Charge, Akatsu, Akatsu Charge, Grease, Grease Crusher. As Rogue jumps in and kicks the screen.)

(Scene changes to a hidden Winged Rider flapping his wings out, flying past and taking up view is a Glowing Red Dragon Rider. View changes to upper body, their body's still shrouded but with another shadow behind both, as our view is split down the middle.)

(Tabane stares at the screen, as red and blue light color halves of her body.)
(Namba stands with his cane as the same red and blue lights illuminates him)
(Sento stands tall, as his lights are a rainbow illuminating different shades across his body)

Touto Prime Minister Residence… We are Observers…
Within the dark shadowy room two lights illuminate two chairs. One was seated by Taizan, the other by Midou. "I'm sorry, but we can't accept Touto's demand." Midou said, Taizan's face becomes puzzled for a moment before collecting himself. "We have Pandora's Box." Taizan rebuttals, pulling up an image of the tower forming.
Taizan:(gestures to image) I'm sure you know how much destructive power it holds.
Midou:(tilts head) Is that a threat?(chuckles) You are greatly mistaken. Deterrence is only meaningful when the opponent is convinced that you will use the power.(leans forwards) A conscientious man who will never use it presents no threat.
Taizan:(puts hands together) You cannot keep up this war. The rest of the world's sanctions on us have been becoming more and more strict. Namba can't keep up, their oversea's operations are-
Midou: They are under control.
Tiazan:(slams fist) They are OUT of control! They are all implicated with Faust and many nations have slammed investigations, lawsuits, and more. Not to mention Japan as a whole is running out of natural resources!
Midou:(smiles) Then we will conquer everything we need. To rebuild an Empire.
Taizan:(eyes widen) You… Can't be serious…
Midou:(stands up) I am. Japan has been ravaged by the west and other nations. The Japanese Empire was great, but it lacked true leadership and power. I, Will have both. We will take Pandora's Box back by force. Neither you, nor the Capitalist Pigs of the US or England, or the fake "Democracy" of China, the old sick bear of Russia, France, Germany, Spain, all of them! No nation will stand against us!(smiles) Our preparations are already complete.(claps hands) Bang!
The call ends as the lights come back on, leaving the staff in the room flabbergasted. "The mad Imperialism of old Japan…" Yamada mutters, she looks at Taizan the clear shock on his own face too. "Prime Minister…" Yamada asks. In silence, Taizan walks over to his desk and sits down.
Seito Prime Minister Residence…
Midou/Namba:(chuckles) Retrieve Pandora's Box.
Stark:(waves) Don't be in such a rush Namba-chan. We can get Pandora's Box back anytime.(holding a bottle) More importantly, the Ultimate Driver is our priority.
"Ultimate Driver?" Namba asks, Stark holds up a unique Full Bottle in his hand.
The Full bottle does not have a clear case like previous bottles. This one has a dark rouge colored body with black as a secondary and gold highlights. The cap of the bottle is gold, with a white engraved Stark Symbol in white on a Rogue backdrop just under the cap. Below that is a Cobra head, its mouth wide open.
Stark shows the bottle, sliding the head of the cobra down and letting it bounce back up like a door hinge handle. "A Driver that can make full use of the Power of Pandora's Box." Stark said standing up and emoting flexing a muscle. "In other words…" Stark steps up close and leans in close to Namba.
Stark:(crimson aura) The Ultimate weapon you've been seeking.
Namba:(smiles) And you can obtain this soon?
Stark:(steps back) Well…(aura fades) That's the hard part.(scratches head) It's a dangerous object, so it won't be easy.(walks off) Just leave it to me.
Stark leaves the room walking down the corridor, as she returns to civilian state. Tabane smiles holding the bottle in her hand. "Just keep running yourself into the Ground, Old Man, while I get the final pieces in place." Tabane giggles turning the corner.
We are Madoka… Prime Minister Residence…
I still sit on the chair, with the sun beaming in my face. 'Everyone…' "Huh? What's with the commotion?" A nearby guard asks, "Eh?" I stand up and step over to the window only to see familiar figures pestering guards by the entrance. "Guys?!" I rush towards the elevator. The doors close and I reach the ground floor where I run out the front door and towards the Gate.
