(A pair of feet running across the ground jumps off a building, as we zoom out to see Cecilia and the IS girls along with an army attacking the Tower.)

(Chifuyu reaches out, as she and Sento hold hands, only to change to Katsuragi as he and Sento stand off against each other.)

(All of the Full Bottles light up, coloring a clear blue skyline.)

(Build jumps up, as Sparking rises up behind him. Panning right, we pass Rabbit Rabbit, Tank Tank, Cross-Z, Cross-Z Charge, Akatsu, Akatsu Charge, Grease, Grease Crusher. As Rogue jumps in and kicks the screen.)

(Scene changes to a hidden Winged Rider flapping his wings out, flying past and taking up view is a Glowing Red Dragon Rider. View changes to upper body, their body's still shrouded but with another shadow behind both, as our view is split down the middle.)

(Tabane stares at the screen, as red and blue light color halves of her body.)
(Namba stands with his cane as the same red and blue lights illuminates him)
(Sento stands tall, as his lights are a rainbow illuminating different shades across his body)
Construct 131: Mad World
We are Observers… Pandora Tower…
Evolt leans against a pillar as she quietly waits for her guests. The side of a wall comes to life and changes into a large doorway and opens. Utsumi steps in alone, Evolt looks over to see Utsumi. "Let's hear your answer." Evolt asks. Utsumi is silent as he shows Evolt a phone screen, the screen comes to life showing Namba safely in his office.
Namba:(crossing arms) Evolt. This is my answer to your demands.
Additional forces comprising Squall and Autumn, being followed by a battalion of Hard Guardians all enter the room behind Utsumi. "I see." Evolt said, she pats the Evol Driver on her waist. "So you want to keep your power that badly?" Evolt asks, Squall and Autumn transform as smoke covers them. "Gear Engine! Funky!" "Gear Remecon! Funky!" "Jundou." Both said in synch as the armor forms on them. "Engine Running Gear!" "Remote Control Gear!" The smoke fades leaving the two Kaisers ready for battle.
Evolt:(stepping out from behind the pillar) Fine with me.
Evolt holds up the Evol Trigger and activates it. "Over the Evolution!" Evolt holds up the Cobra and Rider Bottles. "No more cutesy talk. Today, you die." Evolt said, opening the bottles and inserting them into the belt. "Cobra! Rider System! Revolution!" Evolt cranks her belt, three silver rings form and spiral around her then splitting to have the second largest ring overhead, the smallest just under the waist, and the largest ring at her feet. A dark whirlwind gathers and wraps around Evolt as Dark Cubes materialize floating around the rings. "Are You Ready?" "Henshin!" The black cubes lock themselves around Evolt creating a box that is then sucked into a black hole, before shattering apart revealing Evolt in his armor. "Black Hole! Black Hole! Black Hole! REVOLUTION! Ha ha ha ha ha~!" Evolt rubs his wrist.
Kamen Rider Evol Black hole has the same undersuit, arms, and legs of base Evol. Now with new head, chest, and shoulder armor, with a long skirt around the belt. The chest has a simple white and black chest piece made to look like the horizon of a Black hole. The shoulder armor is the same as base cobra but now black and white with a ring of pink in the inner rim and on some recess. The head is the same Cobra head but no longer with the space themed forehead and in black and white, with a line of pink on the visor.
Evolt places the palm of his hand on the ground and blasts something through the ground that transforms the arena into an open field surrounded by walls of stone, clocks, odd stone blocks, and mirrors dot the battlefield around them. Utsumi gestures to engage and the Hard Guardians march towards Evolt. "Fufu… Cute." Evolt holds up her right hand and snaps her fingers. An explosion engulfs the entire battalion of Hard Guardians and is wiped out in the blast.
Engine:(shocked) What?! With a single snap?!
Remocon:(shocked) Aww shit…
Evolt:(chuckles) Think you can take the heat?... You're free to give up. Not that you would escape.
Both Kaisers ready their weapons. "Tch!" The Kaisers activate their IS boosters, Squall as Remocon flies up into the air and creates spikes of ice in the air and lobbs them at Evolt. Autumn as the ice spikes are flung past, she ignites fists of fire and swings at Evolt. Evolt swipes his arm, blowing both Kaisers back.
Evolt:(shrugs) Poor things. You were born as humans with abundant feelings.
Evolt portals above Remocon and kicks her into the ground. Landing back on the ground, Evolt leans to the side and dodges Engine's attempt to burn her. The two Kaisers charge Evolt form both sides, Evolt effortlessly dodges and blocks both Kaiser's attacks. Engine charges in and begins punching Evolt in the face, Evolt does not even flinch at each punch. "No way!?" Engine exclaims. Evolt grabs Engine by the neck, swings her around, and throws her into Remote as the two drop to the ground.
Engine:(struggling) W-Why? Our power should have been pushed to the limit!
Evolt:(wags finger) Tut tut tut.(crosses arms) I'm afraid I've Far outstrip what the Kaiser and IS system is capable of.(steps over to Engine) Die knowing that earth's destruction was in part…(raises fist) Possible because of Phantom Task's support.
Remote:(reaching out) A-Autumn!
A sakura pedal floats by Evolts face. "Huh?-Guagh!" In a flash, Akatsu Yiggdrasill stands before Engine, she holds her Katana blade out as a clear slash mark appears across the right side of Evolt's waist. "You?!" Engine exclaims. "Heads up fucker!" Great Cross-Z shouts as he jumps in and hits Evolt across the back of the head before turning her around and kicking her. Akatsu swings around again, slashing Evolt's back. On the other side of the canyon, Rogue and Build enter the field. Build moves to run in only for the Rabbit Rabbit armor to send Build between Cross-Z and Evolt. Rogue steps in front of Remote, he reaches down and helps Remote up to her feet.
Utsumi:(looks at Rogue) Himuro-san…
Remote:(wipes dirt off head) Took you long enough.
Rogue:(Glances at Utsumi) Today's the only time I'll help you.(looks at Evolt) So we can return the Country to Normal.
Remote:(looks at Engine) Autumn! Let's go!
Engine gets up to her feet only to stumble back down onto the ground. "Yeah… No… Go-Go on ahead." Engine said, Remote looks at her before nodding and charging at Evolt. All 5 fighters all engage Evolt. Each hit Evolt gets on the fighters hits hard, but 4 other fists come in just as Evolt hits one. "So you expect to win by joining forces?" Evolt shouts, Cross-Z and Rogue jump in only for Evolt to snap her fingers as two balls of dark energy fly out and slam into the two knocking them to the ground. Akatsu pulls the trigger on her blade. "Asgard!" Akatsu swings her Katana. "Asgard Ragnarok!" A massive wave of golden Energy flies at Evolt. "Hmm? Kuah~!" Evolt counters by blasting his own wave of dark energy back. The two clash but the Gold energy wins, smashing through and hitting Evolt.
Akatsu:(sheathes blade) Sen- Katsuragi-san! Now!
Build:(rushes in) Hah~!(misses) Guh! This suit is too high-spec. I can't keep up!
Evolt:(grapples Build) Ha! How out of touch you are, Katsu-chan. You can't handle the latest Model of Build as you are now! Maybe switch in Sento?(tosses Build) He was Far more creative with the armor than you were ever!
Build:(hits ground) Argh!...(gets up) That's not true! I was the one who created Build! Not some half assed Personality made to be manipulated! I made this armor…(points at Evolt) To defeat you!
Akatsu:(steps up next to Build) Katsugrai-san, the Panel box! I'll cover you!
Build glances at Akatsu as she preps an attack. "... Thank you." Build said, reaching back to take out the Panel Box. Akatsu brings her arms to the side as the branches light up, twin balls of light materialize and spin around Akatsu. "Ora!" Akatsu shouts as the ring flies up and then between the palms of her hands and then blasts a beam at Evolt. "Break off!" Remote shouts as she, Rogue, and Cross-Z jump back. "Gah!" Evolt crosses her arms to tank the blow. Build watches all of this with the Box in his hand.
Build:(shocked) I… constructed this armor?...
Akatsu:(beams ends) … No. Sento did…(draws Katana) Now stop messing around Katsuragi-san!
Build:(glances at box) I know.(inserts Box.) Let's begin the Experiment!
Build cranks his belt only for a powerful surge of energy to shock Build. "Guh! Guaah~!" Akatsu swings around and grabs Build. "Katsuragi-san!" Akatsu quickly grabs the Panel Box and removes it from Build's belt, only for Evolt who stands behind Akatsu to grab Akatsu and slams her into the ground, then spartan kicks Build back. Build hits the ground as the armor fades off him. "Why…?" Katsuragi mutters.
Evolt:(tosses Akatsu away) Now then… Playtimes over children… I'll eliminate you all one by one.(glances at Engine) Starting with the weakest.
Evolt gestures with her fingers as a miniature blackhole appears. Evolt launches it at Engine, it hits as Autumn's armor is torn off. "Autumn!" Remote shouts, Autumn quickly tosses the Engine bottle to Remote. "I knew the risk! Your Cousin is still alive! … Don't die on her!" Autumn shouts, with a smile her body breaks down. "It was an ho-" The last words do not escape her lips as she is warped right into the Blackhole and disappears.