Guy:(shaking guard) We just want to see our boss!
Madoka:(running over) You guys!(opens gates) Massugu!
Massugu:(hugs Madoka) Boss!
I am embraced by my friends. My body tingles as I can't help but laugh. "Thank god you're all alright! No one is hurt right?!" I ask, they all nod. "Yes! The purple Kamen Rider set us free." Massaugu explains. "Purple? Rogue did that?" I mutter. 'It couldn't be… Could he?' Massaugu hugs me tight.
Massaugu:(shaking) I was so scared! I was shaking all over!
Madoka:(pushes back) Oi!... Sorry that I dragged you guys into this.
*Beep!*
Announcer:(on wristband) The Seito army has appeared at area D4. Head there at once!
Madoka:(takes out belt) That's a load off my shoulders knowing you all are safe now. Go to a Best Match Foundation shelter, tell them I sent you and you'll be given everything you need.(straps on belt) Now then.(cracks knuckles) I feel like letting off some steam!
Area D4… We are Observers…
Where a Highway bridge leads to the Skywall, a Rapid Response team is holding down the front, as Hard Guardians and the two Kaisers approach. "Engine and Remocon on the field!" A soldier in cover shouts. "Get the Hard Guardians! Leave them to me!" Grease shouts diving in, slamming her fist through the chest of one Hard Guardian, taking the Twin Breaker out Grease then jams the tip of the drill into the headcamera of the Guardian causing it to explode.
Sergeant:(gestures to squad) Leave this Area to the Rider. We can't let the Hard Guardians get to the Civilian Centers!
Grease:(cranks belt) You heard him! Move!
"Scrap Finish!" Grease glances behind him, she jumps and spin kicks smashing apart two Hard Guardians behind her. "She's become stronger again." Remocon notes stepping over. "There's no need to Panic. There's only one of her." Engine said as she flicks her left wrist as an IS half armor overlays on top. Remcon does the same as they stand with half Kaiser half IS armored bodies. "Engine Hellhound, online." "Cold Blood Remecon, online."
The Engine Hellhound has a new left half. A new visior shaped like the half a face of a Hound replaces a faceplate that is folded away. The shoulder piece is another hound head, below that is the arm that contains a gauntlet with three large claws and flame jets between the claws. On the chestplate is a large chest vent. A streamlined leg armor with a pair of flame jets with clawed feet.
The Cold Blood Remecon has a new right half. A visior with a snowflake shape with the faceplate folded away. The shoulder piece is composed of 3 large Diamond shaped ice-like gems all coming together. The chest plate is composed of hexagon plates interlocked. The arm has a symmetrical tri ice crystal piece on the gauntlet. Finally the right leg is simple with an elegant design.
Grease:(glances at Kaisers) Oh, fuck off.
Engine H:(cracks neck) Victory is already guaranteed.
CB Remocon:(Steps back) Right!
The ground below Grease's feet suddenly begins to freeze over. "Wha-" Engine rushes at Grease in her confusion. Raising up both arms, Engine slashes at Grease while lighting her up in a blaze of flames. "Feelin the heat yet?!" Engine asks, Grease stumbles back her entire suit on fire. "Not really." Grease said, vents across the suit releace their exhaust blowing away the flames. A figure comes running behind Grease and stops next to her.
Grease:(glances back) Weren't you fired by the Touto Government?
Sento:(pats Grease on the shoulder) I just happened to pass by.
Grease:(chuckles) So? Where's my brother and Shinonono?
Sento:(takes out Full Full Bottle) They're not coming.
Elsewhere… We are Ichika…
Ichika:(sitting down) Kasumi… They said I'm not human, Houki too… I can't believe it. It's enough to distract me from avenging you.(putting hands together) I can't fight like this.(turns to gravestone) Right, Kasumi?(stands up) Why won't you say anything?
Wristband:(rings) This is the Prime Minister's residence. Requesting immediate reinforce-
Woman:(walking over) Aren't you going to answer?
Looking to my right I see Houki walking over. "... Aren't you?" I ask back.