Akatsu:(looks up) *Gasp!* … No…
Cross-Z:(shocked) She just… Disappeared…
Remote:(picks up bottle) Autumn…(looks at bottle) I'm the last Phantom Task member…(takes out Nebula Steamgun) … Jundou…
Squall inserts the Engine bottle into the Steam Gun. "Gear Engine! Funky! Fever! Perfect!" The armor is completed, Hell Bros charges Evolt and attacks. Only for Evolt to block and counter, Hell Bros is pummeled and stomped into the ground. Evolt presses her foot against Hell Bros helmet.
Evolt:(sighs) You humans. You never realise how stupid you are.(presses against Hell Bros head) You guys wanted this. You wanted war. And you got it! You should have known that it would have spiraled out of control. There has never been a Clean war!
Evolt presses down enough on Hell Bros head to shatter the helmet as Squalls' hair droops out of the dirt. Out of the corner of Squall's, someone charges straight at Evolt. "Are you Ready?!" "Hmm?" Evolt turns to see Cross-Z charging her as he transforms into Cross-Z Magma. "Cross-Z Magma!" Cross-Z pushes Evolt back. Rogue steps over and pulls Squall back. "H-How can he still fight?" Squall asks, looking at Cross-Z.
Hell Bros:(looking at fight) Isn't he seriously injured? So why do you go so far…?
Evolt:(block and counters) Form changes won't affect the outcome!(punches Cross-Z back) Ora!
Rogue:(watches Cross-Z fly) Cross-Z!
Cross-Z hits the ground as the armor fades off him. "Banjou… this is the end." Evolt said, she cranks the belt as the music begins playing. "Ichika! Get out of there!" Akatsu shouts, Evolt jumps into the air. "Ready Go!" Squall stands up and runs at Ichika. "Black Hole Finish!" Evolt spins towards Ichika, only for Hell Bros to push him out of the way. Squall is hit by Evolt's kick as she is launched into the side of the canyon. "Guh...GAAAH~!" Hell Bros shouts. "Ciao!" A blackhole suspends Hell Bros until she's sucked into the collapsing blackhole which explodes, then is sucked back in leaving Squall to drop to the ground.
Ichika:(turns to Squall) Oi!(runs over) Hey! Hey! Hold on!... Why did you save me?
Squall:(looks at Ichika) I… Failed to save someone close to me… Once…
Flashback… site of a Terrorist attack…
Squall stands above a woman's corpse, Squall drops to her knees as tears flow down her eyes. The woman is dressed in a nurse uniform 'I could not save her that day… So let me save you…' Squall looks down at the girl sitting before the girl. The little girl is begging the woman to wake up. Squall clenches her teeth and picks the girl up, much to her protest. Autumn steps past Squall and kneels down to the body, closing the dead woman's eyes. 'I won't fail this time!'
Squall:(fading) Sh-She's safe… Siste-
Squall turns to particles of light as she fades away into the air, only leaving behind a dog tag that drops into the dirt. Ichika can only watch as someone fades away in his arms again. "No… NOT AGAIN!" He screams punching the dirt below him. Katsuragi watches as he clenches his fist. "Another person's life…" He looks down at the dirt.
Katsuragi: Why are they lost so easily?
Evolt:(steps over) This is the result of the Rider System you created… Katsu-chan.(stretches) Now then… For the coup d'etat.
Rogue:(stands up) I won't go down so easily!
Evolt chuckles, then wags her finger. "Oh no no no. Gen-chan. I wasn't talking about you." Evolt said as a Black hole portal appears behind Evolt. "I mean an old Geezer who's stuck in the 1940s." Evolt said as she disappeared though the portal. "What… Ah! President!" Utsumi exclaims looking down at the tablet he came with.
Namba HQ, CEO Office…
A portal appears in Namba's Office as Evolt steps out. Namba tumbles back into his chair shocked at the sudden arrival. "Hi~... Namba-chan." Evolt said slowly walking over. Namba stands up and attempts to run, Evolt quickly grabs the old man by the collar and tosses him to the ground. "Oh, Namba. I even gave you a chance." Evolt said, Namba desperately backed up trying to make as much distance as possible from Evolt.
Namba: M-Money! I'll give you money!(tries to get up) I-I'll give you everything-(grabs flag and stumbles to the ground) I'll give you all the assets Namba Heavy Industries has! Even my overseas ones!(looks at Evolt) So… S-Spare my life! S-s-spare my life!~
Evolt:(sighs) Begging for your life, huh? You humans are really simultaneously the most valiant and pathetic creatures I've ever seen.(shrugs) Granted that doesn't say much as I've pretty much destroyed every planet I came to as soon as I arrived. But still…
Evolt looks down at Namba who's tearing up and clinging to the Namba Heavy Industries flag as if it were his own child. "You are an interesting Human, Namba. I mean that really." Evolt said, walking over to Namba as he grovels. "You own a multi-billion dollar company with overseas operations." Evolt said, kneeling down to meet Namba's eyes.