Back with Build… We are Observers…
"Rabbit Rabbit!" Both Kaisers blast a stream of Fire and Ice at Build. Build creates a shield with reactive plating. "Grease behind me!" Build shouts, Grease jumps behind him as the two streams of fire and ice hit the shield that explodes on contact. "Move!" Build shout as the two charge at the Kaisers. On Build's back, two steps form. Grease jumps on the steps and jumps over Build. Landing behind the Kaiser's Grease grabs Remocon and kicks her away.
Build:(puts back against Grease) I assume then you want to deal with Remocon?
Grease:(cracks knuckles) I've already schooled Engine, She's yours.(points fist at Remocon) I wanna beat her face in!
Build:(nods) Rog- Wait. Strange?... What happened to the rest of the force?
Grease:(glances back) What? Hey, yeah, where are they?
Engine:(laughs) Ah, the Genius finally catches on.
Remocon:(collects herself) The Prime Minister's residence must be in Chaos right now…
Engine:(crosses arms) Especially with no Kamen Riders to protect it!
Grease:(bumps Build in the back) Go, I'll deal with this. I'll take care of them!
"...I'm counting on you." Build said as he jumped into the air. Thrusters forming as he blasts off into the air. "No you-" "Grease Crusher!" Just as the Two Kaisers are about to attack, a Crusher Funnel grabs Engine, picking her up then slamming her into Remocon. "Ugh!" Grease now in Grease Crusher has ever funnel at the ready. "Like I said." Grease cracks her head. "I'll take care of you two."
Prime Minister's Residence… We are Houki…
Me and Ichika arrive at the scene to see the grounds are in Chaos, as Yamada and Chifuyu are attempting to rally forces together. "Oh, great. It's the classic Duo." Cross-Z points out who's leading the assault, Rogue and Stark. Chifuyu shoots at Rogue before coming in close with her blade. Yamada attacks from the back, their duo keeping Rogue off. "They got Rogue, Stark's ours." Cross-Z said. "You came?" Stalk asks, as we charge in at him.
Cross-Z charges in as I pull back the bow string and fire at Stark. She backflips dodging the beam arrow. With the Magma Knuckle Cross-Z engages in close combat with Stark. "Rogue! Down!" Stark shouts as she puts up her left hand to the air. A red ball of flame to the sky. An orb of crimson flames from and blasts out a wave of energy knocking everyone except me and Cross-Z to the ground. "I'll handle them! Go!" Stark orders.
Rogue:(glances at Stark) …Hmf.(runs off)
Chifuyu:(getting up) Yamada!(grabs Maya) Come on!
Yamada:(floats up) Right! Ichika-kun! Houki-chan!(flies towards building) Good luck!
Akatsu:(draws another blade) Double team!
Cross-Z:(slams fists together) Right!
We charge Stark from both sides. Paring our attacks to keep Stark on the defensive. Cross-Z throws a fist, and I come in to slash at Stark. "Such strength, even without Cross-Z Magma or the Jelly!... You two are truly monsters!" Stark shouts, Cross-Z grabs Stark. "Shaddup! We are human's!" Cross-Z shouts, punching Stark across the face as I jump in and drop kick Stark over Cross-Z's shoulder.
Stark:(chuckles) I see…(dodges attacks) You've realized that you're not humans?(blocks Cross-Z)
Cross-Z:(holds fist) How do you know that?
Stark:(twists around Cross-Z) I know everything…(blocks and grapples Akatsu) Everything about you two!
Stark then kicks me into Cross-Z's back before we are both blasted in the back. We both drop to the ground, our armor fading off us. "Your powers are the same as mine." Stark walks over to us. I try to get back up to my feet as Stark comes closer. "It is for destroying the world." Stark explains.
Ichika:(struggling) What are you talking about? You're making no sense!
Houki:(eyes widen) Wait… What?
Stark:(stops walking) You did not come here to protect Touto, or to help Sento.(kneels down) You came to fight. Only fighting can satisfy you two. You two will keep fighting until everything is destroyed. That is the fate you were born with.
Ichika:(looking away) No… I'm different…
Stark:(grabs Ichika by the hair) There's no use denying it. You're not human!
Stark let's Ichika go and stands up before kicking him down the steps. I watch as he stumbles to the bottom and lays there defeated… I see Sento watching the scene and seeing the situation evolve. He looks at me and in the eyes with a look of 'what about you?' I glanced at the blade Chifuyu handed me on the ground. "So what?" I said as I pushed myself off the floor, while picking the katana up. "Hmm?" Stark looks at me as I step over in front of her.
Houki:(sheathes blade) We are not human… So what? That doesn't change anything!(clutches her chest) Not my history, my experiences, my memories, the pain, the pleasure, everything that makes me human… Even if I am an Alien, I was reborn as a Human.(glances back at Ichika) This Meathead too.
Ichika:(looks up at Houki) … Houki…
Houki:(looks at Stark) I'm a Kamen Rider. Even if I'm not human…(body begins glowing) Even if I have the same power as you… WE are different. If you will destroy the world with this power...(aura grows stronger) Then We… will use it to bring about Love and Peace! That's the Kamen Rider I believe I am!(looks at Ichika) Even if it burns…(closes eyes and faces forward) …(opens eyes) I'll still be growing until I bloom!
We are Observer
In that moment, Houki's aura explodes out in a pillar of light. The pillar then changes into a large tree as the Blackened bottle floats out of Houki's pocket. The bottle absorbs the tree into it as it transforms into a white bottle with pink glowing veins across the tree. "That's… The Yggdrasill." Sento mutters while watching.
The Yggdrasill has the same body as the Cross-Z dragon without the tail and head. The blakc body now has a tree with green leaves and a brown trunk on the side of the body. The two buttons on the side of the Yggdrasill are colored gold.
Houki shakes the bottle, opening the cap and inserting it into the Yggdrasill. "Bloom!" Then pressing the gold button, the leaf part of the tree flips up and expands revealing a rainbow colored tree with 4 gems on each half of the tree. Gems on the right branch are colored, red, yellow, light blue, and green. Gems on the left branch are colored, navy, purple, gray, and white. The Trunk opens revealing a blue orb. "Life Continues ON!" The Yggdrasill shouts. Houki inserts the Yggdrasill into the Build Driver.
"Akatsu Yggdrasill!"
Cranking the belt, a large rainbow colored tree rises up behind Houki. Leaves fall off the tree and begin spiraling around Houki like a leaf tornado. "Are you Ready?!" The Build Driver shouts, Houki slides her left foot back and grabs the Katana. In a flash, Houki swings the Katana out, cutting through the leaves. "Henshin." The leaves latch onto Houki forming into a new Armor.
"The Nine Realms of Life! Akatsubaki Yiggdrasill! OH YEAH~!"
Akatsubaki Yiggdrasill has a tree motif to us. The body suit is black, with blue, white, gold, and the colors of the gems. The helmet has two gold tree halves as both visior pieces. The chest has a sakura chest piece with a blue gem placed on the upper part of the chest near the neck. Growing out from both sides of the Sakura is a set of branches that extend out over the shoulders and to the back. On the branches are gem pieces of different colors. The gauntlets are a pair of steel plates with clear blue gems on top wrapped around the arm in a two piece gauntlet. The right arm being red, while the left arm being blue. At the waist is the belt with a white back skirt with gold outlines that has a leaf pattern on it. The thigh armor is the same as the gauntlets. The leg armor are branches wrapped around with a bit growing up and out. The shoes are the same as the Cross-Z Magma's feet.
Stark:(laughs) Ah~... Is it spring already?
Akatsu:(points blade towards Stark) My power is growing. My soul is finally in spring! My life is overflowing!
Stark:(flicks wrist) Come on then.
"Okay…" Akatsu enters a Kendo ready stance. "Nine Realms!" The Katana announces. "Let's Dance!" Akatsu pulls the Katana blade trigger twice. "Asgard! Alfheim!" Holding the trigger, the second gem from the hilt flashes green. "Alfheim Overgrow!" Lifting the katana up and flipping her grip on the blade, Akatsu slams the edge of the blade into the ground. The whole area becomes overgrown with a large forest that creates an arena.