Evolt:(points at Namba) Dealing in heavy arms, Illegal child soldier programs, funding a known Terrorist Orginaztion which has instigated conflicts long before the present, fund illegeal experiments, instigate a civil war, taking on the guse of a country leader, attempt to start World War 3, bring back the Japanese Empire, and NOW… After all of that, attempting, succeeding, failing those tasks… After all the Patience and Planning you had has made you a Mastermind of death! Yet… Here and now as I stand before you… After all you have done… You have the GAUL to beg for mercy after all you have done?...(chuckles) Heh… Hah.(claps) Hahahahahahaha~! That's awesome!
Evolt steps close to Namba and hugs the old man. "I love people like you!" Evolt said softly patting the man on the back. "But." With a pat on Namba's back, the old man tenses up, as his body instantly becomes black with venom flowing through his entire body. "It's high time you left the story… Namba." Evolt let's Namba go as he falls back onto the ground as his body turns to purple light and fades away into the air. Evolt reaches out and picks up the Namba flag with two fingers. "Heh, it was fun Namba. It really was." Evolt said, snapping her fingers the flag ignites and begins to burn up. Evolt tosses it onto the carpet as the fire begins to spread.
Evolt:(turns to Camera) Utsumi-chan…(picks up cane) Good try~ Heh heh heh heh…
Pandora Tower…
Utsumi watches in Horror. "President!" Utsumi shouts, a portal appears behind Utsumi as he turns around to see Evolt leaning on Namba's old cane. "So, what will it be? I'm waiting on you answer." Evolt said, holding out the cane towards Utsumi, as the others watched on. Evolt slowly walks towards Utsumi, spinning the cane in her hand. Evolt steps next to Utsumi on his right, pressing the cane into Utsumi's chest as he grabs the cane in disbelief.
Evolt:(looks at Utsumi) Will you avenge Namba?(helmet folds away) Or will you swear loyalty to me?
Utsumi:(stares at cane) …
Rogue:(helmet folds away) Utsumi…
Katsuragi:(watches on) Utsumi-san…
Ichika and Akatsu:(watching) …
Utsumi clenches the cane tight in his hands, thinking on Everything he has done for Namba. His entire life flashes through his mind, as slowly a smile begins to form on his face. His panicked breathing changes to a chuckle into an outward laugh. "HA HA HA HA HA~!" Utsumi screams, he looks straight at Evolt. "In that case…" Utsumi said, adjusting his glasses.
Utsumi:(holds can between hands) There's only one answer!
In one swift motion he brings the cane down on his right thigh snapping the wood in two. Everyone's eyes widen as Utsumi tosses aside the cane. "I… Utsumi… Swear… LOYALTY TO YOU~!" Utsumi screams as the other Riders are taken aback. "No…" Rogue mutters, Evolt cannot help but laugh as he stumbles onto a block.
Evolt:(sits on block) That's why…(clapping) That's why humans are SO interesting~!(looks at Utsumi) This Place is FAR too fun to just destroy! No, I won't destroy this planet Anymore!
Utsumi:(looks at Evolt) Evolt, I remember an Employee membership item?
Evolt:(nods) Of course…(takes out Spare Evol Driver) Utsumi, here you are.
Evolt tosses the Evol Driver to Utsumi, with a purple and red bottle with it. Utsumi catches it along with a bottle pair to go with it. "Is-Is that?!" Ichika exclaims looking over. "Another Evol Driver?" Katsuragi shouts, Utsumi turns to the other Riders and straps on the belt. "Evol Driver!" Utsumi holds up the two bottles in his hand, his palm hiding which bottle they are to the Riders.
Rogue:(stands up) How… How can you do this!
Akatsu:(stands up) You were the one to call us here! We can take him!
Utsumi:(shakes head) I'm afraid that's no longer possible.(shakes bottles) Now… Behold!
Utsumi opens the bottle caps as he turns the bottles to face the Riders, he then inserts the bottles into his belt. "Koumori! Hatsudouki! Evol Match!" Utsumi cranks the belt, twin gusts of Purple and Red smoke blast out of the bottles and wrap around Utsumi as it flows into him. Utsumi shakes in pain as electricity flows through his body, as the gas fully enters him, his skin now having bulging venom like veins. Utsumi continues to crank the belt as pipes exit out from the belt and randomly form around Utsumi. Utsumi twitches in pain with each crank as his screams fill the room. "Are you Ready?!" The venom veins pull away as Utsumi looks at everyone.
"HENSHIN!"
"BAT ENGINE! Muh HaHaHaHaHaHa~!"
Katsuragi:(eyes widen) That's… Not Possible…
Evolt:(points at Riders) Now, fight to your heart's content… Kamen Rider… MAD ROGUE~!
Mad Rogue:(pushes up helmet) Heh heh heh… HAHAHAHAHAHAHAHA~!