"Ha!~" Pulling the Katana from the ground, Akatsu rushes at Stark. Stark responds by shooting at Akatsu which she deflects with her blade then swings overhead at Stark. Stark steps back to dodge, Akatsu pulls the Katana's trigger then holds. "Asgard! Asgard Valhalla!" Akatsu swings up at Stark. Stark slaps away the tip of the Katana, when a shade of a blade slashes Stark across the chest. "Huh-" In a flash a flurry of shades appear around Stark slashing across her body. Akatsu then sheathes the blade and puts both of her hands to the side. Orbs of light form in the palms of Akatsu's hands, twirling around and releasing the orbs they break apart into tiny sparkles of light. Then crossing her arms the gems on Akatsu's arms light up and fire a ray of blue and red up into the sky. The Light gathers in the rays of light forming a circular ring.
Akatsu:(puts both arms out to the side) Run around freely!(spins around) Cross Saucers~!
Stark:(jumps into air) What's with you Riders and you're funnel weapons?!
Sento:(shouting) Fuck you that's why!
The Cross Saucers hit Stark while in the air, they turn around for another pass. The two saucers ram into Stark and lock her in place. "No one… Can stop me now!" Akatsu shouts, cranking her belt. "Ready Go!" Akatsu begins running before jumping into the air. Nine orbs of Yggdrasill spiral around her, then backflipping in the air and kicking, Akatsu dives straight towards Stark the 9 orbs uniting into a rainbow colored drill. "Ragnarok Finish! Yabe~!" Akatsu Smashes into Stark with a large explosion flinging her through several pillars and causing a crater upon hitting the ground.
Stark:(glances over) Well done, Houki… I'm surprised. Really, I am. That you unlocked this power without my help. I calculated for Cross-Z Magma. But not this, a welcome addition.(smoke engulfs her) But regardless, you two cannot defy fate. Hahahahaha~!
Houki:(armor fades) … Tabane-nee…
Ichika:(walks over) Houki… I, Ah…(looks down) Thanks.
Houki:(turns around) For what?
Ichika smiles as he stares at the concrete. "I… really needed to hear those words." Ichika said. "So, thanks." Ichika looks up, as Houki smiles at him. Ichika immediately stops as his face becomes beat red at the sight of Houki. Houki's hair color is now a light pink with crimson red hair that now flows in the wind. "Please marry me." Ichika asks, Houki blushes as she steps back. "Wh-wh-What is this all of a sudden?!" Houki shouts, Ichika takes in what he said and blushes while shaking his head.
Ichika:(shaking head) Ah! NONONONO I didn't-(looks down) Well I mean I did but I-Uh…
Houki:(looks down) Uh…
Sento:(sighs) Sheesh just kiss you two and get it over with.(crosses arms) I can wait.
Houki:(looks at Sento) Th-That's not- Sensei! I- AH! I forgot!(points to building) Rogue…!
All Three: Ah… HA~?!
Inside…
Chifuyu and Yamada are holding back Rogue to the best of their ability. "Out of my way!" Rogue shouts, kicking Chifuyu though the wall and into the Prime Minister's office. "Wha~?!" The staff shout, Taizan stands up. "Gentoku…" Taizan mutters. "Gentoku-san! STOP!" Yamada shouts jumping in front of Taizan.
Taizan: Pandora's Box isn't here.
Yamada:(pointing SMG at Rogue) We have already moved it to a safer location. You won't find it!
Rogue:(clenches fist) What I'm after is…(points at Taizan) You.(looks at Yamada) But more Leverage works too.
Yamada fires her SMG at Rogue who simply rushes up to her and grabs Yamada by the throat and lifts her up. With his other fist forming into a jaw that bites into the IS's shields, the jaw crushes down harder and harder until the Absolute shield appears and shuts down the IS as Yamada passes out. "Perfect." Rogue said, grabbing the IS bangle and tearing it off tossing it to the side. "Argh… Yamada!" Chifuyu shouts, just as Sento, Ichika, and Houki arrive.
Chifuyu:(looks over) Sento!(points) Yamada and the Prime Minister!
Sento:(looks to the right) Yamada-san!... Rogue!
Rogue:(grabs Taizan) … Hmf.
Rogue tosses an unconscious Yamada over his shoulder and wraps the now free arm around Taizan. Holding up the TransSteam gun, Rogue releases a cloud of smoke and disappears with both hostages. As the Rider attempts to run into the smoke but it clears with no one left behind. The Touto flag falls to the ground.
